RESOLUTION OF THE ONE DAY CONVENTION ON TIPAIMUKH DAM AND PETROLEUM EXPLORATION IN MANIPUR, ORGANISED BY JACOP-HYCAR (Joint Action Committee on Protection of Hydro-Carbon & Resources) in association with AZSU, ZB (M), ZYF, ZSUM, CCDD, ACTIP, NEDF, COLNER, INTACH, SHIPHRO AT NUNGBA BAZAR, TAMENGLONG, MANIPUR ON 14TH MARCH 2012




The participants of the One Day Convention on Tipaimukh Dam and Petroleum Exploration in Manipur organised by JACOP-HYCAR (Joint action committee on protection of hydro-carbon & resources) in association with AZSU, ZB (M), ZYF, ZSUM, CCDD, ACTIP, NEDF, COLNER, INTACH & SHIPHRO at Nungba Bazaar, Tamenglong Manipur on the occasion of International Rivers Day, 14th March 2012 hereby:

Reaffirm the resolution of the One Day Discussion on Oil Exploration in Manipur, 22nd December 2011, Jiribam which resolves against oil exploration in Manipur.

Reaffirm the resolution of the One Day Review Meet on Tipaimukh Dam, held at Manipur Press Club on 11th February 2012, organised by Committee on Land and Natural Resources, Citizen’s Concern for Dams and Development, Action Committee Against Tipaimukh Dam, North East Dialogue Forum and the Sinlung Indigenous Peoples Human Rights Organistions

 

Reaffirm and reiterate our call for

- Our oil to be kept under the Earth and our rivers to flow free for our future generations.

- An immediate revocation of the MoU between the Government of India and Alpha Geo Private Limited and Jubilant oil and Gas Private Limited in Manipur.

- Immediate cancellation of Petroleum Exploration Licences (PEL) to both AA-ONN-2009/1 and AA-ONN-2009/2 respectively.

- Revocation of the Contract awarded to Jubilant Oil and Gas Private Limited by Ministry of Petroleum and Natural Gas on the 19th July 2010

- Stop all survey works undertaken by Alpha Geo Private Limited in the name of developmental work in Manipur.

- Provide detailed information, including the Detail Project Report, Environment Impact Assessment and Management Plan, oil related disaster response strategies, MoU of the contract between Government of India and Jubilant Oil and Gas Private Limited and Co.

- An immediate revocation of the MoU between the Government of Manipur, National Hydroelectric project and Satluj Jal Vidyut Nigam Limited, signed on the 28th April 2010, reaffirmed on the 22nd October 2011.

- Revocation of the Environment Clearance granted by the Ministry of Environment and Forest, Government of India on the 24th October 2008 without public hearing.

- Take free, prior and informed consent of all affected peoples as recommended by the UN CERD Committee specific on Tipaimukh Dam and also for oil and Petroleum exploration in our region

- Fully adhere to the recommendations of the World Commission on Dam and protect the rights enunciated in the UN Declaration on the Rights of Indigenous Peoples before pursuing for Tipaimukh Dam, Oil and Petroleum exploration.

- Conduct holistic Impact Assessment, such as on the socio-economic, environmental, cultural, health and human rights impacts due to the proposed Tipaimukh Dam, oil and petroleum exploration in the Barak River Basin in Manipur , Mizoram, Assam and Bangladesh with due participation of all affected peoples.

- We will never allow our land to be used and forest to be submerged and destroyed by Oil and Petroleum Exploration and Tipaimukh Dam.

- Repeal Armed Forces (Special Powers) Act, 1958 and stop all militarization in the name of Development in our region.

-  We will submit a memorandum to the Prime Minster of India and to launch a Global Petition to stop Oil and Petroleum Exploration and Tipaimukh Dam in our region.

WE commit ourselves to struggle together and work in unison towards the achievement of our resolve, in solidarity with all other indigenous peoples and communities affected by the extractive development paradigm exemplified by dams and oil exploration and extractions.
