Mizoram Government Moves to Corporatize Power & Electricity Department

Aizawl, June 13, 2025: In a significant reform initiative, the Government of Mizoram has begun steps to corporatize the State Power & Electricity (P&E) Department to enhance efficiency and service delivery. A high-level meeting chaired by Power Minister Pu F. Rodingliana was held on June 12, 2025, at his office chamber to deliberate on the transition plan.

Minister Rodingliana emphasized that corporatization is a key government priority, aimed at improving administration, ensuring accountability, and delivering better services to the public. He called upon departmental officers to actively support and implement the reforms.

The meeting reviewed the Ministry of Power’s guidelines on corporatization and discussed a roadmap for unbundling the department into three core sectors: Generation, Transmission, and Distribution. Each sector will function as a Strategic Business Unit (SBU), independently managing its assets, finances, and operations.

This unbundling aligns with the Electricity Act, 2003, and is expected to encourage professionalism, greater autonomy, and more efficient management. The plan also includes restructuring, as well as possible implementation of outsourcing and franchising models where feasible.

The corporatization effort is also aimed at reducing Aggregate Technical & Commercial (AT&C) losses, a long-standing challenge in power management.

Department engineers present at the meeting welcomed the government’s vision and expressed full support. The meeting was attended by the P&E Secretary, Engineer-in-Chief, and other senior officials.
