AIZAWL, August 22, 2025: Mizoram has achieved a major milestone in its power sector with the launch of the UGO Electric Billing Software, marking the first time a single unified billing system is being implemented across the state. The initiative was formally launched today at the P&E Department’s E-in-C Conference Hall, MINECO, by Power & Electricity Minister Pu F. Rodingliana, with P&E Secretary Pi K. Lalrinzuali also addressing the gathering.
The new billing software, developed by Inventive Solution, aims to make bill payments simpler, transparent, and more consumer-friendly. Minister Rodingliana described it as a significant improvement over the old system, allowing citizens to pay bills online via cloud-based applications for both Android and iOS. He highlighted that this reform represents a “progressive step” for Mizoram, ensuring wider accessibility and greater efficiency in revenue collection.
The system was first piloted in March 2025 at Rural Sub-Division and Distribution Sub-Division-III, Aizawl, before being expanded to all district headquarters in May. From August 1, 2025, the UGO billing software officially went live across the entire state.
According to official figures, Mizoram currently has 3,10,130 electricity consumers, out of which 2,01,843 have already cleared their August 2025 bills. The total billed amount stood at ₹17.73 crore, with ₹9.92 crore paid online and ₹7.81 crore through counters. The P&E Department has strongly urged citizens to switch to online payments through the PEDM mobile app for greater convenience.
The launch event also included the Revenue Drive Awards, recognizing Sub-Divisions that achieved the best revenue collection and reduced Aggregate Technical & Commercial (AT&C) losses. Winners included:
• Best Revenue Collection: Serchhip Sub-Station, Kawnpui Power Sub-Division, Darlawn Sub-Division, Hnahthial Power Sub-Division, and Lawngtlai Power Sub-Division.
• AT&C Loss Reduction: Distribution Sub-Division-III, Aizawl.
• Best Awareness Reels: KTP (Andria Group, Sakawrtuichhun), TKP (Chanmari Vengthlang, Lunglei), and Zo Animation (Zemabawk Bethel).
Speaking at the event, Minister Rodingliana also outlined other key initiatives of the department, including procurement of 60 new transformers to replace damaged ones, development of double-source transmission lines for uninterrupted power supply, and preparing proposals to secure additional central funding under various schemes.

P&E Secretary Pi K. Lalrinzuali stressed the importance of linking reliable power supply with overall development, particularly in rural areas. She noted that electrification and infrastructure upgrades were essential for Mizoram’s economic growth and security, while also acknowledging the department’s role in safeguarding the state’s critical resources.
With this rollout, Mizoram joins the ranks of states with modernized, digitally integrated billing systems, reflecting both the government’s commitment to digital governance and its drive to strengthen revenue generation in the power sector.
