Imphal, June 7, 2025: In response to the escalating law and order situation, the Government of Manipur has ordered the suspension of internet and mobile data services, including VSAT and VPN services, in five key districts - Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur. The order, issued late on June 7, will remain in effect for five days starting from 11:45 PM.

According to the Home Department's directive (No.H-3607/4/2022-HD-HD(Pt)), the suspension aims to curb the spread of inflammatory content, false rumors, and hate speech that could provoke unrest and communal tension. Authorities expressed concern that anti-social elements may misuse social media platforms such as WhatsApp, Facebook, Instagram, and Twitter to incite violence or mobilize agitators.
“In view of the prevailing law and order situation in Manipur, especially in the affected districts, there is apprehension that some anti-social elements might use social media extensively for transmission of images, hate speech, and hate videos inciting the passions of the public, which might have serious repercussions,” the order states.
The government emphasized the need to prevent potential loss of life or damage to public and private property, stressing that misinformation through mobile networks and SMS could further inflame tensions. The suspension has been enforced under Rule 2 of the Temporary Suspension of Telecom Services (Public Emergency or Public Safety) Rules, 2017.
The order, issued by N. Ashok Kumar, Commissioner-cum-Secretary (Home), directs all telecom service providers and internet service providers in the affected areas to comply immediately. The measure is to be implemented ex-parte due to the emergency nature of the situation and will be communicated through both press and electronic media.

Violations of this suspension order will invite legal consequences, the government has warned.
This move comes amid rising public unrest following recent incidents involving violent clashes and widespread protests in Imphal, sparking concerns over the use of digital communication tools to escalate the situation.
