Mizoram Signs Landmark MoU with BHASHINI for Multilingual Digital Governance

New Delhi, June 18, 2025: In a significant push for inclusive digital transformation, the Government of Mizoram has signed a Memorandum of Understanding (MoU) with the Digital India BHASHINI Division (DIBD), Ministry of Electronics and Information Technology (MeitY), to promote multilingual governance and empower tribal communities through native language technology.

The MoU was signed at the MeitY Office, CGO Complex, New Delhi, in the presence of key officials including Shri Khilli Ram Meena, IAS, Chief Secretary of Mizoram; Shri Abhishek Singh, IAS, Additional Secretary, MeitY; Shri Amit Sharma, IAS, Secretary, ICT and Cooperation, Government of Mizoram; and Shri Amitabh Nag, CEO of Digital India BHASHINI Division.

This strategic partnership marks a major step forward in Mizoram’s commitment to preserving its linguistic heritage while enhancing digital access and participation for all citizens, particularly in tribal and rural communities.

Chief Secretary Shri Khilli Ram Meena stated, “This partnership with BHASHINI will make digital governance truly accessible to every Mizo citizen. By preserving our language while embracing technology, we are building a more inclusive digital future for Mizoram.”

Highlighting the broader national vision, Shri Abhishek Singh, IAS, said, “With this MoU, BHASHINI is proud to support Mizoram in enabling multilingual governance and fostering innovation rooted in the state's linguistic diversity.”

Shri Amit Sharma, IAS, added that BHASHINI’s language solutions will ensure tribal communities can access services in their native languages, creating a more culturally sensitive governance framework.

Shri Amitabh Nag emphasized that this initiative goes beyond technology deployment. “It’s about co-creating governance that speaks the language of its people,” he noted.

Key Objectives of the MoU:

Enhanced Citizen Services: Government services, schemes, and information will be made available in Mizo and other local languages.

Inclusive Governance: Breaking language barriers to foster trust, transparency, and civic engagement.

Digital Empowerment: Ensuring no citizen is excluded due to language limitations.

Mizo Language AI Development: Collaborative effort to build datasets and enhance AI translation tools in Mizo.

To facilitate the rollout of this initiative, a BHASHINI Rajyam Workshop will soon be held in Aizawl to train officials and implement multilingual solutions across departments.
