Mizoram Cabinet Approves Key Policies and Reforms in Council of Ministers Meeting

Aizawl, May 13, 2025, Virthli (ONP): The Council of Ministers of Mizoram, under the leadership of Chief Minister Pu Lalduhoma, convened today at the Cabinet Meeting Room to deliberate on a range of significant legislative and policy matters. The meeting resulted in the approval of several major proposals aimed at strengthening the state’s governance, infrastructure, education, and economic environment.

Mizoram Cabinet Approves Key Policies and Reforms in Council of Ministers Meeting

Key Decisions:

1. Forest (Conservation) Amendment Act, 2023 Adopted

The Cabinet approved the adoption of the Forest (Conservation) Amendment Act, 2023, aligning the state’s environmental policy with the central legislation under the Environment, Forests & Climate Change Department.

2. Mizoram Industrial Policy 2025 Approved

The new Industrial Policy, formulated by the Commerce & Industries Department, replaces previous versions from 1989, 2000, and 2012. It is designed to reflect the current economic context and attract greater investment.

3. Review of Appointment Rules in Education Department

Due to constitutional inconsistencies in the Mizoram School Education Rules, 2023, the Council constituted a Study Team to review and recommend necessary amendments.

4. Fire & Emergency Services Posts Upgraded

Two Station Officer posts were upgraded to one Assistant Chief Fire Officer and one Divisional Fire Officer, enhancing operational capacity in emergency services.

5. Amendment to Mizoram Water Supplies Rules Passed

The Public Health Engineering Department's proposed amendments to the 2023 water control rules were approved.

6. Strengthening Mizoram Engineering College, Lunglei

The Cabinet approved the creation of 63 new posts to operationalize Mizoram Engineering College, which was inaugurated in 2019 but has remained non-functional due to infrastructural deficits. ₹4.9 crore has also been sanctioned for access roads, water, and electricity.

7. Civil Services Exam Reform Passed

The draft Mizoram Civil Services (Combined Competitive Examination) Rules, 2025 were approved, including the removal of the optional paper to streamline the exam format.

8. Amendment to Provisional Employee Saving Scheme Approved

Changes to the 2024 Saving Scheme, reflecting feedback from various provisional employee associations, were passed.

9. Amendment to Cooperative Societies Rules

The 2012 Mizoram Cooperative Societies Rules were amended to enhance cooperative governance and compliance.

10. Approval of Planning, Economic & Statistical Service Rules, 2025

New rules under the DP&AR were approved to modernize service structures and enhance efficiency in state planning and statistics.

11-12. Reforms in School Grant-in-Aid Policies

The Cabinet passed two key proposals under the School Education Department:

Relaxation of Provisional Adhoc Grant-in-Aid rules to allow inclusion of more schools.

Flexibility in Lumpsum Grant-in-Aid provisions for upgrading various school categories.

13. Continuation of Aizawl Smart City Limited

Operations of Aizawl Smart City Limited have been extended for another year under the UD&PA Department to continue urban development initiatives.

14. Rural Water & Sanitation Policy Approved

The Draft Mizoram Rural Water Supply and Sanitation O&M Policy, 2025 was passed to improve rural water systems and long-term sustainability.
