Aizawl, May 21, 2025, Virthli (ONP): The Mizo Zirlai Pawl (MZP), Mizoram's leading student organization, has issued a strong call to the state government for immediate and decisive action against the persistent problem of proxy teachers in government schools. During a press conference at the MZP Conference Hall, the organization unveiled alarming findings from a recent survey: 22 teachers across 14 government schools in six districts are still employing substitutes to perform their official duties.
This revelation comes despite the government's earlier pledges to eliminate proxy employment, highlighting a significant failure in enforcement and oversight. The MZP has given the government until June 13, 2025, to initiate disciplinary proceedings against all implicated individuals.
The MZP's comprehensive survey, which began in early 2024, pinpointed several institutions where proxy teaching is rampant. Among the most egregious examples, four teachers each were identified at Chamdurtlang Government Primary School and Damdep II Middle School, and three at Zohmun Village Upper Primary School for utilizing substitutes.
The issue of proxy employment has long plagued Mizoram's public services. The Zoram People's Movement (ZPM), which assumed power in December 2023, campaigned on a promise to eradicate such practices. Following the ZPM's ascent, departmental reports shockingly revealed 3,365 cases of proxy employment across various government departments, with the school education department alone accounting for a staggering 1,115 cases. Even more disturbing, the MZP noted that nine substitutes continued to work even after the deaths of the original, officially employed individuals.

The MZP underscored its firm stance: teachers, who receive salaries and training, are obligated to fulfill their responsibilities diligently and directly. The organization warned that if the government fails to adequately address this critical issue, the MZP will be compelled to intensify its advocacy and direct actions to ensure accountability and safeguard the integrity of Mizoram's education system.
