Mizoram govt not to hold talks with HPC(D)

Aizawl, Apil 19, 2015: Mizoran Home Minister R Lalzirliana today said the state government does not have any intention to hold talks with the Manipur-based Hmar People's Convention (Democrats) as the outfit could not be trusted.

"The government does not have any intention to have parleys with the outfit, rather we would reply them in the language they understand," he said.

The March 28 ambush on a team of 'Assembly Committee on Government Assurances' by the HPC(D) cadres took place barely two weeks after feelers were sent to H Zosangbera, the outfit's chairman, on holding talks, Lalzirliana said.

The attack occurred in Zokhawthiang hamlet near Mizoram-Manipur-Assam border and left three policemen dead.

The home minister said personnel of the elite force of the state armed police are launching a major operation to arrest those involved with the ambush.

Three HPC(D) militants including Lalropuia Famhoite, self-styled army chief of the outfit, were arrested two days ago from Ramnagar of Silchar area in Assam's Cachar district.

One of the other two arrested persons was Norbar Sanate, Finance Secretary of the HPC(D).

Lalzirliana earlier said he would introduce the Mizoram Disturbed Areas Bill, 2015 in the next session of the state legislature likely to be held in July.

He said the proposed law would authorise the state government to declare any militant-infested area within the state as 'disturbed area' if the situation warranted.

He, however, clarified that declaration of 'disturbed area' would not necessarily mean imposition of the Armed Forces (Special Powers) Act.

Mizoram police arrest ‘army commander’ of militant group responsible for MLA convoy ambush

Aizawl, April 16,2015: The Mizoram Police on Thursday arrested self-styled army commander Lalropuia Famhoite, 47, of the militant group Hmar People’s Convention Democratic and two others in south Assam’s Silchar town.

The Zosangbera faction of the HPCD, of which Famhoite is a senior leader, has claimed responsibility for the ambush of an MLAs’ convoy that killed three policemen late last month and injured six others, including two civilians.
A police spokesperson said the trio, which also included self-styled HPCD finance secretary Norbar Sanate and a self-styled private, were nabbed by police at Ramnagar, Silchar, at 11.05 am Thursday.

The spokesperson added there are currently two warrants of arrest against Famhoite.

The state government is moving towards declaring the HPCD an “unlawful” Organisation and some areas of Mizoram’s border with Manipur, where the militant group is active, a disturbed area.

Threats by the militant group have also resulted in local politicians being too scared to contest rural body elections in at least 26 villages that fall within a region the HPCD wants to be part of a tribal autonomous council for the Hmar tribe, considered a part of the Mizo community. Polls to village councils are scheduled for the last day of April in six of Mizoram’s eight districts.

No nomination paper filed in 24 villages in Aizawl district

Aizawl,April 14,015: No nomination paper was filed in 24 villages in Aizawl district and two villages in Kolasib district for the coming elections to the 536 village councils on April 30, due to intimidation allegedly by the Manipur-based Hmar People's Convention (Democrats).

State Election Commission Secretary H Darzika said that village council elections would not be held in such villages where no nominations were received till on Monday, the last day for filing documents.

The state government could extend the term of these village councils or place them under the rule of the Local Administration department, Darzika added.

The HPC (D) militants asked all the political parties in the north eastern part of the state not to field any candidates for the coming election to the Village Councils.

Darzika said that election to the 83 local councils within the jurisdiction of the Aizawl Municipal Council would also be held simultaneously with the village council polls.

Political parties agree on declaring HPC(D) as unlawful

Aizawl  April 13, 2015: A meeting of all political parties of Mizoram convened by state home minister R Lalzirliana today unanimously agreed that the state government took steps to expedite declaration of the Hmar People's Convention (Democrats) as an unlawful organisation.

An official statement said representatives of all major political parties in the state attended the meeting, which condemned the ambush of the Assembly Committee on Government Assurances team by HPC(D) cadres on March 28 last killing three policemen.

The meeting also discussed on the steps government had taken after the killing of the three policemen.

The state government had mulled outlawing the HPC(D) and declare the north eastern parts of the state adjoining Manipur, where the Hmar militants usually operated from across the state borders, as disturbed area.

Officials of the state home department said a bill to this regard was being drafted and the state governor might issue an ordinance as the state legislature was not in session. (Press Trust of India)

Sir,

The Hmars are an indigenous tribal people I Northeast India. The Hmars are dispersed and settle in states of Mizoram, Manipur, Assam, Meghalaya and Tripura. The Hmar tribe being enlisted in the Tribal list per Ministry of Home Affairs Order No. 316(A), 1956, thus had been officially recognized as a Tribal group by the Indian Constitution, since.

In Mizoram, the failure to implement the provisions of the 1994 Accord, which, inter alia, providesfor Upgradation of the status of the present Sinlung Hills Development Council (SHDC) to that of the Autonomous District Council within the framework of the Sixth Scheduleof the Indian Constitution. It is the sincere desire of the Hmar People’s Convention (Democratic) {HPC(D)} that Hmar People, Central Government of India and Government of Mizoram held a Tripartite – Talk to settle the protracted political problems of the Hmars in Mizoram (as in Assam) as two Suspension of Operation (SoO) and dialogue failed to bring anythingsubstantive agreements.

The Government of Mizoram and the HPC(D) signed the Supension of Operation (SoO) on November 11, 2010 for a period of six months, Again, another Suspension of Operation (SoO) between the Government of Mizoram and the HPC(D) was signed by representatives of the Mizoram government and the HPC(D) at the State Guest House, Aizawl (Mizoram) for a period of 6 months effective fromJanuary 31, 2013. At both times talks and Suspension of Operation (SoO) collapsed.

In Assam, the Tripartite – Talks to settle the Hmar issue in Assam is painstakingly slow. The new Union Government and the Home Ministry must immediately continue the talk and bring it to its logical conclusion for the development and security of the entire stakeholders, bycreating an Autonomous District Council for the Hmars within the State of Assam,comprising of satellite and core Hmar villages of Barak Valley (Cachar) and North Cachar Hills under the provision of Articles 224 (2) and 275(1) of the Constitution of India.

In the pursuit of security peace and development, the HPC(D) – Assam Region, has initiated a political dialogue involving the Government of India and the Government of Assam after laying down arms by their cadres which was hosted by theGovernment of Assam in the presence of the Union Home Ministerin Guwahati on 24thJanuary, 2012. The first round of talks of the HPC(D) delegates – Government of Assam – The Central Government was held on27thSeptember, 2012. Five (5) rounds of talk had taken place since.

In the context of Manipur, the HPC(D)political concern is collectively shared with the United People’s Front (UPF), currently under Suspension of Operation (SoO) since 22ndAugust 2008 with the Government of India and the Government of Manipur. Mizoram warns HPC-D against deterring polls

Aizawl: Mizoram Home Minister R Lalzirliana today issued a strongly-worded message to the Hmar People's Convention-Democratic in the wake of the outfit's threat that has forced the State Election Commission to extend the period of nominations till October 9.

Following "telephonic threats" from suspected HPC-D leaders, none filed nominations till 1500 hrs today, which was the last date for filing of papers for the elections to the 15 village councils under Aizawl and Kolasib districts rescheduled for October 18. This compelled the State Election Commission to extend the last date of filing papers till October 9, while the polling date remained unchanged.

The SEC had postponed the elections earlier scheduled for February 23 along with the rest of the state after the HPC-D served a diktat to the voters to vote only those candidates supported by the militant outfit. All the 15 villages fall under what is demanded by the HPC-D for Hmar autonomous district council. The Mizoram government conducted a flag march in the HPC-D area and also arrested the HPC-D chairman H Zosangbera and the outfit's "army chief" Lalropuia and "deputy army chief" Lalbiaknunga, which was believed to have disabled the small outfit.

The SEC rescheduled the elections for October 18. Appealing the HPC-D not to disturb the democratic process, the Home Minister in official statement today warned that the consequence could be declaration of the entire area as disturbed area in which the people would greatly suffer. (UNI)
