Placing a laptop directly on your legs for prolonged periods can harm the skin.

The laptop was invented to provide user mobility — so we don't end up being chained to our desk computers. But working for hours with the lappy perched on your lap could result in discoloured patchy skin.



While you could be enjoying the heat emanating, you could also develop Toasted Skin Syndrome. Here's more about the condition...

What is it?
It is clinically known as Erythema Ab Igne and also known by names such as 'laptop thigh' and 'hot water bottle rash'. Swiss doctors

call it 'laptop-induced dermatosis'. Cosmeto-dermatologist Dr Anuya Manerkar defines it as "A coarsely reticulated pigmentation which is produced by prolonged exposure to excessive heat without the production of a burn."

Who is at risk?
"People who spend prolonged periods of time studying, reading, or playing games on laptops resting on their upper legs could develop this skin syndrome," warns dermatologist Dr Shreyas Kamath.

This skin condition is common among people often exposed to heat while working (blacksmiths, silversmiths, cooks, etc). Now, people using laptops for long hours are facing this.

Causes
The prolonged placement of laptop on the thighs results in thermal build of around 44 degrees of heat to which the skin responds by developing persistent redness and pigmentation.

This has been reported in medical literature between 2004 to date, explains dermatologist and dermatosurgeon Dr Shenaz Z Arsiwala.

Harmful effects
"The skin develops a patch which is mottled (caused by local hemostasis — stagnation of blood) and later becomes reticulated erythema (patchy striped erythema) leaving behind pigmentation," says Dr Manerkar.

Cosmeto-dermatologist Dr Swati Srivastava warns that repeated skin exposure can waste tissues, typically due to the degeneration of cells. If there is a persistent soreness that does not heal, a skin biopsy should be performed to rule out the possibility of skin cancer.

Treatment
First of all, identification of the root cause, i.e., the source of the heat, needs to be identified. If it is excess duration of
laptop usage, it should be cut down.

Also, direct contact of the laptop and the skin should be avoided by placing a barrier in between. Dr Arsiwala says laptop coolers are also available.

The skin change, if detected early and is mild in nature, can settle on its own without treatment. For persistent redness, anti-inflammatory creams can be used.

For pigmentary changes, addition of topical tretinoin (a drug related to retinol or vitamin A) cream may be mandatory. In some cases, one may require laser therapy.

Mizoram govt firm on HPC-D leader's arrest

Aizawl: Mizoram government sticks to its guns on the arrest of top leaders of the Hmar People's Convention -Democrats even as United People's Front (UPF) of Manipur urged both the Centre and the Mizoram government to release them.

State home minister R Lalzirliana said that the HPC-D's self-styled army chief Lalropuia and deputy army chief Biaknunga were arrested as the outfit has been indulging in illegal activities inside Mizoram including murder, intimidation and extortion.

Chief Minister Lal Thanhawla also accused the HPC-D of violating the terms and conditions of the Suspension of Operation (SoO) signed with the security forces under the supervision of the Union Home Ministry.

Lalropuia and Biaknunga were arrested on June 10 from Silchar airport by the Mizoram police and were brought to Aizawl the same day and were charged with murder, criminal intimidation and extortion.

The UPF condemned the arrest, saying "the HPC-D is one of the constituents of the UPF in signing the SoO and that the Mizoram government should make approach for peace rather than arresting leaders of the militants who wanted that their demands be met without resorting to violence". UPF wants release of arrested HPC(D) leaders

Lamka, Jun 14: The United People’s Front today called on the Union Government and the state government of Mizoram to release the HPC(D) leaders who were arrested by the Mizoram Armed Police from Silchar Airport on Sunday last.

Laropuia, Commander-in-chief of the HPC(D), a constituent armed group of the UPF, and his deputy, Bieknung was arrested by the MAP despite having a standing Supension of Operation agreement with the Government of India and the security forces, said the UPF statement.

The MAP’s conduct is shocking, condemnable for every right thinking citizens, and uncalled for, it added.

It also contended that the action of the Mizoram state government came as a root shock to the front that has been sincerely working towards peaceful solution to their just demand and for want of peace and tranquility in the region, could derails the peace process at this critical juncture.

GUWAHATI: Two days after the lapse of the deadline given to Indian insurgent groups(IIGs) by the Myanmarese government to leave the neighbouring country, army personnel have been positioned in close proximity of the rebels' camps, but there is no report of any militants fleeing across the border to India.

"The Myanmarese army has positioned itself close to the camps of IIGs at Taga and other places but everything is as usual. There are more than 3,000 cadres of IIGs in Myanmar and there have been no reports of any of these groups moving to India, though there is pressure on the Meitei outfits," a top security source said.

Soon after Prime Minister Manmohan Singh's visit to Myanmar last month, the Myanmarese government asked IIGs, particularly the Manipuri outfits, to leave the country by June 10. Union home minister P Chidambaram appreciated Myanmar's positive response and expressed hope that the neighbouring country would hand over arrested Indian militants to India.

It now appears that the June 10 deadline was given by NSCN(K) supremo S S Khaplang to four Manipuri outfits — UNLFPrepakPLA and KYKL. "There is certain pressure on the outfits of Manipur. Even Khaplang is under pressure from the Centre to withdraw his support from all the other IIGs, particularly the Meitei outfits," the source said.

The NSCN(K), which has a ceasefire agreement with the Centre, on April 9 signed a parallel five-point ceasefire agreement with the Myanmarese government at Khamti in Sagaing division. The NSCN(K) has also opened a liaison office at Khamti, an act that has not gone down well with the Centre.

The NSCN(K) calls the shots as far as giving shelter to other IIGs in Myanmar is concerned. The NDFB, Ulfa and Meitei groups have set up their hideouts in Myanmar with support and help of the NSCN(K).

"For all these years, the IIGs having been staying in Myanmar and it could not have been possible without some kind of understanding with the Myanmarese army and its intelligence. We know for sure that the Meitei groups and other IIGs have been paying money to the Myanmarese army and intelligence through the NSCN(K). So, whatever is happening now is feared to be just a cosmetic venture. Six months ago, the Myanmarese army had closed in on camps of IIGs, but without firing a single shot, the army withdrew from its position. The same thing is happening now," the source said. (~TOI)

Aizawl: 'Army chief' of the Hmar People's Convention-Democrats (HPC-D) Lalropuia and 'Deputy Army Chief' Biaknunga have been arrested at Silchar airport in Assam, Mizoram Home Minister R Lalzirliana said here on Monday.

Lalropuia and Biaknunga were arrested inside the airport after arriving from Imphal yesterday and were brought to Aizawl the same day, the minister told newsmen.

The two top militant leaders were booked for several illegal activities including murder, extortion and intimidation, he said.

The HPC-D, he said, had been violating the Suspension of Operation (SoO) agreement signed on August 22, 2008 with the security forces in Manipur with the knowledge of the Union Home Ministry.
Accusing the Manipur-based Hmar outfit of trying to disrupt peace and destroy the integrity of the Mizos, the home minister said that anyone or any organisation indulging in illegal activities in the state would be firmly dealt with.

The arrest of Lalropuia and Biaknunga would be a serious setback for the HPC-D led by its new chairman H Sangbera who recently joined the outfit. (PTI)

Tipaimukh dam 'only if Dhaka agrees'

New Delhi, June 4 (bdnews24.com)—India will not build Tipaimukh multipurpose dam project on the Barak River in Manipur without the consent of Bangladesh, a top bureaucrat said on Monday in fresh assurance.

"If Bangladesh does not come along with us, we will not be going ahead with the construction (Tipaumukh project)," Secretary to India's Ministry of Water Resources Dhruv Bijai Singh told a group of Bangladeshi journalists in New Delhi.

The Bangladeshi media team will visit the Tipaimukh dam project site. 

The Indian government has been saying that it would not take steps on the proposed project, which would adversely affect Bangladesh amid protests from opposition and environmental activists.

The sub-group of Joint Rivers Commission is going to meet at the end of this month to begin study of all aspects of the project with specific reference to the dam's probable impact on Bangladesh, the Secretary said.

India offered Bangladesh to invest in the $2 billion project and the sub-group will also study the partnership stake.

"Money is limited and if India finds the project problematic, it would build dam elsewhere, Singh said.

The Indian government has a plan to implement flood mitigation and hydro-power generation project in Tipaimukh, 210 kilometres from Sylhet border.

The Secretary said no construction work had begun on the site, refuting reports to the contrary.

Joint Rivers Commission

Indian Minister for Water Resources Pawan Kumar Bansal in the meeting with the journalists claimed that it was Bangladesh that proposed the Tipaimukh project in 1974.

When the journalists asked him for relevant documents, his office supplied the agreed minutes of the sixth JRC meeting held in November, 1973.

"The commission considered the study of Barak Dam project in the context of floods in India and Bangladesh and recommendation that this project be reviewed by the Superintending Engineers of Bangladesh and India, for flood moderation and protection to Sylhet, Cacher and adjoining areas," the minute said.

Bangladesh's High Commissioner to India Tareq A Karim in his meeting with journalists on the same day said between 1972 and 1982, the rhetoric was same but it was changed in 1982 when it was stated that the project would be harmful for Bangladesh.

There were 13 JRC meetings from 1972 to 1975, eight from 1978 to 1982 (during the BNP regime), 11 JRC meetings from 1982 to 1991, but none from 1991 to 1996 .

There were three JRC meetings between 1996 and 2001 while two JRC meetings were held from 2002 to 2006. During the period of the current government only one JRC meeting took place.

Electricity

The dam will create a reservoir of 22,000 hectares of land and it would be filled during flood time, Secretary Singh said. The standard practice is to fill up the reservoir when there is flood with excess water, he explained.

The reservoir can contain nine billion cubic metres of water and it is over six times larger than Kaptai lake reservoir.

The electricity production capacity of the project is 1,500 megawatt and depending on availability of water, the power generation will fluctuate, according to the senior official.

A highly placed source in the Indian diplomacy said given the existing technology, power unit cost is so high that the project would not be financially feasible.

No irrigation project

The Indian Secretary categorically said there would be no diversion of water as the project did not consist any irrigation component.

When asked about construction of barrage in Phuler Tal, he said there was no such project.

Phuler Tal is 100 kilometres down from Tipaimukh and in the case of a barrage, water is diverted to other areas.

Teesta deal 

Water Resources Minister Bansal said there was political will from both the governments to sign the agreement and they were trying to sign the agreement 'as soon as possible'.

Bangladesh and India failed to sign the interim Teesta water-sharing agreement during the visit of Indian Prime Minister Manmohan Singh in September last year due to strong resistance from West Bengal Chief Minister Mamata Banerjee.

Tipaimukh project: India to discuss Bangladesh equity

NEW DELHI, Jun 1: The Prime Minister’s Office (PMO), backed by the Ministry of External Affairs (MEA), has overruled the demurring among other Central Ministries over giving Bangladesh a stake in the mega Tipaimukh multipurpose hydel project in Manipur. But India is playing it safe and would first like general discussions to be held with a team from Bangladesh that is expected to arrive soon to discuss the possibility of Dhaka acquiring equity in the project, said government sources.


The project had given rise to misgivings in Bangladesh, which fears greater exposure to floods during monsoons and low flows during the lean season. As a result, in 2009, a team of Bangladeshi Parliamentarians was airlifted to the site to convince people that the pro-ject was for hydropower and flood control, and not irrigation.


Talks on Tipaimukh could lead to discussions on joint partnership in hydel projects in Sikkim on the Teesta, whose water-sharing agreement with Bangladesh was blocked at the last minute by West Bengal Chief Minister Mamata Baner-jee. This caused diplomatic embarrassment to Prime Minister Manmohan Singh on his first visit to Dhaka last year, during which pacts on Teesta and Feni were to figure prominently.


But the Prime Minister had assured his counterpart Sheikh Hasina that India would not take any steps on the project that would adversely affect Bangladesh. The MEA too has been telling the stakeholders that any development on the project, however insignificant, should be communicated to Bangladesh as a confidence-building measure.


Bangladesh has been flagging its interest in nine hydel projects under construction or being planned in the North-East and Sikkim. Besides Ti- paimukh and Teesta III and IV, these include another mega project, Subansiri, and a host of under-100-mw projects.


Highly-placed Bangladesh diplomatic sources expect collaboration in hydel projects on common rivers flowing from the Himalayas to subsequently lead to tri-nation initiatives (India-Bangladesh-Bhutan) on common basin management. This could in due course be expanded to include China and Nepal and thus remove misgivings of lower riparian countries about the intentions of upper riparian ones in building hydel projects.


During Bangladesh Foreign Minister Dipu Moni’s visit in early May, India had said it would not take any unilateral decision on the Himalayan component of the proposed river interlinking project which may affect Bangladesh. It had also welcomed Bangladesh’s intentions to collaborate on hydel projects common rivers. On Tipaimukh, India and Bangladesh had agreed to set up a sub-group that would go into all its aspects.


But before the government decided to invite Bangladesh to discuss a stake in Tipaimukh project it had to overcome opposition from other Ministries. They were against holding discussions as they felt the project, which will take at least seven more years, will be delayed and Dhaka could make similar demands on other projects.


After two meetings chaired by National Security Advisor Shiv Shankar Menon, the PMO invoked the Prime Minister’s name to rule out opposition to a proposal that could improve bilateral ties in other areas.


“The Prime Minister has approved that as a first step, a Bangladeshi delegation could be invited to India to discuss the possibility of Bangladesh taking a stake in Tipaimukh project. This would be the preferred course at present rather than getting into formal or semi-formal mechanisms that may give Bangladesh a veto on this and a number of similar projects,” said a missive.


India and Bangladesh have recently made progress in cooperation in the power sector. The two sides have agreed on a road map for supplying 500 mw of power to Bangladesh. A joint venture will set up a 1,320-mw coal-fired plant near the Sundarbans. An agreement on Tipaimukh would lend another dimension to cooperation in the power sector. (~ Sangai Express)
