New Delhi, September 22, 2025: The Ministry of Home Affairs has officially declared the National Socialist Council of Nagaland (Khaplang) or NSCN(K) as an "unlawful association" under the Unlawful Activities (Prevention) Act of 1967. The declaration, which comes into effect immediately, will remain in force for a period of five years.

The government's decision, outlined in a detailed notification, is a response to the group's continued involvement in a wide range of anti-national and illegal activities. According to the document, the NSCN(K)'s primary objective is to create a "sovereign Nagaland" by seceding from the Union of India, a goal which undermines the country's sovereignty and territorial integrity.
The notification further states that the group has consistently engaged in criminal acts to fund its operations, including kidnapping, extortion, and illegal tax collection. Authorities also highlighted the group's involvement in violent clashes, citing that in the period between September 28, 2020 and April 30, 2025, NSCN(K) cadres were responsible for the killing of 13 police and security force personnel. During the same period, security operations led to the arrest of 85 cadres, the surrender of 69, and the recovery of a significant cache of arms and ammunition, including 69 weapons and 931 live rounds.
The MHA has declared the NSCN(K) and all its factions and front organizations as unlawful, emphasizing that a failure to curb its activities would allow the group to rearm, expand its network, and intensify its operations against the state. The declaration is a stern warning against all outfits that pose a threat to India's national security and integrity.
