Imphal, July 16, 2025: In a major move to boost road safety and environmental compliance, the Ministry of Road Transport & Highways (MoRTH), Government of Manipur, and the International Centre for Automotive Technology (ICAT) signed a tripartite agreement today for the establishment of Manipur’s first-ever Vehicle Inspection & Certification Centre.
The upcoming centre, to be set up at Teramakhong in Imphal East, will be a fully automated testing station (ATS) designed to evaluate and certify the roadworthiness of vehicles through advanced diagnostic systems.
Once operational, the state-of-the-art facility will conduct rigorous inspections including:
• Brake efficiency
• Emission level checks
• Headlight alignment
• Suspension performance
• Chassis integrity, among others.
Officials said the initiative marks a critical step toward ensuring that vehicles on Manipur’s roads meet safety and pollution control norms. It will also reduce human errors and manual intervention in vehicle testing.

The centre is expected to improve compliance with national transport and environmental standards, enhance road user safety, and contribute to the larger goal of sustainable transportation in the region.
Authorities have termed the project a “game-changer” for the state’s transport infrastructure, especially in the wake of increasing vehicular density and safety concerns in the Northeast.
Construction is expected to begin soon, with completion targeted within the next 12–18 months.
