Mizoram CM Holds Review Meeting with Land Resources, Soil & Water Conservation Department

Aizawl, June 17, 2025: Mizoram Chief Minister Pu Lalduhoma today chaired a high-level review meeting of the Land Resources, Soil & Water Conservation Department at the Secretariat Conference Hall, focusing on the department’s progress, challenges, and roadmap for sustainable development initiatives.

The meeting was attended by Pu TBC Lalvenchhunga, Adviser to the Chief Minister, Pu Vanlaldina Fanai, Commissioner & Secretary to the CM, and senior officials from the Planning and Finance Departments.

In his address, the Chief Minister stressed the importance of efficiently implementing government initiatives to bring visible development across the state. He called upon departmental officials to embrace a results-oriented work ethic, highlighting that developmental challenges must be openly discussed and resolved. "I want review meetings to serve as a platform for understanding ground realities and needs, not mere formalities," he said.

Minister Pu Lalthansanga expressed gratitude to the Chief Minister for convening the session, stating that while the department had limited time for the meeting, the discussions were meaningful and constructive.

Pu Lalsangliana, Secretary of the Department, provided an overview of the department's ongoing projects and achievements. These include:

Hillside Terracing, Water Tanks, and Soil Conservation Works

Construction of Link Roads and Warehouses

Cash Crop Plantations such as rubber, coffee, kuva, and hmunphiah

A key highlight was the Rubber Processing Initiative underway in Chemphaiah and Zamuang, funded by the North Eastern Council (NEC).

Key Decisions and Issues Highlighted:

1. Grading delays in Hmunphiah due to challenges faced by contractors - grading to be halted this year.

2. Review of allocation of business under the Soil Department for better alignment.

3. Continued promotion of coffee cultivation under Soil Department initiatives.

4. Proposal for funding to renovate the Saitual Office-cum-Quarters.

5. Reminder to all departments to include GST components in project estimates to avoid financial burden on the government.

6. Need for cluster link roads to support the CM’s Rubber Mission.

7. Under the CM’s Rubber Mission, ₹2798.13 lakh was allocated, with ₹1364.14 lakh already sanctioned in the current fiscal. Projects are ongoing in Kolasib and Mamit districts, with expansion planned for other districts.

8. Plans to provide Rubber Rolling Machine Sets and support clusters through subsidies under a handholding scheme for over 100 beneficiaries.

Other schemes under RKVY, PMKSY, and NABARD RIDF were also reviewed, with officers highlighting challenges and implementation progress.

The Chief Minister acknowledged the department’s hard work and assured continued support, emphasizing the importance of transparent and accountable execution.

The meeting concluded with a commitment to follow up on past minutes and ensure progress is tracked and reviewed regularly.
