Aizawl, June 14, 2018: The Mizoram government on Wednesday disbursed the rehabilitation package to surrendered cadres of the Hmar People's Convention (Democratic).

Home minister R. Lalzirliana handed over Rs 2.8 lakh each to 102 HPC (D) cadres and 12 leaders, according to the peace accord signed on April 2, in a function held at police headquarters at Khatla here. While Rs 30,000 of the Rs 2.8 lakh was given in cash, the rest was given in cheques.

Earlier, the state government had disbursed Rs 20,000 each to the cadres during the homecoming ceremony at Sesawng village near here on April 13.

Citing that the Hmar people also belong to Mizoram, the home minister appealed to the HPC (D) leadership and the cadres to cooperate with the state government in maintaining peace and tranquillity.

He said a special Assembly session would be convened on June 27 to pass the Sinlung Hills Council (SHC) Bill. The state cabinet approved the bill on Tuesday.

The creation of SHC to replace the existing Sinlung Hills Development Council (SHDC) was agreed upon by the state government and Hmar militants during the signing of the accord. The council will initially function for an interim period of six months, after which formal election will be conducted. The proposed council will have 14 members, including two nominated members, and will be headed by the chief executive member (CEM) and chairman.

Sources said the formation of the interim council is likely to take place next month.

HPC (D) working chairman Lalthanglien aka L.T. Hmar said the general administration department had already issued the order on the formation of the interim council, which was referred to the home department.

He said the home department may issue the notification within this week or next week.
