NCERT National Talent Search Examination 2012-13

National Talent Search Scheme is a flagship activity of the NCERT started in the year 1963. The purpose of the scheme was to identify talented students and nurture their talent. Talent refers to the potentiality that manifests itself in a high level of performance in one or more specialized areas.

This year NCERT will conduct the National Talent Search Examination for students studying in Class X

Scholarships: On the basis of the National Talent Search Examination, 1000 scholarships will be awarded

1. Scholarships: On the basis of the examination conducts, 1000 scholarships will be awarded for each group of students appearing for class-X examination. The amount of scholarship will be Rs 500/- per month as per NTS rules
2. Reservation: 15% scholarships will be reserved for students belonging to the SC category, 7.5% scholarships for students belonging to the ST category and 3% for Physically Challenged group of students

3. Selection: There will be two stage selection process for award of scholarship

Stage- I, selection will be done by States/UTs through a written examination

Students, who qualify Stage-I, will be eligible to appear for Stage-II examination, conducted by NCERT

4. Eligibility: All students of Class X studying in recognized schools are eligible to appear for the Stage-I examination, conducted by the States/UTs, in which the schools are located

There will be no domicile restriction

Examination in Mizoram, Meghalaya, Nagaland, Andaman and Nicobar Islands: 17th November, 2012

Examination in all states and Union Territories: 12th May, 2013 (Sunday)

State Quotas: Each State/Union Territory has been allotted a quota to recommend a specific number of candidates for the Stage-II examination, the details of which will be made available on NCERT website

However, there will be no State/Union Territory quota for the final award of scholarship after the Stage-II examination

UPSC : Recruitment of Assistant Commandants in CAPF 2012

The Union Public Service Commission will hold a Written Examination on 11th November, 2012 for recruitment of Assistant Commandants (Group A) in the Central Armed Police Forces (CAPF) viz. Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB).

Educational Qualification: Bachelor’s degree of any recognised university or an equivalent qualification.

Age Limit: Not less than 20 years and not more than 25 years as on 1st August, 2012. The upper age is relaxable for SC/ST/OBC and certain other categories of candidates to the extent specified in the Notice.

Physical Standards: Candidates must be physically fit according to the Regulations given in notice.

Sex : Both male and female candidates are eligible for appointment to CRPF and CISF. However, only male candidates are eligible for appointment to BSF, ITBP and SSB.

Pay Scale : PB-3 Rs.15600-39100 grade pay Rs.5400/-

Mizo home minister appeals HPC-D ultras to shun violence

Aizawl (PTI):  Mizoram Home Minister R Lalzirliana today renewed his appeal to the Manipur-based Hmar People's Convention - Democrats (HPC-D) militants to shun the path of violence and come overground. Lalzirliana said he extended general amnesty to those who were willing to return to normal life. Talking to reporters, he, however, warned that the police would continue crackdown on the militants who were continuing violent activities. Earlier too, the home minister had appealed to HPC-D ultras to come overground. "If they come overground, we would offer general amnesty and rehabilitate them by giving financial assistance through the New Land Use Policy (NLUP) and other governmental programmes," he said. He said the Congress, after coming to power in 2008 never regarded HPC-D cadres as insurgents, but their activities like intimidation and extortion prompted the government to order a crackdown. The recent arrests of HPC-D top brass like its chairman H Zosangbera, 'Army chief' Lalropuia and 'Deputy Army Chief' Biaknunga were fallout of the outfit's cadres in illegal and violent activities, he said.

HMAR STUDENTS APPEAL FOR PEACE IN LOWER ASSAM

The Hmar Students’ Association (HSA) expressed deep concern on the escalation of ethnic violence between the Bodo tribals and Muslim community in Lower Assam since last week. The ethnic violence has already resulted in the lost of many innocent lives, destruction of property, uprooting of many homes and displacing thousands of persons.

The Hmar Students’ Association (HSA) appeals to both sides to show utmost restraint and to try to resolve the ethnic conflict on humanitarian considerations. Knowing that violence is never a lasting solution, we earnestly appeal for an amicable settlement of the conflict.

Apart from emphasizing the urgent need for providing food and shelter, rehabilitation and resettlement of those affected by the conflict, the Hmar Students’ Association (HSA) also urges the Government of Assam and the Government of India to immediately take pro-active steps to stop not only the ethnic conflict but also to effectively address the factors that triggered the mayhem.

Sinlung Hills Development Council (SHDC) authorities have siphoned off Rs 1.75 crore from the state Treasury through false bills before execution of works, a report of the Comptroller and Auditor General of India said today.

The CAG report for the year ended March 31, 2011, tabled in the state assembly by the Finance Minister H. Liansailova today said that the fund was drawn during June 2010 to February 2011 by preparing 263 false bills.

The development council was created following an accord between the Mizoram government and the erstwhile underground Hmar People's Convention (HPC) in 1997.

"Out of Rs 1.75 crore, Rs 86 lakh was unauthorisedly utilised for execution of 156 unapproved works," the report said adding that the works mentioned in the bills included construction of side drains, retaining walls, steps and pavements in different villages along the Mizoram-Manipur border areas.

No work supervisors were employed and no registered contractors engaged to undertake the works, the report added.

Hmar Stuents appeal for peace in Lower Assam

New Delhi: In view of the ongoing communal clashes in Lower Assam, the Hmar Students’ Association (HSA) in a press release expressed deep concern on the escalation of ethnic violence between the Bodo tribals and Muslim community in Lower Assam since last week. The ethnic violence has already resulted in the lost of many innocent lives, destruction of property, uprooting of many homes and displacing thousands of persons.

The student body also appeals to both sides to show utmost restraint and to try to resolve the ethnic conflict on humanitarian considerations.

The Information Secretary, Mr. Lalremlien Hmar said “violence is never a lasting solution, we earnestly appeal for an amicable settlement of the conflict”.

He also further stated that, “apart from emphasizing the urgent need for providing food and shelter, rehabilitation and resettlement of those affected by the conflict, the Hmar Students’ Association (HSA) also urges the Government of Assam and the Government of India to immediately take pro-active steps to stop not only the ethnic conflict but also to effectively address the factors that triggered the mayhem”.

Common Admission Test (CAT) 2012

The Indian Institutes of Management will conduct Common Admission Test (CAT) 2012 during a 12-day testing window between 11th October, 2012 to 06th November. On behalf of Indian Institutes of Management, CAT 2012 will be coordinated by Indian  Institute of Management Kozhikode. The test comprises two sections that are separately timed. Each of the  sections will be 1 hour and 10 minutes (i.e. 70 minutes). There will be 30 questions in each section. The sections are (a) Quantitative Ability & Data Interpretation (b) Verbal
Ability & Logical Reasoning. Once a section ends, aspirants can no longer go back to it. Aspirants will be presented with the section on Quantitative Ability & Data Interpretation first, followed by Verbal Ability & Logical Reasoning. Some important dates are given in

CAT Eligibility

The candidate must hold a Bachelor’s Degree, with at least 50% marks or equivalent CGPA [45% in case of the candidates belonging to Scheduled Caste (SC), Scheduled Tribe (ST) and Differently Abled (DA) (It may also referred to as Persons with Disability (PWD) category)], awarded by any of the Universities incorporated by an act of the central or state legislature in India or other educational institutions established by an act of Parliament or declared to be deemed as a University under Section 3 of the UGC Act, 1956, or possess an equivalent qualification recognized by the Ministry of HRD, Government of India.  The percentage of marks obtained by the candidate in the bachelor’s degree would be calculated based on the practice followed by the university/institution from where the candidate has obtained the degree. In case the candidates are awarded grades/CGPA instead of marks, the conversion of grades/CGPA to percentage of marks would be based on the procedure certified by the university/ institution from where they have obtained the bachelor’s degree. In case the university/ institution does not have any scheme for converting CGPA into equivalent marks, the equivalence would be established by dividing the candidate’s CGPA by the maximum possible CGPA and multiplying the result with 100.  Candidates appearing for the final year of bachelor’s degree/equivalent qualification examination and those who have completed degree requirements and are awaiting results can also apply.  If selected, such candidates will be allowed to join the programme provisionally, only if he/she submits a certificate latest by June 30, 2013 from the Principal/Registrar of his/her College/Institute (issued on or before June 30, 2013) stating that the candidate has completed all the requirements for obtaining the bachelor’s degree/equivalent qualification on the date of the issue of the certificate.  IIMs may verify eligibility at various stages of the selection process, the details of which are provided at the website www.catiim.in. Applicants should note that the mere fulfillment of minimum eligibility criteria will not ensure consideration for shortlisting by IIMs.

First Tipaimukh impact meet on Aug 27

Dhaka, Jul 24 (bdnews24.com)—The Joint Expert Group on Tipaimukh multipurpose dam project will sit for the first time on Aug 27-28 to study the possible impact on Bangladesh, says the foreign ministry. 

This was disclosed at the Foreign Secretary-level meeting between Bangladesh and India in New Delhi on Tuesday.

"On the issue of the proposed Tipaimukh Project on the Barak river, (Bangladesh) Foreign Secretary welcomed the decision of the government of India to convene the 1st meeting of the Joint Expert Group on Tipaimukh on 27-28 August 2012," the foreign ministry said in a media statement.

Tipaimukh dam project is a contentious issue between the two countries as Dhaka fears that if the project is implemented, water would be withdrawn and the Surma, Kushiara and other rivers in the Sylhet region would dry up.

Foreign Secretary Mohamed Mijarul Quayes went to New Delhi on Monday to attend the Foreign Office Consultation with his Indian counterpart Ranjan Mathai.

Quayes thanked his counterpart for reiteration that India would not take any unilateral decision on the Himalayan component of the proposed River Interlinking Project which may affect Bangladesh.

Land Boundary agreement

The Bangladesh delegation insisted that India complete all the legal processes at the earliest to fully implement the Land Boundary Agreement and its additional protocol.

Bangladesh and India signed the agreement in 1974 to resolve the demarcation dispute and later during the visit of Indian Prime Minister Manmohan Singh to Dhaka last year, the nations also signed a protocol to execute the agreement.

The accord stipulates that it would not be in force until the countries ratify it. Bangladesh ratified the agreement in 1974 but India is yet to do so.

The headcount of the enclaves has been done and adversely possessed land identified and the demarcation would be settled when India ratifies the agreement.

Teesta agreement

Quayes in the meeting requested his Indian counterpart to complete formalities for an early conclusion of the agreement on sharing waters of Teesta.

Bangladesh and India failed to strike an interim Teesta water-sharing deal during the visit of the Indian Prime Minister in the teeth of strong resistance from West Bengal Chief Minister Mamata Banerjee.

Border management

Quayes asked Mathai to ensure maximum restraint by the Indian Border Security Force when it comes to shooting dead Bangladesh nationals along the border.

As regards the issue of security and border management, the level of engagement among ministries, departments and agencies is satisfactory, Quayes noted.

"He noted that the implementation of the Coordinated Border Management Plan (CBMP) by the BGB and the BSF had helped reduce cross-border illegal activities," the statement said.

The Secretary reaffirmed Bangladesh's commitment not to allow its territory for activities hostile to any country, including India.

Trade

Trade and investment between the two countries increased after India last year allowed duty-free access to all Bangladesh goods, barring 25 items on the negative list.

During the visit of Manmohan Singh, India allowed duty-free access of 46 textiles products and later in November provided such facility to almost all products.

With the access, Bangladesh's export to India crossed $1 billion for the first time, in the last fiscal.

"Both sides were engaged to resolve issues of non-tariff barriers, trade promotion and other related matters," added the statement.

Connectivity

Dhaka and New Delhi were working to agree on an arrangement to enhancing regional connectivity for mutual benefit, the ministry said.

Issues like Akhaura-Agartala rail link, use of Chittagong and Mongla ports by India, use of Ashuganj port as a transhipment point for movement of goods to the North-East of India, commencement of Dhaka-Shillong-Guwahati bus service were all parts of the greater initiative of connectivity of the countries, it further said.

HPC-D Chairman Sangbera arrested in New Delhi

Aizawl, Wednesday, July 18, 2012: H Sangbera, chairman of the Manipur-based Hmar People’s Convention – Democrats (HPC-D) was arrested from Indira Gandhi International Airport in New Delhi by a team of Mizoram Police and Delhi Police last night, a senior state police officer said today.

The official said that Sangbera was arrested at the airport soon after he landed from Imphal by a flight via Guwahati.

He was brought to Aizawl today.

“He was detained at the Aizawl Police Station for interrogation and was booked under relevant sections of the IPC and other laws,” the official said.

Sangbera (65) joined the Hmar militant group in 2007 when there was a vacuum in the leadership of the HPC-D as the then President Lalhmingthanga Sanate was found to be losing interest in guerrilla warfare.

He became more powerful after misunderstanding between leaders of the outfit due to signing of agreement with the Kuki outfit in Manipur which Sangbera’s faction rejected.

Earlier, on June 10, Lalropuia and Biaknunga, ‘Army Chief’ and ‘Deputy Army Chief’ respectively of the HPC-D were arrested in Silchar Airport in Assam’s Cachar district by the Mizoram Police.

Post Bureau, Aizawl (July 17): Mizoram government on Tuesday clarified that the Hmar families who took refuge in Mizoram in the wake of ethnic violence in Assam during the last two years were given protection a s per the “standard operation procedure” and that there was no discrimination based on communal lines.

The Mizoram state government’s statement was in reaction to the recent Hmar Students’ Association’s recent memorandum to the state government to stop “segregating” the Hmar people.

A meeting of home department officials chaired by home minister R Lalzirliana on Tuesday reviewed t he government’s order of December 25, 2011 that directed all deputy commissioners not to issue family ration cards and NREGS job cards to the Hmar refugees.

The Mizoram state government maintained that the order was issued based on the all-India standard operation procedures (SOPs) for protecting internally displaced persons (IDPs). As the Hmars also a tribe of Mizo, the HSA considered the Mizoram government’s order as discriminatory of Hmars from the rest of Mizo tribes living in Mizoram.

However, the Mizoram government admitted its mistake in terming the refugees as Hmar refugees which could be construed as discrimination against the entire Hmar community. Therefore, the word Hmar was deleted from the government’s order.

“The government deeply regrets that the order has hurt the sentiments of a section of the people,” said the official statement. The official statement also stated that the Mizoram government’s stand is that Mizoram is a home for all Mizo tribes within and outside Mizoram.
