HC tells Delhi cops not to harass NE people

NEW DELHI, Mar 29: The Delhi high court on Thursday directed the Delhi Police not to harass people from the Northeast and Ladakh because of their facial similarity with Tibetans who have been protesting the visit of China President Hu Jintao.

A division bench of Acting Chief Justice AK Sikri and Justice Rajiv Sahai Endlaw also directed the city police to shift Tibetans, who are being lodged in Tihar Jail and police station, to Ambedkar Bhawan where nearly 200 people have been detained by the police for being Tibetan protesters. Appointing a team of five lawyers to meet the detained persons and determine their genuineness, the bench said: “We permit the team of lawyers to meet those persons who were arrested and lodged in Tihar Jail or detained in the police station to find out whether they are from Tibet or Northeast India and Ladakh.”

The court’s order came after advocate Arun Asthana brought to the court’s notice that “The Delhi police is harassing people from the Northeast and Ladakh as they look like Tibetans which is violative of their personal liberty.” He further submitted that the Delhi police has made Northeasterners or Ladakhis’ life miserable for last two days. “It is the duty of police not to harass people in the name of maintaining law and order in the city,” the bench observed, however declining to restrain city police from detaining Tibetan protesters in lieu of maintaining the law and order situation in the city.

Delhi Police told the court that an order of the Foreigners Regional Registration Office (FRRO) passed March 27 under the Foreigners’ Act to detain Tibetans who did not have genuine identity proof and were involved in the protest. It was further submitted by the police that 197 people have been picked up from Delhi and kept at Ambedkar Bhawan till March 30 because of BRICS summit and after the international convention, they will be free.

Sexual transmission of HIV on the rise in Manipur

IMPHAL, Mar 28 : Sexual route remains the most prominent means of transmission of HIV virus among people in Manipur, according to Family Welfare Officer of Imphal West, Dr Kh Usha.

She was speaking at the one-day training programme on HIV/AIDS to ASHA workers under Phayeng Primary Health Centre which was held today at THAU ground.

Sharing of syringe with infected persons, blood transfusion from infected persons, sexual intimacy, and from infected parents to child are the four ways HIV has been transmitted.

Dr Usha said the most common means of transmission among them is through sexual route and people with STD are more vulnerable to HIV infection.

She said programmes and schemes for prevention of HIV undertaken by Manipur State AIDS Control Society under the National AIDS Control Organisation could lower the occurrence and spread of the virus through the other means. However, the level of HIV infection through sexual route will be a different matter.

As per the Sentinel Surveillance Report published by MACS, HIV infection through IVU/blood transfusion which was pegged at 72.78 percent in 1998 came down to 28.65 percent in 2008.

Likewise, the percentage of HIV infection through parents to child was put at 2.70 percent in 1999. However, the same was reduced to 0.5 percent in 2008.

Dr Usha said awareness and education on HIV/AIDS is the best way for the prevention of the virus. She said, immoral habits should be avoided and emphasised on the need to practise safe sex.

She added that people with STD have higher chance of getting HIV infection. She also stressed on the need to go for partner treatment in case of either of the partner getting STD infection.

She also informed that free HIV test facility is available at Khumbong PHC, Mekola PHC, Khurkhul PHC, Mayang Imphal PHC, and Sekmai CHC in Imphal West district.

Dr Usha said people in the reproductive age are more vulnerable to HIV infection.

She urged the ASHA workers to work sincerely in their respective area. As per the epidemiological analysis report of MACS, it may be mentioned, a total of 38,016 people have been detected to be HIV positive since 1986 to 2011 in Manipur. Among these, 10109 are women while 2578 are children.

Meanwhile, Chief Medical Officer of Imphal West Dr S Bimolakumari and Family Welfare Officer, Dr Usha have distributed torch light to 39 ASHA workers under Phayeng PHC today during the programme.

India's 'lost tribe' dreams of return to Israel

CHURACHANDPUR, India — In a synagogue in northeast India, a group of men pray for the chance to "return home" to a country they have never seen and which their ancestors fled nearly 3,000 years ago.
"India is not our country," says Haniel Reuben, 72, one of the eldest members of a tiny community that claims to have descended from the Manasseh -- one of the biblical "lost tribes" of Israel exiled in 720 BC by Assyrian conquerors.
"Our forefathers migrated and settled here. Our home is Israel and we will be reunited with our people one day or another," Reuben said.
The Bnei Menashe, as the community is known, comprise around 7,200 members of the Kuki-Chin-Mizo tribe who live in the northeast Indian states of Mizoram and Manipur near the border with Myanmar.
Their oral history tells of a centuries-long exodus through Persia, Afghanistan, Tibet and China, all the while adhering to certain Jewish religious practices, like circumcision.
In India they were converted to Christianity by 19th century missionaries and, in reading the bible, recognised stories from their own traditions that convinced them they actually belonged to the Jewish faith.
"We are the lost tribe," insists Reuben, who lives in a ramshackle two-storey wooden home set against a scenic background of the misty, ash-coloured Manipuri foothills.

He prays three times a day with his eyes facing west "towards Jerusalem."

The ancestral claims of the Bnei Menashe -- rejected by other members of the Kuki-Chin-Mizo -- began to draw attention in the 1980s from Jewish organisations dedicated to identifying "lost Jews."

In the late 1990s, groups of Bnei Menashe were brought to Israel where they formally converted and settled.

But the real breakthrough came in 2005 when Israel's Sephardic Chief Rabbi Shlomo Amar officially recognised the entire community as "descendants of Israel" -- a crucial step in securing their "right of return."

The process was halted by new Israeli government policy in 2007, but last July the Ministerial Committee on Immigration and Absorption, agreed to the return of the remaining 7,200 Bnei Menashe.

"It is a huge project," said Yochanan Phaltual, the Indian representative for Shavei Israel, an Israeli-based organisation that reaches out to descendants of Jews around the world.

"It is very complicated as it requires the involvement of all government departments," Phaltual said.

The head of Shavei Israel, Michael Freund, who has lobbied hard for years on behalf of the Bnei Menashe, said he was confident the immigration would finally happen.

"This is simply a bureaucratic process, and like all bureaucratic processes, it takes time," Freund said in an e-mail.

"I hope that we will soon hear good news, and that the Bnei Menashe will be allowed to return to the land of their ancestors."

Living as a tiny minority poses numerous problems for people like Talya Bem, a 45-year-old widow and mother of three, particularly when it comes to observing orthodox customs and rituals.

"I was born as a Jew," Bem says. "I live in India but my heart is in Israel.

"I want to go there as soon as possible. We can't follow all the commandments of the Torah here," she adds tearfully, comforted by her 18-year-old daughter, dressed smartly in a long black skirt and purple top.

According to Phaltual, Bnei Menashe families almost never go out to eat in local restaurants or buy food from street vendors.

"Nothing is kosher here. All the eateries serve pork and we fear that our food will get mixed up with that," he said.

Manipur has a primarily agrarian economy and is one of the least developed states in India -- one of only five with a per capita income of less than 30,000 rupees ($600).

But Phaltual bristles at the suggestion that the Bnei Menashe are motivated less by religious feeling and more by the prospect of a more comfortable, material life in Israel.

"Most of our community is well-settled. It is a very wrong conception that economic considerations have fuelled our dream of return," he said.

Phaltual and Reuben both converted to Judaism in the 1990s.

"We studied the Bible the way Christians do," Reuben said. "But slowly as we grew up, we started discussing how some of our customs matched with the tradition followed by ancient Israelites."

At the Churachandpur synagogue, which boasts a small "mikveh" or pond used for ritual purification, Shlomo Haokip, 26, has been giving Hebrew classes for the past four years to help people prepare for life in Israel.

"Knowing Hebrew is one of the pre-requisites for formal conversion to Judaism in Israel," said Haokip, who lives with his family in the premises of the synagogue in Churachandpur town, 60 kilometres (40 miles) from Imphal.

"I hold classes for children during the summer vacation. We also organise Hebrew learning camps every now and then. It's a difficult language, and even I am not an expert. But once I go to Israel, I will become more fluent."

Some Bnei Menashe are less sanguine about the issue of return, and feel impatient about the delays in the immigration process and the religious and bureaucratic hoops they feel forced to jump through.

"The British baptised us during their rule of the country and we corrected the mistake by taking up Judaism again," said 31-year-old Moses, who gave just one name.

"We are Jews, why should we undergo conversion again? No one should question our identity. We don't feel welcome in India and we are not welcome in Israel. We are neither here nor there."

His angry outburst is cut short by the women of his family.

"Justice will be done," one of them tells him calmly. "We have waited for 3,000 years. We can wait a few years more."

Once upon a time there lived two sisters. The younger one was called Tawtaw. She was quite greedy and selfish. They had a garden nearby where they sowed some seeds of cucumber. The older sister asked Tawtaw to go and look after cucumber in the garden. Tawtaw went into the garden and told her sister that her cucumber plant had just sprouted but her sister’s had not yet sprouted. The older sister asked Tawtaw to go and look for cucumber again. Tawtaw went and replied that her cucumber had begun to creep on the ground and her sister’s had just sprouted. In this way, days and even months had passed. Tawtaw all the time claimed that her cucumber plant had always grown faster than her sister’s. If her cucumber had put forth flowers her sister’s would put forth buds. When Tawtaw’s cucumber had borne fruit, her sister’s would just put forth flowers. Finally, Tawtaw told her older sister that the fruit of her cucumber was as big as her thigh and her sister’s as big as her calf.

At this, the older sister asked Tawtaw to pluck the cucumber. When asked to share it, Tawtaw was not willing. Her sister insisted that they would cut with their daddy’s dao. Tawtaw made an excuse that the dao was dirty because it was stained with their daddy’s shit. The older sister again proposed that they could use their mummy’s sickle. Tawtaw again said that the sickle was stained with their mother’s menstrual blood. Unable to bear Tawtaw’s selfishness any longer the older sister said, “Tawtaw, since you are not willing to share your cucumber with me at all, I shall rather get myself buried inside the mound in our garden”. So saying, Tawtaw’s sister went to the mound, she was chanting thus:
“Let the mound cover me,
And cover me soon;
My sister’s not willing to share
Her cucumber with me,
Let the mound cover me
And cover me soon”

Tawtaw went to the mound and asked, “U*, how deep is it now?” Her sister replied, “Up to my ankle”. So saying, she was chanting the same song again. Tawtaw asked, “U, how deep is now?” “Up to my knee” was the older sister’s reply. She was chanting the same song again. After every interval of the song, Tawtaw’s sister got buried inside the mound bit by bit till she got completely buried.



In the evening, Tawtaw’s parents returned from their jhum. They asked Tawtaw about her elder sister. Tawtaw was trying to bluff her parents. She cooked up many stories, “She might have gone to our neighbour’s house up there. Or, she might have gone to our neighbour’s house down there.” Her parents looked for her in vain. At last, unable to make any more excuses, Tawtaw confessed and told her parents that her sister got buried inside the mound in their garden as she did not want to share her cucumber with her.

Soon they went to the garden. They started digging the mound. In no time they dug out the skull and later the shin-bone of Tawtaw’s sister. Playing with her sister’s skull and shin-bone, Tawtaw said boastfully to her friends, “Look here! I am having an iron brass and iron stick.” On hearing this, her friends were mocking at her saying, “Those arenothing but the skull and shin-bone of your sister.” Getting annoyed, Tawtaw complained to her parents that her friends teased her. Tawtaw’s parents intervened saying, “we simply called her sister’s skull and shin-bone as iron brass and iron stick to make children happy.” As they continued digging the mound, they at last found the toes of Tawtaw’s sister. Out of anxiety, they were trying to pull out the toes all at once. Alas! Some of the toes were broken and left behind inside the mound. The Hmar legend says that the mushroom which comes out of the mound seasonally is believed to be the toes of Tawtaw’s sister.

New Delhi, March 25 2012: Addressing apprehensions within, Bangladesh has rejected the contention that the proposed Tipaimukh hydro-electricity project in Manipur would be harmful to it and has expressed interest in benefiting from it by deriving power.



Sharing India's view, Bangladesh High Commissioner Tariq Ahmed Karim has said the project was "not the cataclysm waiting to happen", as being projected by a section in Bangladesh opposed to the plant.

"Tipaimukh is not the cataclysm waiting to happen, that it is made out to be.

It is a hydro-electric dam that will not divert any water (of Barak river) anywhere; it will not also withhold the flow of water," he has said.

"It (the project) will do what hydro-electric dams do: it will first fill up water to a certain level, then discharge it continuously at a certain force in order to comply with the logic and end goal of such projects � generate electricity.

It will also help in mitigating floods," Karim has written in an article 'Bangladesh-India Relation: My Vision of the way Forward' on the occasion of the Independence day of Bangladesh tomorrow.

He expressed the hope that a joint study by the two sides will clear the air and "even convince our naysayers that it is in our interest to be a shareholder in this project and get some power from it" .

There has been strong opposition to the power project by certain quarters of Bangladesh, including Opposition Bangladesh Nationalist Party, who are alleging that it would curtail availability of water downstream of Barak river which flows into northeastern Bangladesh and affect its ecology.

India has maintained that the apprehensions were unfounded as Tipaimukh is a run-of-theriver project entailing no diversion of water and would in fact help mitigate flood problem by regulating the flow of the water.

The same view was conveyed by Indian Power Minister Sushil Kumar Shinde and officials of Power and External Affairs Ministry to a delegation of Bangladesh parliamentarians and officials which had visited New Delhi in 2009 .

Karim also expressed confidence that the Teesta river water sharing treaty between Bangladesh and India, which was aborted at the last moment last year because of objections by West Bengal Chief Minister Mamata Banerjee, "will happen" but counselled patience.

"As for Teesta, let me assert: it will happen.

We need to have a little patience.

The government of India is working out the wrinkles in its relations with the government of West Bengal (essentially an internal matter).

Once that is done, the governments of India and Bangladesh can complete this unfinished business," he wrote, in an apparent response to criticism over the treaty not being signed.

"In the meantime, we shall continue receiving the waters from this river as we have been over the last two decades," the envoy said.

The High Commissioner said the "cacophony of clamour from a babble of voices from certain quarters in Bangladesh these days expressing dismay and self-righteous anger that certain things (particularly Teesta agreement) did not happen and about Tipaimukh project reflect a jaundiced vision and view the glass as more than half empty, in so far as Bangladeshi is concerned.

I humbly assert: the glass is more than three quarters full for Bangladesh" .

Referring to the agreement on land boundary demarcation and exchange of enclaves signed during Prime Minister Manmohan Singh's visit to Dhaka in September, Karim said the ratification of the deal, "expected soon", will resolve "an unfortunate and most difficult legacy of the Partition for both countries will have been resolved amicably" .

He added that this would have various other ramifications that should prove beneficial for both sides.

Commenting on India removing from its negative list under SAFTA 46 items of vital importance for Bangladesh's vibrant garments industry and thereafter taking "virtually all items of any interest to Bangladesh" off from any restrictions on their export to India, Karim said "for all practical purposes, this is a one-sided FTA in favour of Bangladesh which Bangladesh is not reciprocating in equal measure for India.

"This is a bold acknowledgement by visionary Indian leadership that our two economies are grossly skewed and marked by a huge asymmetry that can only be addressed by enlightened generosity on the part of the vastly larger neighbour," he said.

FEMINISM IN HMAR

Feminist writings or movements barely exist in the history of our tribe. A deeper analysis of some Hmar literature may reveal hidden messages on women’s right and empowerment but an explicit movement or literature is hardly to be found. It may be safer to say that feminism has never been a part of our history. A few articles that I have read with a women centric theme dwell more on the duty of women as a mother, caregiver and homemaker.

I would like to stretch the border of this article to include all Mizo women, but even a brief research (if one can call it) on the position of Hmar women proved to be quite a task for me. This article however is not a research paper or a dissertation, it is what it is: an article.

Though the issue of status of women in our society is something that has always intrigued me, what prompted me to write this article were the discussions that were going on in the various groups/discussion forums (in Hmar) on facebook. The subsequent chat that I had with a self proclaimed anti-feminist made me think that this could be the right time to put my thought into words.

What is Feminism?

Feminism, in simple terms, can be called an ideology or movement that strives to achieve political, social and economical equality for women vis a vis men. It can be also said that a feminist is a person who sees women as a subordinated group and thus works (or ideologically supports) for women emancipation.

Any text on gender issues will tell you that there are different varieties of feminist theories like liberal feminist theories, radical feminist theories, Marxist and so on. To dwell on these theories will only make us deviate from our main theme.

Women of our Society

A brief glance at the status of women in our society shows a very pretty utopian picture. Women are as free as men and there is hardly any evidence to say that women lack behind in the economic, social or political fields. However, a closer look is a must to really comprehend the position of women. Our situation is tricky in the sense that we live in a modern liberal-democratic nation where women enjoy as much freedom as men legally but are subjected to various social prejudices.

Women have equal access to education but are they given the same quality of education as their brothers? Do our women have equal property rights under our customary laws? How often does a woman win the child custody rights in case of divorce? Alimony! What’s that?

The above rhetorical questions clearly show that women are not seen as equal. What has caused this inequality? Is it natural or manmade? To look for all the answers to these questions in the western feminist ideology would be, in my opinion, naïve. The western feminism thought had begun since Mary Wollstonecraft in 1792 maybe even before that. We must look for a way to interpret these thoughts to suit our society. In other words, feminists of our society must start from the very beginning.



Basics: End and Beginning

In everyday usage gender denotes the biological sex of individuals. To a feminist there is a huge difference between sex and gender. While sex denotes a human male and female depending on biological features, gender indicates man and woman depending on social and cultural factors. Long story short, one maybe born as a male or female biologically but a woman or man is socially produced. One maybe born a female but society and culture make sure she turns into a woman. Society then attaches a particular set of characteristics to a specific gender.

Characteristics such as power, rationality, courage, are associated with men and masculinity (pa), while weakness, timidity and the likes are applied to women and femininity (nu). There is no debate that it is the male gender that gets associated with the more ‘favorable’ set of characters. Feminists therefore argue that females are not born with these women characteristics but it is society that makes sure that female sex is the weaker sex.

How did this happen in our society? How did we start to associate a particular character to a specific sex? There can be two main reasons for this phenomenon. One, we were a nomadic tribe who depended largely on hunting animals for food and two, we were more often than not engaged in inter tribe wars. Male, being physically stronger, became the bread earner and protector while the female was mainly confined to her home. Didn’t Christianity change that? It certainly did to a large extent, but it also brought another form of subjugation: religious subjugation.

The blessings of Christianity were first enjoyed by the men. They were the first ones to get education, white collar jobs etc. One needs to look no further than the various books published to commemorate the Gospel centenary year (2010) to make this conclusion. The blessings gradually trickled down to women but were also alongside subjugated by Bible-thumping fundamentalists who saw/see all women as the cursed Satan’s helper Eve. So women may have been relatively free as compared to the hunting-warring days but the new faith demolishes any hope of them becoming equal with men.

The discussion can end here if we think we should go back to those ages when Rih Dil was thought to be the gateway to pielral. The argument for women emancipation has no validity if we are willing to go back to the time when slavery was justified, democracy a distant dream, where one should obey the ruler no matter what, where everything white was gold.

For many the debate does stop here. To many, feminism is a pseudo-ideology, something that shall never be attained because it’s not meant to be. But for some, this is where the debate really begins.

Feminists are not those who blatantly shout that men and women are equal. Feminists acknowledge that women and men are not equal and also believe that this inequality is manmade. Social constructions of gender can be deconstructed and then reconstructed. Given a chance, women are as capable as men.

However, in my opinion, the new spokespeople of women’s right in our society leap too far and too soon. As mentioned before, western feminist movement began from a time when our forefathers and of course our foremothers were still ‘undiscovered’ (for want of a better word).  So although the cry for a woman pastor or church elder may be a very plausible one, the whole debate needs to stem from the base. Having a woman pastor will not automatically improve the status of women in the society.



Where Do We Start?

The way gender is defined and the implication of the definition has already been mentioned. I believe that to remove any kind of social inequalities it is paramount to acknowledge that both the sexes are biologically equal. Courage, wisdom, strength and capabilities are formed according to the environment where one is brought up. Males are physically stronger but females procreate, this should be viewed as different capabilities. It should not be used as a means of suppression of either of the sexes.

Now that it is established that gender inequality exists and that it’s also manmade, the next step is to identity and remove the barriers that obstruct the march to equality. The chief causes for subordination today are the Bible verses that explicitly state that women are inferior to men. The argument can be attacked on two grounds.

First, we can start by simply asking why the Bible especially Apostle Paul kept women beneath men. Has it ever occurred to these Bible thumpers it could simply be because women, as mentioned many times, were unequal to men because of social circumstances? Did not the Bible say almost the same thing about new converts? What if men and women had the same social status at that point of time? Would the Bible still say the same things about women? Isn’t the Bible just reflecting the cultural settings of those times?

Of course, the Eve factor comes to light again. She was cursed by God to be subservient to her husband. The last time I checked that curse was broken on Calvary by Jesus who said that ‘the meek shall inherit the earth’.

The second argument against this belief can be made on secular ground or simply put, the separation of state and church. Whether we want to believe or not there will be a day in our evolution as a society when religion and state shall be seen as two different institutions, the day when society cannot be ruled from the Bible. And at that day, the argument that women are inferior to men because the Bible says so, may not be so plausible.

Before I myself leap too far too soon, there is a need to mention some pressing issues that needs to be tackled immediately. These issues do not even reach the level of women empowerment; they need to be first removed to start any form of gender empowerment possible. The issues are domestic violence, rape, marital rape, sexual harassment etc. Sure there are laws that deal with these issues, but how many women are actually aware of these laws? Even if they are aware, most of the above mentioned crimes that happen within the society are judged according to the customary laws which are highly unfavorable to women to say the least.

The issue of gender inequality is a complex one. The condition of Hmar women in Delhi will be different at all levels to that of those say, in Senvon. Similarly, the social status and freedom of an economically independent woman will differ from that of a housewife. The task now is to remove the biases of the society and strive towards equality for all including women. How a society thinks it can prosper when half of the population is subjugated is beyond my intelligence and knowledge.

Note: I personally do not give much weight to the term sex and gender as in male-female vs. men-women. I give more importance to characterization of a particular sex which makes one sex inferior to the other. Therefore, I specifically used male-female in lieu of men-women only when I feel it is of absolute necessity.

The much-awaited helicopter service between Guwahati and Haflong will start from Saturday (tomorrow)the 25th March 2012. The Rudra GTL Aviation Private Limited has come up with the helicopter services in the region. Hailing the decision of the Rudra GTL Aviation Private Limited to start the helicopter service in the backward district of NC Hills (Dima Hasao), CEM of the NC Hills (Dima Hasao) Autonomous Council Mr. Debojit Thaosen said that the launching of the chopper service would be a historic step for the district. “Though the road communications in NC Hills (Dima Hasao) have improved to an extent, people of the district still need extra hours to reach destinations like Guwahati and Silchar. This is really terrible,” Thaosen said, adding, “Patients in the district mostly suffer from bad road communications and non-availability of air connectivity.” Besides Haflong, Assam’s first passenger chopper service will connect the capital city with the Bodo Territorial Council (BTC) area, Dhemaji, Karbi Anglong, Lilabari, Tezpur, Manas and Majuli on a daily basis, saving scores of having to undertake torturous journeys across the State. Thaosen further stated that tourism and emergency health services would get a tremendous boost with the chopper service. “NC Hills (Dima Hasao) district with its picturesque and famous places like Haflong and Jatinga has tremendous potential for tourism as well. With the launching of the helicopter service, we can also tap the district’s tourism potential,” he said. The CEM urged the State Government to start helicopter ambulance service in the district for the benefits of the people settled in some inaccessible terrains in the district.
