According to the report, the MLA made a provocative public speech during a Panchayat election campaign. The situation escalated after a video surfaced, allegedly showing Islam making inflammatory and unfounded claims linking the recent Pahalgam terror attack to a purported government conspiracy.

Authorities have cited concerns over potential threats to public order and national security in justifying the use of the stringent NSA provisions against the legislator.
