Imphal, June 30, 2025: In two separate operations, Manipur Police have arrested active cadres of two proscribed outfits - Kangleipak Communist Party (People’s War Group) [KCP (PWG)] and United National Liberation Front (Progressive) [UNLF (P)] - from different parts of the state.
KCP (PWG) Cadre Nabbed in Thoubal
On June 29, an active member of KCP (PWG), identified as Mutum Dinesh Singh (38) of Yairipok Nungbrang Makha Leikai, Imphal East, was arrested near a primary school at Leirongthel Pitra under Nongpok Sekmai Police Station in Thoubal district.
According to the police, Dinesh was involved in extortion from the public, kidnapping, and recruitment of new cadres for the banned outfit. The following items were recovered from his possession:
• Two mobile phones with SIM cards
• Three ATM cards
• Identification documents including PAN, Aadhaar, and driving license
• Cash amounting to ₹450
UNLF (P) Cadre Held in Imphal East
In a separate operation on June 30, police arrested Khangembam Bishal Singh (19) alias Pakpa alias Lainingthou of Phougakchao Ikhai Bazar, Torbung (Bishnupur district), an active cadre of UNLF (P), from Khurai Kongpal Thoubandong under Porompat Police Station in Imphal East.
The youth was allegedly involved in kangaroo court-style settlements of land disputes, crimes against women, and loan recovery cases in valley areas—an illegal practice conducted outside the judicial framework.
Items seized from him included:
• One unregistered white Mahindra Bolero
• Three mobile handsets
• ₹1,030 in cash

Manipur Police stated that these arrests are part of ongoing intensified efforts to root out insurgent and criminal networks operating in the state. Both individuals are being held for further investigation.
