The HPC-D as an organisation, are fully within their rights to get themselves represented by any person(s) outside or inside of Mizoram. To ignore the opportunity for a dialogue by the Mizoram govt. merely on the ground that representative must be from within the organisation shows the unwillingness on the part of the govt. to really and sincerely engage with the HPC(D) for any real or meaningful solution. If the Mizoram govt. is really serious about any dialogue to take place such pre condition should not be made. It is just another ploy of the govt. to frustrate and derail the process and buy time to demoralize them and their efforts so as to bring down everything to nothing. By taking this position, the govt. is trying to muscle its way through to arm twist the HPC(D) into accepting its interest not their's. The HPC(D) should not buckle under such tactics, there is no justice in it. If you are to be in for a dialogue with others you don't tell the other party what to do what not to do...it's their business to make all necessary arrangement in whatever way they see fit to make the dialogue a success.

With regard to Mizoram govt. & HPC(D),nothing is what it seems to be or seems to be what it is.Be it an lndian or abroad every org/party has the legitimacy to send any person to represent their org/party.I never heard any law that forbid any foreigner to represent an org.It is true that a person being choosen to represent a party/org is not an insane person and, the person being selected by the HPC(D) could undoubtedly know the trough & crest and the pros & cons of the HPC(D) and Mizoram govt. This kind of barbaric cancellation is really hard to be chewed and tolerated
