Dibrugarh, July 25, 2025: In a significant push for decentralised governance and administrative efficiency in Upper Assam, Chief Minister Dr Himanta Biswa Sarma today laid the foundation stone for a modern Ministers’ Office Complex in Dibrugarh.
The ₹65-crore project aims to enhance administrative presence in the region and reduce dependency on Guwahati for key governmental functions. Speaking at the event, the Chief Minister said the complex will serve as a "second seat of governance," bringing the government closer to the people of Upper Assam.
Key features of the upcoming complex include:
• A 350-seat state-of-the-art Convention Centre
• A 120-seat Conference Hall
• Office blocks for Ministers, Chief Secretary & Additional Chief Secretary
• 20 Ministerial Office Rooms
• 10 Accommodation Rooms
• An 86-car parking facility

The project reflects the Assam Government’s broader commitment to balanced regional development and administrative accessibility. Once completed, the complex is expected to host cabinet meetings, conferences, and public outreach initiatives in Upper Assam.
