Finally, new ADC Members sworn in

Imphal, July 13 2015 : Newly elected Members of the six Autonomous District Councils of Manipur were sworn in today at their respective district headquarters.

Sadar Hills : The swearing in ceremony was held at ADC Hall Kangpokpi and the oath of office and secrecy was administered by the Additional Deputy Commissioner.

Notably, it was only in Sadar Hills where ruling Congress party recorded landslide victory in the 5th ADC election held on June 1 .

Out of the 24 seats (excluding Government nominees), Congress won 17 while BJP won 4.Two NPF candidates were also elected in Sadar Hills ADC while Independent won one.

In accordance with the numerical sequence of the DCCs, the elected Members spoke at the swearing in ceremony one after another.

Acting Chairman Haokholal Hangshing who was elected unchallenged from Kangpokpi DCC exuded that full powers would be devolved to them and they would be able to take up many development programmes in the next five years.

After ADC elections were held for three consecutive terms starting from 1973, the same elections were kept under suspension for almost 20 years.

It was in 2010 that the 4th ADC election was held.

Ngamthang Haokip who was also present at the swearing in ceremony called upon the newly elected ADC Members to work collectively and sincerely for the development of Sadar Hills.

Ukhrul : Deputy Commissioner of Ukhrul, Modak Hrisheekesh Arvind today swore in the 6th ADC, Ukhrul swearing in ceremony of newly elected ADC members of Ukhrul in the absence of two Congress ADC members.

The two absent Congress Members are Samsom Khamodang and S Thotshang from Grihang and Kasom Khullen DCC respectively.

According to reliable sources, the 2 Congress ADC Members and the two nominees who are to be appointed by the Government later are likely to be be sworn in at Imphal at the earliest to ensure ADC formation without further delay at the district.

Before the elected Members were sworn in, the CEO of ADC Ukhrul, D Gangmei expressed a word of gratitude on behalf of UADC, Ukhrul for ensuring peaceful MADC election 2015 .

The Members were given the oath of office one month after results to the ADC were declared.

Of the 24 candidates who were elected in Ukhrul ADC, 17 are from the NPF, 4 Independents, two Congress and 1 BJP The oath taking ceremony was held in the presence of the SP of Ukhrul, Ningshem Vashum, SDOs, members of Tangkhul Social Organizations including the TNL, TSL, TKS, former ADC members, dignitaries, well wishers,and family members of the newly elected ADC members.

Deputy Commissioner Modak Hrisheekesh Arvind administered the oath of office at Town Hall, Phungreitang, Ukhrul.

Chandel : For Chandel ADC, the oath taking ceremony was held at the office chamber of the Deputy Commissioner, Chandel.

DC Robert Singh Kshetrimayum administered the oath of office and presented bouquets to the newly elected Members.

Chandel Assembly Constituency's MLA ST Nunghlung Victor, District Election Officer Chandel Shambu Singh, SP Chandel and other district level officers also attended the oath taking ceremony.

Out of 24 elected members, only 13 members took the oath while the remaining 11 members were absent.

While enquiring about the absence of 11 elected ADC members in the oath taking ceremony, Robert Singh Kshetrimayum said that the 11 members who were absent in today's oath taking ceremony have submitted written applications to the State Government in accordance with the notification of Government of Manipur, Secretariat, Hills Department issued on 9th July 2015 .

According to the Notification, those members who are unable to participate in the oath taking ceremony at the ADC Headquarters for any reasons may write to the Government indicating their inability to do so for further decision in this regard, added the DC.

Mathew Maring, leader of Democratic Alliance of Chandel said that all the 13 elected members who took part in today's oath taking ceremony are members of the Democratic Alliance of Chandel.

He further said that the alliance has submitted an application to the Deputy Commissioner, Chandel requesting him to invite the alliance for forming the District Council in the past.

Tamenglong : The newly elected Members were sworn in at the ADC office, Tamenglong headquarters.

The ceremony was led by Joseph Pauline, MCS, Chief Executive Officer, ADC, Tamenglong and the oath of office and secrecy was administered to the newly elected Members by DC M Luikham.

However, out of the 24 elected Members, only 13 members turned up for the oath taking ceremony.

It may be noted that the Members present in today's ceremony are members of the Democratic Alliance, formed by the Naga Peoples Front (NPF) and BJP.

The 10 INC candidates and 1 Independent candidate failed to turn up for the said ceremony.

Addressing the newly elected members, M Luikham, congratulated the new Members for their success in the 5th Autonomous District Council election.

"I am hopeful that the newly elected Member would work together to fulfil the aspirations of the general public.

I look forward to sincere cooperation and understanding to enable the District Council function to its full potential," said the Deputy Commissioner added.

Senapati : 23 elected Members of Senapati ADC were sworn in today at the DRDA conference hall.

The lone Congress Member, RS Hiile Henry failed to turn up for the oath taking ceremony.

The oath of secrecy was administered by Senapati Deputy Commissioner Jacinta Lazarus in the presence of MLA Daikho and MLA V Alexander Pao, SP Kabib K, former ADC Chairmen, members, Ex-MLAs, SDOs, DLOs, district frontal organizations, village authorities and other invitees.

MLA L Dikho and MLA Dr V Alexander Pao briefly exhorted and congratulated the MDCs.

Apart from the two MLAs, ex-MLA, K Raina, vice-president, NPF MSU, Solomon Vino, working president NPF MSU, Robert T Maram, general secretary, NPF MSU and other leaders of NPF attended the felicitation programme.

Churachandpur : The 24 newly elected Members from Churachandpur were today administered oath of office and secrecy at the Council Hall.

The oath was administered by Deputy Commissioner, Lunminthang Haokip in the presence of the Superintendent of Police, the CEO ADC Churachandpur, and five SDOs/ROs that oversaw the polling, and the ceremony lasted a little over an hour.

With most of the new Members being Independent candidates, Hill People Alliance (HPA), an alliance of 17 independent Members has staked claim to form the council in Churachandpur.

However, neither the HPA leader Langkhanpau Guite nor the officials attending the ceremony today were certain on when such development will transpire.

The district officials are also still in the dark about the two nominated members.

The CEO has merely announced that a separate oath taking ceremony will be conducted for the two nominated Members as they are yet to receive any recommendations from the Government.

Of the 24 members sworn in today, one is from BJP, 5 from Congress and the remaining 18 are Independents.

Besides, 9 are first timers while the remaining are on their second stint.
