JAC: Tribal Conclave Declaration

The Tribal Conclave on the Anti-Tribal Policies of the Manipur State Government including the three Bills passed recently by the Manipur Legislative Assembly on August 31, 2015 was held at YPA GHQ Hall. Hiangtam Lamka on September 16, 2015

The Conclave, attended by representative of various tribal Innpis (Councils), church leaders, intellectuals, social workers, women organizations, philanthropic organizations, academicians, scholars, etc. made a threadbare discussions of the issue and passed/adopted unanimously the following resolutions:

Resolution No. 1: Rcsolvod to outrightly reject the three Bills passed by the Manipur Legislative Assembly on August 31,015, viz., the Protection of Manipur Peoples Bill, 2015, the Manipur Land Revenue and Land Reforms (Seventh Amendment) Bill. 2015, the Manipur Shops and Establishment (Second Amendment) Bill. 2015 as it is unconstitutional and infringe on the rights of the tribals in Manipur.

Resolution No. 2: Resolved that the said three Bills shall not be enforced in all the areas managed and administered by the Autonomous District Councils (ADCs) in Manipur.

Resolution No. 3: Resolved that the Government of Manipur should convene a Special Assembly Session and pass another Bill for the exclusion of areas under Autonomous District Councils (ADCs) jurisdiction in Manipur.

Resolution No. 4: The above three resolutions shall be done and completed within a specific timeframe on or before September 30, 2015 by the Government of Manipur.

Resolution No. 5: Resolved that the JAC shall continue its movement until and unless the Government of Manipur takes up satisfactory steps towards the resolution adopted by the Tribal Conclave.

Resolution No. 6: Resolved that the JAC should submit a memorandum to His Excellency, the Governor of Manipur and His Excel., the President of India at the earliest

Hence, the Tribal Conclave resolved to fully sup, the political process initiated by the Government of India with the tribal groups in Manipur.
