Shillong, July 8, 2025: In a landmark move for sports development in the state, a tripartite Memorandum of Understanding (MoU) was signed today between the National Rifle Association of India (NRAI), the Shooting Association of Meghalaya, and the Department of Sports & Youth Affairs, Government of Meghalaya to promote shooting sports at all levels.
The agreement lays the groundwork for the development of world-class shooting infrastructure, the rollout of structured coaching and training programmes, and the identification and nurturing of young talent from grassroots to elite levels. The collaboration is poised to transform Meghalaya into a national hub for shooting sports.
Chief Minister Conrad K. Sangma, present at the signing ceremony, hailed the MoU as a new chapter in the state’s sporting journey, adding that it will inspire the youth to take up shooting as a professional sport.
NRAI President Kalikesh Narayan Singh Deo commended Meghalaya's proactive vision and announced that, under the MoU, the NRAI will organize an Open India Shooting Championship in Meghalaya every year. The event is expected to attract over 4,000 athletes annually, significantly contributing to local tourism and the economy.
The MoU outlines shared responsibilities, including:
• Developing modern shooting ranges and facilities
• Providing technical and coaching expertise
• Improving access to shooting equipment
• Organizing major national-level competitions
Signatories to the MoU included K. Sultan Singh, Secretary General of NRAI; D.D. Shira, Director of Sports & Youth Affairs; and John F. Kharshiing, President of the Shooting Association of Meghalaya.

Also present were senior officials including Dr. Vijay Kumar D, Commissioner of Sports, and representatives from partner organizations. The signing marks a significant step toward making Meghalaya a premier destination for shooting sports in India.
