Imphal, Sept. 18: The Government of Manipur has introduced a standardised procedure for the sale, purchase, and registration of land across the state, effective immediately. The notification, issued by the Land Resources Department, aims to streamline transactions, ensure transparency, and uphold existing regulations.
According to the notification, the process will involve:
• Application Submission: Buyers must approach the concerned Deputy Commissioner and submit documents including PAN and Aadhaar cards of both parties, passport photos, income certificate, Permanent Resident Certificate, and relevant land documents. Police verification of income has been done away with.
• Verification: The Deputy Commissioner will scrutinise the documents, verify details, and forward applications to the Administrative Secretary (Land Resources).
• Compilation and Review: Applications from districts will be compiled by the Land Resources Department and vetted by an internal committee before being placed before a Committee of Officers for final confirmation.
Conditions for Registration
• For properties with kutcha houses, transaction values must be at least 150% of the Minimum Guidance Value (MGV).
• For properties with RCC buildings, the value must be at least 200% of MGV, while multi-storey RCC structures (four or more floors) require at least 300% of MGV.
• High-value transactions above ₹2 lakh must be completed via account transfers or cheque payments, with details incorporated in the sale deed.
Exemptions and Restrictions
• Government land acquisition and intra-family transfers are exempt from certain conditions.
• Registrations must comply with the Bengal Eastern Frontier Regulations, 1873 (BEFR), prohibiting contravention of its provisions.
• No land can be transferred from an indigenous to a non-indigenous person. However, permanent residents of Manipur, as defined under the 2022 Gazette Notification, are exempted from this restriction.

The move is expected to bring clarity and curb malpractices in land transactions, ensuring fairness in valuation and compliance with legal safeguards.
