Aizawl, June 20, 2025: The 233rd Mid-Term Council Meeting of the Indian Road Congress (IRC) was formally inaugurated today at the Mizoram University Auditorium, Aizawl, by Chief Minister Pu Lalduhoma, who graced the occasion as Chief Guest. The event was also attended by Pu Harsh Malhotra, Union Minister of State for Road Transport & Highways and Corporate Affairs.
In his keynote address, Chief Minister Lalduhoma underscored the vital role of road infrastructure in Mizoram’s development. Citing the state’s limited transport options - only one airport and a single railway line - the Chief Minister highlighted the pressing need to improve road connectivity. Mizoram’s road density currently stands at 46.37 km per 100 sq. km, well below the national average of 116 km, indicating a significant infrastructure gap.
With the state’s hilly terrain and high rainfall, Pu Lalduhoma recommended the adoption of rigid pavement technology for constructing National Highways in Mizoram. Though costlier initially, he argued, rigid pavements require less maintenance and offer greater long-term durability. He also proposed that National Highways in Mizoram be classified as strategic roads, in recognition of the state’s international border and its role in national security.
Raising environmental concerns, the Chief Minister expressed dismay over the misuse of spoil banks during highway construction, which has contributed to soil erosion and agricultural damage. He advocated for stricter regulations and proper use of designated earth disposal sites. He also called on engineers to prioritize straight alignments, reduce unnecessary curves, ensure effective drainage, and avoid premature reconstructions to enhance both safety and cost-efficiency.
The Chief Minister thanked the IRC for hosting the prestigious meeting in Mizoram and expressed hope that the deliberations would pave the way for more resilient and inclusive infrastructure in the state.
Speaking at the event, Union Minister Harsh Malhotra praised Mizoram’s natural beauty and hospitality, lauding the Chief Minister’s proactive approach. He reaffirmed the Central Government’s commitment to prioritizing infrastructure in border states and assured that Mizoram’s proposal for rigid pavement construction would be taken into serious consideration. “Good roads are essential for trade and prosperity,” he stated.

The event opened with a welcome address by Pu K. Lalthawmmawia, Secretary, PWD Mizoram and Chairman of the Local Organising Committee. Other key speakers included Pu Vanlalhlana, Minister for PWD, Mizoram; Prof. Manoranjan Parida, President, IRC; and Pu Rahul Gupta, Secretary General, IRC.
Founded in 1934, the Indian Road Congress is India’s apex body for road engineering. It plays a pivotal role in setting national standards for the planning, construction, and maintenance of roads, bridges, and tunnels. This marks the fourth time Mizoram has hosted the IRC Mid-Term Council Meeting - signaling the state’s increasing role in national infrastructure planning and execution.
