Manipur finishes 2nd at 34 National Games 2011

Manipur has secured second position in the overall position at the 34th National Games held at Jharkhand by bagging 48 gold medals coming after the Services which secure 70 gold medals. The state came down by three gold medals from the 51 gold medals it has secured in the last National Games held at Assam. Haryana comes third with 42 Gold Medal, follow by Maharashtra with 41 Gold. The other northeastern states has performed poorly, only four states has managed to get a gold. Here is the Medals Tally of the overall Top Five and the Northeastern States.

24 hour bandh cripples CCpur

Lamka, Feb 18:The 24 hour bandh call by the All Tribal Students Union Manipur in all hill districts of the state parylysed Churachandpur where it was fully supported by the Churachandpur District student’s Union (CDSU).
The bandh commenced from midnight of February 17 and lasted till midnight of February 18.
Owing to the band normal life in the district came to a grinding halt adversely disrupting the daily business activities and education especially in the district head quarter. All business establishments including shops remain shut and no vehicles were seen plying during the bandh period.
Educational institution remained closed besides that the turn out of employees in the government offices was recorded almost nil.
Earlier during the morning there was report of smashing of vehicle windshields by suspected bandh supporters. However no major bandh related violence was reported till the filling of this report.
It may be recalled that ATSUM resorted to imposing the bandh to mount pressure on the Government in fulfilling their charters of demands. Apart from the bandh earlier it had launched certain forms of agitation which included closure of schools, Government offices etc.
ATSUM has been demanding rectification on issues like inadvertent evading of the Rules of the Manipur Reservation of Vacancies in Post and Service (for SC and ST) Act, 2007 and its objection to 200 point roster as against the earlier 100 points. Extension of the service of contract basis teachers in the hill districts for one academic year, discrimination of STs in the promotion of leading firemen, the issue of chief engineer in Public Health Education Department (PHED) etc.
ATSUM has also been demanding the revocation of the State cabinet decision of posting senior Manipur Civil Service officer as executive director of DRDA without due consultation with Hill Areas Committee of the State assembly. It has termed the cabinet decision as devoid of any “rationality and justification” and has demanded reverting it back to the earlier way wherein the concerned deputy commissioner of the districts were the executive director as prescribed under the central guidelines.

AIZAWL, Feb 18 – The Centre has proposed to introduce Panchayati Raj system in the Northeastern region. This was disclosed here today by a Central team currently visiting Mizoram to study functioning of local governments.
The Central team on ‘Decentralisation of governance in the local bodies’ has expressed its idea for implementation of Panchayati Raj in Mizoram by converting the village councils into Gram Sabha and reservation of one third of the seats for women. The visiting team also informed Mizoram Government officials that the acts and rules on Panchayati Raj system would be reviewed and amended to suit the existing laws in force in the region on local governments.
The five-member Central team headed by additional secretary in the Ministry of Panchayati Raj, Dr Hrusikesh Panda arrived here on February 16 to study feasibility of decentralised governance in local bodies. Other members are DoNER joint secretary Dr JP Sharma, Ministry of Home Affairs joint secretary (NE incharge) Shambu Singh and Prof MP Mathur from National Institute of Urban Affairs.
Panda said the proposed reservation for women in local bodies were not merely for equality, but due to the need for participation of women in administration.

YMA to keep watch on Bru rehab

Aizawl, Feb 18: Even as the Centre has sanctioned Rs 9.7 crore for expenses on the resumption of repatriation of Bru refugees from six Tripura relief camps, Young Mizo Association (YMA), the apex Mizo organization, on Thursday said it would keep a close watch on the entire process.

"Appropriate action will be taken if Bru refugees, who are not bona fide residents of Mizoram, are among those repatriated. The YMA will watch and wait till the repatriation process is over," YMA central committee president Lalchungnunga said. "YMA has evidence that the Brus had left the state in 1997 following orders issued by a Bru organisation," he added.

Separatists in NE, J&K misuse Facebook: Anthony

New Delhi (Feb,18): Defence Minister AK Antony on Thursday acknowledged that separatists in North-East and Jammu and Kashmir are “misusing” social networking sites and said “proper corrective action” will be taken.
Responding to queries of media persons on “misuse” of social networking sites like Facebook by the separatists, the Minister said, “We know people are misusing these but at the same time we are not going to take any hasty decision.”
He refused to comment on limiting the access of social networking sites in the states where the services are being misused. “We will see, nothing has been decided now,” he said
Antony said “proper corrective action” will be taken after ascertaining the whole issue.
Of late, the separatist forces in J and K and North-East were found actively using social networking sites to spread their propaganda. With their membership increasing with each day, they also initiate online discussions and post their comments on issues like stone-pelting and others.
Antony will on Friday will start a two-day visit to North-East where he will visit important military stations in Assam, Nagaland, Arunachal Pradesh and Manipur.
He would also take stock of infrastructure development programmes in the forward areas.

Everything is not all about algebra, calculus, chemicals, or Albert Einstein’s relativity theory- E=MC2. It also invariably includes those so- called unprofitable or harmful social activities but which, in reality, also teach you on how to appreciate the values of human society, interactions, on the importance of being social and on how to peacefully co-exist with others, the world and everything in it. It brings to you and teaches you the values of what you are, from where you are and what you will always be. So, just learn to economise your time and you will or can have the best of education and the HSA will always be there to for you by deeds, by words, by help and by leading you all the way to serve God, the nation and humanity.

On the Occasion of its 53rd Freshers’ Social Meet –cum- 100 years of Modern Education among the Hmars celebration, 11th September 2010, Shillong, the Hmar Students’ Association, Joint Headquarters, Shillong would like to bring to the attention of the press that modern education among the Hmars have played crucial roles in all levels of their development- be it socio- cultural, socio- economic or socio- political.

That modern education which was introduced among the Hmars by the erstwhile British government opened the hitherto closed world of the Hmars to the outside world bringing in its wake all- round changes. The first written literature in Hmar dialect was the translation of St. Mark of the New Testament done by Rev. F.J. Sandy with the help of Thangkhup and Thanga (Rasi) only in the year 1917. Again, in 1919 a Hmar vernacular text book called Buhmasa (Primer) prepared by Rev. Edwin Rolands came into being, and by 1922 the Hmars had their own book of Hymns compiled and printed under the initiative of H. K. Dohnuna. R. Sankey’s Hymns were also translated into Hmar dialect and made in the form of a book in 1926. Dr. Peter Fraser, the medical-missionary of the Welsh Calvinistic Presbyterian Mission translated and printed the gospel of St. Mathew in the year 1929.

Among the many changes brought about by the introduction of modern education and its development during a hundred years, increase in literacy and employment opportunities affecting both income and occupation of the Hmars are noteworthy. This has led to better quality of life, standard of living and increased participation of the people in the development process. Furthermore, increased literacy, awareness, capacities, employment, income, etc as a result of modern education and its development among the Hmars also indirectly triggered two very important socio- political changes that have major ramification on the linguistic, identity, political and territorial consciousness of the people. One such instance is the translation of the Bible in Hmar and publications of the Independent Church Hymn book called Independent Hlabu in 1921 and 1923 respectively, publications of Buhmasa (Primer), a newspaper called Hmasawnnathar (New development) 1941, Sierkawpbu (Mathematic textbook), Thuthlungthar (New Testament Bible) 1946, a monthly magazine called Sikhawvar (Morning Star) and Inchuklainun (Students’ life), a monthly magazine for Hmar students in 1952 inspite of stiff opposition from Lushai speaking leaders. Further, the founding of the Hmar Students’ Association in 1939 at Imphal, Manipur to cater and promote the tribe’s culture, tradition and encourage education among the youths followed by the establishment of the Hmar Literature Society at Lungthulien village, Tipaimukh in 1945 to promote and develop the Hmar dialect and literature is also another outcome of this new development.

Another instance is the increased political and territorial consciousness among the Hmars when some educated Hmar. All these educated Hmars are concerned with protection of the Hmars’ identity and of integration of all the Hmars scattered all over North-East India.

Thus, the development of modern education among the Hmars of Tipaimukh not only brought about higher literacy rate, increased participation in the development process, economically better quality of life by providing more employment opportunities, higher aspirations, etc but also contributed in building up their capacities and creativities to have a new perspective and understanding of their culture and traditions, broader outlook, thoughts, perceptions and worldview on issues like linguistics, identity, polity and territory both within and without.
With respect to the above, the Hmar Students’ Association, Joint Headquarters, Shillong would like to declare on this day, the 11th September 2010 that:
 

Education is not only about going to school and getting good marks, but to also disseminate one’s knowledge to others;
 

Education is first and foremost, the most important tool for all levels of human development- be it social, economic, political or spiritual;
 

Modern education among the Hmars have been the centrifugal force behind the development of the Hmars and all along, the key to everything;
 

There should be a holistic understanding on what education means. It is not only going to school and getting good marks but also includes extra- curricular activities that taught an individual many important lessons not taught in schools;
 

There should be equal opportunities to education to both male and female and no discrimination should be made between them on grounds of gender;
 

Education should be to build up and serve fellow human beings, the society, the nation and the world rather than corrupt, destabilise or harm fellow human beings, the society, the nation or the world;
 

Education should be about building up one’s or peoples’ capacities, dignity and make unfreedoms freedoms as these are the nucleus for a sustainable future;
 

It is high time for educated Hmars to practice what have been preached and learnt during a span of a hundred years;
 

With these understanding of the above declaration, the Hmar Students’ Association, Joint Headquarters, Shillong, knowing full well the importance and cruciality of a good education in building up a peaceful, understanding, cohesive and God- fearing society, will persevere further with new vigour in spread and development of education among the Hmars in particular and to humanity and the world in general through and by its motto “by deeds, by words, by assistance and by leading- Serve The Nation”.

Lok Sabha passes Bill for huge hike in MPs' salaries

NEW DELHI (PTI): The much talked about bill to hike salaries of MPs by over three times from Rs 16,000 to Rs 50,000 and doubling two of their key allowances to Rs 40,000 each was passed in Lok Sabha today.

During the debate on the Salary, Allowance and Pension of Members of Parliament (Amendment) Bill, 2010, a strong demand was made for setting up an independent body to decide on their future pay.

As many as 10 members participated in the discussion on the bill and the demand for such a body was voiced by senior BJP leader L K Advani, who was supported by other members.

Replying to the debate, Parliamentary Affairs Minister Pawan Kumar Bansal said, "There is a need for setting up a mechanism for revision of members' salary and pension.

On the demand for enhancing pension to Rs 25,000, Bansal said, "Pension is not static, rather it is dynamic and increases proportionately to tenure of a member."

Citing an example, he said the pension of Sharad Yadav (JD-U) would be more than his salary as an MP.

Earlier, Advani wondered why there was a four-year delay in setting up the special mechanism for deciding MPs' pay when the Cabinet had approved it in 2006.

"It (special mechanism) should be set up soon and the mechanism should be transparent. It is not a complicated issue and the government should announce setting up of the independent pay panel for MPs before this session ends on Tuesday," he said, asking the government to not further delay it.

The senior BJP leader said time and again MPs had been campaigning for a hike in their salaries. He said the open demand for better pay was "not ideal."

Moving the bill, Bansal admitted that "delay" in setting up the special panel, which would be done very soon after consultation with all sections of the House on modalities and arriving at an universal acceptance on the issue.

Dome said it was "derogatory" and "not dignified" for the members to increase their own salaries, adding that it sent a wrong message to the people.

He also called for deferring the bill till the independent body to fix salaries of MPs was set up.

Sanjay Nirupam (Cong) said there was no difference among MPs on the need for a hike in their salaries, but the differences existed over how it need to be done.

Supporting the idea of having an independent pay panel, Nirupam suggested that the MPs should agree to the principle of 'no work, no pay' and that when House proceedings stood disrupted for the day, the members should not accept the daily allowance.

He also suggested fixing of a 50 per cent compulsory attendance for MPs before they became eligible for receiving their monthly salaries.

Shailendra Kumar (SP) sought a Secretariat for every member to take care of their office activities.

Dhananjay Singh (BSP) referred to the US Congress and said every Congressman had an office with secretarial staff. The same model should be adopted for Indian Parliament too, he said.

Sharad Yadav (JD-U) said the plight of former MPs was pitiable and sought more pension for them.

Pinaki Mishra (BJD) said the people were upset with the MPs mainly due to frequent disruption of the House and for absenteeism.

"We have to self govern and if we don't, it will be an act of betrayal," he said, noting that it should be the last pay hike that MPs gifted themselves.

Raghuvansh Prasad Singh ( RJD) asked the government to consider the 11th and 12th Lok Sabha that had not completed the five-year term as "full terms" and extend the pension to MPs, who were not re-elected to the present House.

He did not agree with Nirupam's suggestion of 'no work, no pay', saying the day the House stood disrupted, he felt that he had done additional work that day, as "extra constitutional" means were required to raise people's issues.

Singh also took a dig at Left parties, who had walked out, saying it would be adopting "double standards" if they oppose the salary hike, but return to receive it later.

The government's decision last week to defer salary hike recommended by the Joint Committee had invited protests from a section of MPs led by Lalu Prasad (RJD) and Mulayam Singh Yadav (SP), who had dubbed it as an "insult" to members and held a mock Parliament.

Following the protests, Government bought peace by raising the Constituency and Office allowance by Rs 5,000 each.

The provisions for raising salary, daily allowance and minimum and additional pension would involve a recurring annual expenditure of Rs 103.76 crore.

One-time expenditure of Rs 118 crore would be incurred on account of arrears of salary and pensions from May 18 last year to July this year.

Besides, doubling of the constituency and office expense allowances would involve an annual recurring expenditure of Rs 38.50 crore.

The rail facility of spouse of a member to travel any number of times in first class air-conditioned coach or executive class in any train from the residence of a member to Delhi and back.

The spouse can also travel by air whenever Parliament is in session subject to a maximum of eight trips in a year.

The repayable advance for purchase of a vehicle was also increased from Rs one lakh to Rs four lakh with interest on the loan as applicable to government servants.
