Lawngtlai, Mizoram, May 8, 2025, Virthli (ONP): N. Zangura, a leader from the Bharatiya Janata Party (BJP), was sworn in as the Chief Executive Member (CEM) of the Lai Autonomous District Council (LADC) today, signaling a major political shift in Mizoram’s southern region. The ceremony took place at the LADC conference hall in Lawngtlai, with Additional Deputy Commissioner David Lalrinawma administering the oath.
Zangura replaces V. Zirsanga of the Zoram People’s Movement (ZPM), who had held the position since February 27, 2025. The transition follows Zangura’s appointment by Governor Lt. Gen. V.K. Singh (Retd) on May 2, after the formation of the United Democratic Alliance Legislature Party (UDALP). This coalition, comprising 11 members from the Mizo National Front (MNF) and 2 from the BJP, secured a majority in the 25-member LADC with additional support from Congress member C. Lalhmuanthanga. Zangura was required to prove his majority within ten days, a condition he met prior to the swearing-in.
The LADC, established in 1972 under the Sixth Schedule of the Indian Constitution, governs the Lai tribal community in Lawngtlai and Sangau subdivisions, focusing on cultural preservation and local development. Zangura’s leadership marks the BJP’s growing dominance, as the party now influences all three autonomous district councils in Mizoram, including the Mara and Chakma councils, either directly or through alliances.
The political change stems from the defection of two ZPM members to the BJP, which led to the collapse of the previous ZPM-led executive committee. However, the shift has not been without controversy. The Lai Students’ Association (LSA) has voiced strong opposition, citing governance instability and demanding fresh elections. Protests outside the LADC and the deputy commissioner’s office in Lawngtlai have prompted the district administration to enforce Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNS), banning gatherings of more than five people around the LADC Complex and New Vengpui areas to maintain order.
In his inaugural address, Zangura committed to focusing on public welfare and regional progress, urging cooperation from all stakeholders to strengthen the council’s new leadership. The development underscores the BJP’s expanding foothold in Mizoram’s tribal governance, though ongoing tensions highlight the challenges of balancing political realignments with community expectations.
