Guwahati, May 23, 2025, Virthli (ONP): In a landmark move to regulate and expand ethical fertility services, the Assam government has, for the first time, issued Certificates of Registration to five medical institutions under the Surrogacy (Regulation) Act and the Assisted Reproductive Technology (ART) Act, 2021. The certificates, granted by the state’s Health & Family Welfare Department, mark a significant step towards providing structured, compassionate, and lawful reproductive healthcare in the state.
At a formal ceremony on Friday, Assam Health Minister Ashok Singhal handed over the certifications to five prominent medical institutions:
* GMCH Fertility & IVF Center, Guwahati
* Apollo Fertility, Guwahati
* Down Town Hospital Ltd., Guwahati
* Institute of Human Reproduction, Guwahati
* Swasti Hospital, Rangia, Kamrup
“This is a step towards bringing the process of surrogacy under government regulation,” said Singhal during the event. “With this certification process, we are ensuring that couples seeking help for fertility issues get care from trusted and properly regulated centers.”
The certification aligns Assam with national legislation designed to curb unethical practices and ensure transparency in assisted reproductive services. Officials noted that the move will ensure services are carried out under stringent medical and legal oversight, protecting both surrogate mothers and intending parents.

Taking to social media, the minister expressed hope that this initiative will bring joy to countless families. “May the science of surrogacy bless every childless couple in Assam with the joy of parenthood,” he posted on X (formerly Twitter).
The initiative has been hailed by medical professionals and childless couples alike, as it opens new doors to parenthood under a legally protected and emotionally sensitive framework.
