Aizawl, June 6, 2025: Chief Minister Pu Lalduhoma chaired a high-level meeting on the State’s participation in the Scheme for Special Assistance to States for Capital Investment (SASCI) at the Planning Department Conference Hall today. The meeting also witnessed the formal constitution of the SASCI Monitoring Committee under the chairmanship of the Chief Secretary.
Highlighting the importance of the scheme, CM Lalduhoma stated that SASCI offers a vital opportunity for the state to accelerate its development efforts. He emphasized the need for all departments to actively engage and bring forward viable proposals to secure funding under the scheme, particularly under Part 3, which allocates thousands of crores for states and UTs under Centrally Sponsored Schemes (CSS) on a first-come-first-served basis.
“The most significant challenge faced by smaller states like ours has often been the lack of state share for centrally sponsored infrastructure projects. SASCI gives us a chance to overcome that hurdle,” said the Chief Minister. He added that departments have been submitting regular reports on their progress, which is encouraging.
Planning Secretary Pu Lalmalsawma Pachuau provided a detailed update on the various parts of SASCI. He focused on upcoming reform-linked incentive categories such as Part 5 - Mining Sector Reforms, Part 6 - Vehicle Scrapping and Road Safety Enforcement, Part 7 & 8 - Land Reforms in rural and urban areas, Part 9 - Financial Management Efficiency, and Part 10 - Urban Planning Reforms for 2025-26. He urged departments to pursue these reforms to secure maximum incentives for the state.
The meeting also officially constituted the SASCI Monitoring Committee led by the Chief Secretary to oversee implementation and coordination across departments.

The session was attended by Ministers, the Chief Secretary, Commissioners, Department Secretaries implementing SASCI, officials from the Planning Department, and other key stakeholders.
