Guwahati, June 5, 2025, Virthli: The Hmar People's Convention (Democratic) HPC(D) Assam Region and the Government of Assam have formally signed an extension of the Suspension of Operations (SoO) agreement for another six months, from May 1, 2025, to October 31, 2025. The agreement was officially signed at 1:00 PM today at the Special Branch Headquarters of Assam Police in Kahilipara, Guwahati.
The meeting was chaired by Ms. Pubali Gohain, ACS, Secretary, Home & Political Department, Government of Assam. Other key officials present included senior police personnel led by IGP Diganta Bora, IPS.
Prior to this extension, the HPC(D) leadership had consistently engaged in SoO with the government over several years. They reiterated their expectation that this extension would lead to the eventual signing of a Memorandum of Settlement (MoS). The group informed that key political consultations have already taken place with both the Central and State governments, and they are optimistic that a final agreement is nearing conclusion. They also stated that a draft MoS has already been prepared with inputs from all sides, and they are hopeful the formal signing will take place before the upcoming Assam Assembly elections.
Ms. Pubali Gohain, on behalf of the Government of Assam, assured the delegation that the government is committed to finalizing the MoS. She emphasized that the genuine political aspirations of the Hmar people will be addressed meaningfully within the framework of the Assam government’s policies. She expressed confidence that the MoS could be signed soon and highlighted Chief Minister Himanta Biswa Sarma’s active role in steering the peace process.
Representing HPC(D) Assam Region in the meeting were Chairman David L. Hmar (Roger Zote), Secretary Remsang Zote, and Spokesperson Joseph R. Hmar.
HPC(D) Assam Region has been demanding the creation of a Hmar Autonomous Council under the State Act for Hmar-inhabited areas in Assam. They have also sought Scheduled Tribe (ST) status for the Hmar people throughout Assam and recognition under the Sixth Schedule for Hmar-majority border areas.
The continuation of the SoO is seen as a significant step toward lasting peace and political recognition for the Hmar community in Assam.
