Memorandum of Understanding signed between Government of Manipur and Joint Action Committee Against Anti Tribal Bills, Churachandpur on 10th May 2017

The State Government honours the sentiments of the Tribal people of Manipur. After detailed discussion, the following understanding has been reached between Government of Manipur and JAC Churachandpu,

1. The Ministry of Home Affairs, Government of India vide letter No.17/44/2015-Judl & PP dated 11. May, 2016 has conveyed to the State Government that the President of India has withheld the 'Protection of Manipur People Bill, 2015. In respect of other two Bills, namely, 'The Manipur Land Revenue and Land Reforms (7th Amendment) Bill, 2015 and "Manipur Shops and Establishments (2nd Amendment) Bill, 2015' are pending with Government of India and if necessary, any future course of action will be in consultation with stakeholders. In future any new bill which affects the interest of indigenous tribal people, the state government will follow due procedure as laid down in the Constitution of India and relevant rules in consultation with all stakeholders.

2. The State Government acknowledges the demands of the JACAATB regarding the administration of the indigenous tribal people of Manipur, and shall extend all possible help and cooperation in the tripartite talk with SoO groups where various other issues and the interests of indigenous tribal people of Manipur to be protected.

3. To provide ex-gratia of Rs 5 lakh and permanent employment to next of kin of dead persons on or before 25th May, 2017.

4. To provide compensation of Rs 50,000 to injured persons (48 persons) on or before 25th May, 2017.

5. To provide employment to 8 disabled persons in the incident along with compensation of Rs 2 lakhs each on or before 25th May, 2017;

6. State government will provide financial assistance for establishment of Memorial Park at Lamka and a Memorial Hall at Singngat.

7. The State Government acknowledges the demand for creation of a new district by the JACAATB for adrninistrative convenience and better delivery of services to the people This matter will be considered by the State Cabinet on submission of report by District Boundary Commission.

8. State government shall ensure proper investigation on the incident of police firing and subsequent death of civilians and take up action as per law.

9. It is also agreed to perforrn honourable burial of eight dead bodies by JACAATB on or before 251" May, 2017
