Imphal, September 10, 2025: The Coordination Committee (CORCOM), a coalition of insurgent groups in Manipur, has declared a total boycott of Prime Minister Narendra Modi’s scheduled visit to the state on September 13. The outfit has also called for a statewide shutdown starting from 1:00 AM on the day of the visit, exempting only emergency services such as medical care, media, and religious activities.
In a statement, CORCOM linked the boycott to the continuing unrest in Manipur since ethnic violence broke out on May 3, 2023. The group alleged that more than 250 people have lost their lives and over 60,000 residents have been displaced due to the prolonged conflict.
The insurgent body squarely blamed the Indian government, particularly Prime Minister Modi and Union Home Minister Amit Shah, for what it described as inaction and failure to resolve the crisis. It accused the Centre of allowing widespread arson, killings, and displacement to persist for over two years.
CORCOM also charged the government with pursuing “proxy wars” and “communal strategies” aimed at maintaining control over the state while sidelining indigenous voices. According to the release, appeals and concerns raised by local communities have been ignored, with New Delhi allegedly prioritizing its own political agenda and Hindu right-wing groups.
Calling the Prime Minister’s visit “insensitive” in the face of the humanitarian crisis, CORCOM urged all communities in Manipur to join the boycott and observe the shutdown as a collective show of protest.

The Prime Minister’s upcoming visit is expected to include meetings with state leaders and review of developmental and security-related initiatives. However, with tensions still high, the announcement of the boycott adds another layer of uncertainty to the visit.
