Aizawl, June 20, 2025: Ahead of the 233rd Mid-Term Council Meeting of the Indian Road Congress (IRC), key office bearers and stakeholders held a significant interaction session with local professionals and engineers at Hotel Regency, Aizawl on Thursday. The event served as a curtain-raiser to the main council meet scheduled for June 20 - 21 at Mizoram University.
Among the prominent attendees were Prof. Manoranjan Parida, President of IRC; V.K. Rajawat, Director General (Roads) and Special Secretary, Ministry of Road Transport and Highways (MoRTH); Rahul Gupta, Secretary General of IRC; and Er. H. Zoramliana, Engineer-in-Chief of Mizoram PWD and IRC member.
During the interaction, the IRC officials shared the council’s objectives, responsibilities, and future plans. The gathering also discussed technical insights, challenges in road infrastructure, and opportunities specific to Mizoram.
Addressing the concerns raised by local engineers, Prof. Parida acknowledged the recurrent issues in the state’s road conditions and announced that a dedicated team from CSIR - Central Road Research Institute would soon visit Mizoram for in-depth assessments and recommendations.
Er. H. Zoramliana, in his address, emphasized the Mizoram PWD’s efforts in improving road quality. He shared that the department is shifting preference from bitumen to concrete and reinforced surfaces, including cement, boulder, and rod-based constructions for better durability in hilly terrains. He further noted that the IRC Mid-Term Council Meeting presents a crucial opportunity for knowledge sharing and national-level engagement.
Highlighting the significance of the event, Er. Zoramliana termed Mizoram’s hosting of the meeting as a proud and timely moment. He reiterated that IRC meetings are typically hosted by states recognized for their contributions to road development, and that Mizoram is grateful for the opportunity.

The Indian Road Congress is the apex body of highway engineers in India, responsible for formulating and disseminating road construction guidelines, manuals, and standards. The 233rd IRC Mid-Term Council Meeting, hosted by Mizoram PWD, will see Union MoS for MoRTH Shri Harsh Malhotra in attendance and will focus on road development and innovations in transport infrastructure.
