Sadar Hills Chiefs’ Association Bans Govt Activities in Kuki-Zo Areas Amid Conflict

Kangpokpi, July 2, 2025: The Sadar Hills Chiefs’ Association (SAHILCA) has issued a strong statement opposing all government activities in Kuki-Zo inhabited areas of Kangpokpi district, Manipur, in light of the ongoing ethnic conflict in the state.

In a press release dated July 2, 2025, SAHILCA announced a complete ban on all activities and programmes initiated by the Forest Department or any other wing of the Government of Manipur within Kangpokpi district. The association directed the Forest Department to immediately halt all operations in the region, stating that such interventions are not welcome under the current volatile circumstances.

Further, SAHILCA rejected any government-led activities or programmes being pursued in Kuki-Zo dominated areas of the district until peace and normalcy are restored. The statement made clear that these measures are in response to what the association called the "present violent conflict" across the state, which has led to widespread mistrust and insecurity among local communities.

The association also directed the Deputy Commissioner (DC) and Sub-Divisional Officers (SDOs) of Kangpokpi not to carry out "Go to Hills" and "Go to Villages" programmes in Kuki-Zo areas until the conflict is amicably resolved. These outreach programmes, typically intended to bring governance closer to remote areas, have now been put on hold in the region under SAHILCA’s directive.

The press release, issued by SAHILCA's Information & Publicity Wing, underscores the growing tension between local tribal bodies and the state government amidst the continuing unrest in Manipur.
