Imphal, June 25, 2025: In a major step towards digital governance, the Government of Manipur has announced the full implementation of digital Registration Certificates (eRC) and digital Driving Licenses (eDL) from August 1, 2025. According to a newly issued Office Memorandum by the Transport Department, physical copies of DLs and RCs will no longer be mandatory for vehicle owners and drivers.
The memorandum, issued under the direction of Transport Secretary Michael Achom, confirms that no enforcement officer shall insist on the production of physical documents, provided digital versions are available via authorized platforms.
Key Highlights:
• Citizens can present their DL, RC, insurance, fitness certificate, and other documents in digital form via the DigiLocker or Parivahan mobile app.
• These documents are considered valid under the Central Motor Vehicles Rules, and QR code verification is enabled for authenticity.
• Digital files can be accessed, downloaded, or even printed at the user’s convenience.
• The initiative aims to enhance ease of living, reduce paperwork, and support the goal of a Digitally Empowered Society under Digital India.
Important Dates:
• August 1, 2025: Full implementation of eRC and eDL in Manipur.
• July 18, 2025: Cessation of printing smart cards for DL and RC.

The Directorate of Transport has been tasked with ensuring smooth implementation of the policy and facilitating printing/downloading through NIC’s Parivahan portal. Any pending cases, such as HSRP (High Security Registration Plates) uploads, will be handled on a case-by-case basis in coordination with NIC, Manipur Unit.
