Revised SoO Agreement with KNO, UPF Reaffirms Territorial Integrity of Manipur

New Delhi, September 4, 2025 (Virthli): The Government of India, the Government of Manipur, and leaders of the Kuki National Organisation (KNO) and the United People’s Front (UPF) have signed a renewed Suspension of Operations (SoO) Agreement on revised ground rules that will remain in force for one year. The agreement, reached after tripartite talks in New Delhi, places strong emphasis on peace, transparency, and respect for the Constitution of India and the territorial integrity of Manipur.

Under the new ground rules, KNO and UPF and their constituents have pledged to completely abjure violence, to respect the laws of the land, and to uphold the state’s territorial unity. They have also committed not to associate with any armed groups either within or outside the country, and not to undertake offensive actions such as ambushes, raids, sniping, kidnapping, extortion, or intimidation against security forces, civilians, or other groups. In return, the Army, Assam Rifles, Central Armed Police Forces, and State Police will not launch operations against members of KNO and UPF as long as they abide by the terms of the agreement.

The Kuki-Zo Council (KZC), after discussions with the MHA, agreed to reopen National Highway-02 for free movement of people and essential goods. The council has committed to cooperate with security forces deployed to maintain peace along the highway.

Officials emphasized that the revised ground rules are aimed at making the peace process more transparent, effective, and firmly anchored in the framework of India’s Constitution and Manipur’s territorial unity.
