Moreh, June 7, 2025: In a significant demonstration of civil dissent, a coalition of Civil Society Organizations (CSOs) in Moreh organised a peaceful mass rally on June 7, 2025, protesting the alleged arbitrary arrest of Mr. Kamginthang Gangte, a cadre under the Suspension of Operations (SoO) agreement.
During the rally, a delegation of joint civil society organisations (CSOs) from the Moreh Block submitted a memorandum to the Hon’ble Governor of Manipur, Shri Ajay Kumar Bhalla, through Tengnoupal MLA Pu Letpao Haokip. The memorandum expressed deep concern over the alleged arbitrary arrests of Kuki-Zo CSO leaders and SoO cadres by central agencies.
The memorandum highlighted the recent arrest of Mr. Kamginthang Gangte, reportedly carried out without following due legal procedures - an action the CSOs claim has triggered renewed tensions in the already fragile region.
The CSOs condemned what they described as a “system of criminal charges filed on mere suspicion without concrete evidence,” particularly by the National Investigation Agency (NIA). They alleged a pattern of persecution targeting one community, stating that such actions have eroded the community’s trust in central forces. The signatories urged the authorities to uphold the principles of justice, equality, and neutrality.
The joint CSOs made two key demands:
1. An end to the alleged targeting of Kuki-Zo CSO leaders and SoO cadres for exercising their right to freedom of speech and expression.
2. The immediate transfer of Lt. Col. Nitin Sharma of the 5 Assam Rifles from Moreh, citing his “biased and personal gain attitude,” which they claim is contributing to unrest and fear in the area.
They cautioned that continued injustice and unequal treatment may compel the community to take necessary steps in response.

Copies of the memorandum were also forwarded to the Deputy Commissioner and Superintendent of Police, Tengnoupal district.
