Assam Cabinet Approves Key Reforms and Welfare Measures in May 10 Meeting

Guwahati, May 10, 2025, Virthli ONP): The Assam Cabinet, led by Chief Minister Himanta Biswa Sarma, approved a slew of major reforms and welfare measures during its meeting held on May 10, 2025. From commemorative gestures and employee benefits to economic incentives and youth welfare schemes, the decisions span several sectors, reflecting the government's continued focus on growth and empowerment.

Renaming of Dibrugarh Airport

In a move to honour the legacy of Bharat Ratna Dr. Bhupen Hazarika, the Cabinet approved the renaming of Dibrugarh Airport after the legendary cultural icon. A special one-day Assembly session will be convened to pass a resolution for this purpose and forward it to the Union Government.

Financial Support for Tea Garden Workers

Under the “Assam Tea Garden Workers’ Financial Assistance Scheme 2025,” the Cabinet announced a one-time financial assistance of ₹5,000 to approximately 7 lakh tea garden workers. This decision commemorates the 200th year of Assam tea and fulfills a commitment made in the state budget.

Extension of Apun Ghar and Apun Bahan Benefits

The Cabinet approved the extension of the Apun Ghar housing loan scheme to regular and contractual employees of State PSUs and Government Organizations, with service up to 60 years. Similarly, the Apun Bahan vehicle loan scheme has been extended for 2025–26, expanding its coverage to a broader base of government employees.

House Rent Allowance for Muster Roll Workers

In a significant labour welfare decision, the Cabinet approved 50% Admissible House Rent Allowance (HRA) for 13,822 Muster Roll, Casual, and Fixed Pay workers across the state.

Reforms to Boost Ease of Doing Business

To streamline cooperative development, the Cabinet reduced the registration fee under the Assam Cooperative Societies Act (2007) from 1% to 0.5% of the proposed authorised share capital. This measure will benefit both new and existing societies seeking to amend their capital structure.

Launch of Jibon Prerana Scheme

Aimed at empowering the youth, the Chief Minister’s Jibon Prerana Scheme will be rolled out from October 2025. Eligible graduates and research scholars who are permanent residents of Assam will receive a monthly stipend of ₹2,500 for a year. Additionally, Divyangjan (disabled) scholars and those engaged in public research institutions will receive one-time assistance.

Boost to Electronics Manufacturing

To position Assam as a competitive player in electronics, the Cabinet approved the Assam Electronics Components Manufacturing Top-Up Scheme, 2025. This includes a 60% top-up on Central Government incentives and additional state benefits such as SGST reimbursement, land grants, and free electricity.

Green Energy Push: Pumped Storage Facilities

In line with sustainable development goals, the Cabinet greenlit the Assam Pumped Storage Power Generation Promotion Policy, 2025. This aims to make Assam a hub for pumped hydro storage, offering incentives like land on lease, single-window clearance, and dedicated support for investors.
