Imphal, July 15, 2025: The Directorate of Enforcement (ED), Imphal Sub Zonal Office, has filed a Supplementary Prosecution Complaint (SPC) under the Prevention of Money Laundering Act (PMLA), 2002, against M/s Birla Emporium Pvt. Ltd., its Director Yumnam Irabanta Singh, and others in connection with a massive investment fraud case involving over ₹250 crore and nearly 5,000 investors in Manipur.
The ED initiated the probe based on FIRs registered by the Manipur CID (Crime Branch) against Singh and his companies, including M/s Ira Finance Pvt. Ltd., for allegedly operating fraudulent investment schemes between 2019 and 2021. These schemes promised high returns but ultimately resulted in the misappropriation of public funds.
The investigation revealed that Singh and his associates were running unauthorized deposit schemes, collecting large sums from the public and later diverting these proceeds for personal gains. The companies also issued loans against properties, which were illegally transferred and registered in the names of company directors and staff through fabricated sale deeds.

By the first quarter of 2020, the company had shut down its operations without returning the deposits. Properties taken as collateral were retained and not returned to the borrowers.
During the investigation, the ED identified 85 immovable properties acquired through proceeds of crime (POC), registered in the names of Birla Emporium Pvt. Ltd., Yumnam Irabanta Singh, and his associates. Assets worth ₹28.02 crore have been provisionally attached.
The ED filed a Prosecution Complaint on June 6, 2025, before the Hon’ble Special PMLA Court seeking confiscation of the attached properties. Further investigation is ongoing.
