Guwahati, 10 May 2025, Virthli (ONP): In light of the ongoing conflict situation, the Assam Cabinet has issued a comprehensive set of directives aimed at reinforcing state preparedness and showing solidarity with the nation’s efforts during this critical time. Chief Minister Himanta Biswa Sarma took to social media to announce these measures, stating that the decisions were taken “to support the national cause and be a strong pillar of support in Bharat's fight against the enemy.”
Outlined across two official notifications, the government has detailed a wide-ranging protocol covering administrative operations, medical preparedness, logistical coordination, and austerity across public institutions.
Key Measures Announced:
1. Administrative and Medical Readiness
# All District Administrations and Heads of Departments are instructed to maintain updated contact details of all staff.
# Hospitals and health institutions must maintain a current registry of voluntary blood donors, with special attention to rare blood groups.
# Fuel and medical inventories in hospitals are to be reviewed for emergency readiness.
# All field-level offices must ensure round-the-clock availability to address urgent requirements.
2. Coordination and Civic Preparedness
# Coordination mechanisms at both district and state levels will be activated for seamless movement and logistics of defence contingents and convoys.
# Families of defence personnel from Assam, especially those posted outside the state, are to be kept in touch with for reassurance and support.
# SPs and DCs will enhance coordination across civil, police, and emergency services to ensure uninterrupted civic functioning.
3. Movement Restrictions and Conduct
# Officers are prohibited from unofficial travel and must remain in their place of posting unless permitted.
# Government staff are expected to demonstrate discipline, efficiency, and austerity, reflecting solidarity with the national cause.
Additional Measures on Official Protocol and Expenditures:
4. Curtailment of Non-Essential Activities
# All seminars, workshops, events, and conferences involving expenditure are deferred.
# Foreign travel and non-essential tours by ministers or officials are prohibited.
# Procurement of vehicles, furniture, or office infrastructure is halted.
# Working lunches, official dinners, and cultural functions are suspended to conserve resources.
5. Limitations on Public Engagements
# Large gatherings or physical meetings will shift to virtual mode unless essential.
# Inaugurations, felicitation ceremonies, and other ceremonial events are deferred.
# No publicity material or advertisements will be produced unless strictly for public information.
# Training programmes and exposure visits involving travel will be rescheduled.
6. Project and Leave Monitoring
# Departments are directed to review all ongoing works and pause non-priority spending where possible.
# Government employees on leave (except for maternity or medical reasons) may be recalled at any time by the competent authority and must report within 24 hours.
