Pherzawl, July 30, 2025: A collective of Hmar civil society leaders from Pherzawl, Hmaram, Vangai, and Hmarbiel regions have submitted a joint memorandum to the Governor of Manipur, urging immediate action to operationalize the Deputy Commissioner’s office at Pherzawl/Parbung and to close the Camp Office currently functioning from Churachandpur.
Citing the long-standing issue of limited services provided by the DC due to travel constraints caused by ongoing ethnic tensions, the leaders expressed concern over the inability of the current Deputy Commissioner to operate efficiently from Imphal.
The leaders expressed concern over the current Deputy Commissioner's inability to travel to Imphal, for important meetings which hinders efficient functioning and administration.
They argued that the people of Pherzawl district are deprived of essential administrative functions, and the official DC office infrastructure at Pherzawl remains underutilized.
In the memorandum, the joint bodies made three key demands:
1. An urgent order for the Deputy Commissioner to operate from the district headquarters (DHQ) at Pherzawl/Parbung.
2. Appointment of a new DC from mainland India who can travel freely to Imphal.
3. Appointment of an additional Deputy Commissioner for better administrative coverage.
The signatories highlighted that since the district’s creation in 2016, Pherzawl has not seen a DC present during key occasions such as Republic Day or Independence Day. They called on the Governor to take urgent action in public interest to ensure effective governance and developmental progress in the remote hill district.
The appeal was signed by presidents of various Hmar organizations under the banner of their respective joint headquarters.
