Aizawl, July 7, 2025, Virthli: In a significant administrative move, the Governor of Mizoram has assumed all functions and powers of the Chakma Autonomous District Council (CADC) for a period of six months or until further notice. This decision comes in the wake of persistent political instability following the removal of Shri Molin Kumar Chakma from the post of Chief Executive Member (CEM) through a No Confidence Motion during a special sitting of the 11th CADC on June 16, 2025.
Following his removal, Shri Lakkhan Chakma staked a claim to become the third CEM of the 11th CADC. However, the Governor, citing the adverse impact of political uncertainty on the administration of tribal areas, concluded that the Council could not be run effectively under the current circumstances.
Acting on the opinion of the Council of Ministers and as per powers granted under Para 16(2) read with Para 20BB of the Sixth Schedule to the Constitution of India, the Governor has taken over the administrative functions of the CADC. The day-to-day functions will be exercised through the Deputy Commissioner of Lawngtlai District on the Governor's behalf.
This administrative takeover, as stated in the official notification, is intended to restore stability and ensure effective governance in the tribal areas covered under the Sixth Schedule. The Governor's action underscores the constitutional provisions aimed at preserving administrative efficiency and safeguarding the welfare of tribal communities.
