Churachandpur, November 12, 2025: Thousands of Internally Displaced Persons (IDPs) from Churachandpur district gathered at Peace Ground, Tuibong, on Tuesday, demanding urgent government intervention and comprehensive rehabilitation measures. The rally, organized by displaced families affected by the ongoing ethnic conflict in Manipur, saw participants marching peacefully from Peace Ground to Tuibong Traffic Junction, holding placards and calling for justice, equality, and dignity.
Following the march, the IDPs submitted a joint memorandum to the Governor of Manipur through the Deputy Commissioner of Churachandpur, outlining seven key demands. Their primary appeal was for an inclusive and uniform policy ensuring equal treatment of all IDPs - both camped and non-camped - under a unified relief and rehabilitation framework across hill and valley districts.
The memorandum also urged the immediate release of pending ex-gratia and assistance, including maternity, medical, educational, and livelihood aid through transparent mechanisms. The displaced families sought permanent housing support ranging from ₹15 to ₹20 lakh per family and livelihood restoration programs for sustainable resettlement.
Further, the IDPs called for a fresh and transparent compensation process for properties lost in the Imphal Valley, legal protection against encroachment and demolition, and adherence to constitutional guarantees of equality and property rights.
They also demanded the adoption of a comprehensive rehabilitation model similar to the Ministry of Home Affairs’ Bru (Reang) IDP resettlement framework in Tripura. To ensure continuity in IDP management, the memorandum proposed the appointment of an Officer on Special Duty (OSD) and the establishment of standard operating procedures for verification and disbursement.
Lastly, the IDPs urged the government to create and maintain a verified, publicly accessible database of all displaced persons for effective administration and accountability.
The gathering concluded peacefully, with participants expressing hope that the state and central authorities would respond promptly to their appeals and take tangible steps toward long-term rehabilitation and justice.
