Govt of Manipur Cautions Officials Against Misuse of Secret Files

Imphal, July 4, 2025: In a move to safeguard the integrity of official communications and government records, the Manipur Government has issued a strong advisory warning all employees and stakeholders against the unauthorized use and disclosure of classified information.

The advisory, released by the Directorate of Information and Public Relations (DIPR), follows multiple instances where current and former government officials, along with private individuals, were found to be quoting or retaining classified documents - some marked ‘Secret’ or ‘Confidential’ - in personal appeals, representations, or communications.

According to an official memorandum issued by the Secretariat of the General Administration Department, the act of referencing, excerpting, or retaining copies of such materials - whether in part or full - constitutes a serious violation under the Central Civil Services (Conduct) Rules, 1964 (Rules 8 to 11), as well as Section 5 of the Official Secrets Act, 1923.

The memorandum further clarifies that such breaches may invite prosecution, and violators - especially serving government employees - could face disciplinary action under applicable service conduct rules. The nature of penalties will be determined based on individual case assessments.

In a strong message of compliance, the government has extended this advisory to include employees across all State Government departments, public sector undertakings (PSUs), autonomous bodies, universities, boards, commissions, and other aided institutions. These entities have been urged to strictly avoid any form of unauthorized access, retention, or dissemination of official documents.

Officials have emphasized that confidentiality remains the cornerstone of government function and that violations not only breach legal provisions but also compromise public trust.
