IMPHAL: Repolling is likely to be held in 33 poll stations of Manipur's hill districts where suspected NSCN (I-M) cadres indulged in massive booth rigging.

A source said the state election office has recommended repoll at 9 booths of Ukhrul, 4 in Tamenglong, 8 in Senapati, 6 in Chandel and as many in Churachandpur. A letter has been sent to the Election Commission for approval, he added.

On the other hand, reports of poll-poll violence are pouring in from several parts of the state. Life came to a grinding halt in Thoubal on Monday owing to a dawn-to-dusk bandh called by the state unit of CPI to denounce the killing of a woman in police firing to control a mob at Tentha village in the district on Saturday night. Many people were also injured.

The victims were supporters of CPI candidate M Nara Singh who contested from Wangjing-Tentha constituency.

Bandh supporters damaged a large number of vehicles in several parts of the district. Owing to the strike, business establishments at the district headquarters remained closed.

On Sunday morning, NSCN (IM) cadres shot and injured a Congress worker in Chingai constituency of Ukhrul district after abducted him. The victim has been identified as H Chingnaoleng. Later, an irate mob torched the residence of Naga People's Front (NPF) candidate Paul Muinao at Ukhrul district headquarters, a source said.

Chingnaoleng, who sustained bullet wounds, is undergoing treatment at the state-run Jawaharlal Nehru Institute of Medical Sciences (JNIMS) here.

In the meantime, chief electoral officer PC Lawmkunga has announced Rs 10 lakh ex gratia for the four polling personnel, including a presiding officer, who were killed in a shootout at Tampi police station in Chandel district during Saturday's polls. Besides the quartet, one CRPF jawan, a girl and a suspected NSCN (IM) cadre also died when the rebels tried to capture a booth. (TNN)

 

Hmar Students Association vows to stop Tipaimukh dam 'at any cost'

SILCHAR: Hmar Students Association (HSA), a powerful student's body in Manipur, has threatened to stop the implementation of proposed 1500 MW Tipaimukh Multipurpose Hydro-electric Project near the Manipur-Mizoram border, 500 metre downstream from the confluence of the Barak and Tuivai rivers "at any cost".



Talking to a group of Silchar and Dhaka-based journalists at Tipaimukh village in Churachandpur district of Manipur, nearly 140 km from here, the HSA activists, who were visibly angry with the government and those supporting the proposed 162.80 metre-high rockfill dam, said they are ready to give their blood, but they would not allow the dam to be contructed in their village.

"We have been on an awareness drive in the six or seven villages adjacent to Tipaimukh against the ills of the dam. The villagers are on a constant vigil to stop any officials from visiting of the project site in this area. Although there's no sign of the project here till now, we are leaving no stone unturned to stop it," said Ringa Khabru, a member of HSA.

The Hmar students' activists said if the dam is constructed here, thousands of tribal people will lose their habitats and livelihoods. "They will lose everything - the traditional land, culture, economy and the nature surrounding us. We don't have faith in the promises of rehabilitation made by the government. We believe that the governments both at the Centre and in Imphal understand our sentiment and will not come forward to implement the project," an HSA activist said.

The Tipaimukh hydro-electric project is set to be implemented as a joint venture with the equity participation of the NHPC and Satluj Jal Vidyut Nigam Ltd (SJVNL). The MoEF cleared the project on October 10, 2008. Work for forest clearance is in progress while the completion cost of the project is estimated at Rs 9,211 crore. The project was expected to take 87 months for completion and would come up during the 12th five year plan.

Now Bodos demand a separate state

Guwahati: With growing intolerance and unrest minds among the youths of the country, demand for creating smaller states is growing day by day. Recently Uttar Pradesh Assembly has adopted a resolution to divide the state into four parts namely, Purvanchal, Avadh Pradesh, Paschim Pradesh and Bundelkhand. It is realized that this situation has attained importance because of the regional disparity in growth, discrimination in all rights and privileges and sense of insecurity at the individual and community level. Most of the Indian states are politically insurmountable state of affairs to all fronts especially in respect of political and economic fields. There are imbalances and unmanageable equal distribution of wealth and properties. From the law and order point of view each and every state of the country is facing the problems of unemployment, militancy and insurgency. In the Northeastern region almost all the communities feel the pinch of this disparity.



The Central government is not likely to support creation of more smaller states at present. Economic viability for new states is a vital point to be seen before taking any such decision in this respect. Demand for creation of Telangana and a silent announcement for its creation by the Centre, has enlightened the hopes of getting an identity and justice to other communities. Moreover, Telangana, Rayalaseema, Gorkhaland, Vidarbha, Saurashtra, Mithilanchal, Kamatapur, Greater Nagaland and a few more states are waiting for their turn.

In the Northeastern region movements are spearheaded by student organizations. Movement for creation of a separate state of Bodoland is getting momentum. All Bodo Students Union(ABSU)has taken leading part in the movement. Although the Bodos have got an autonomy in the shape of Bodoland Territorial Council, they feel it is not enough to achieve the goal of development. Twice the agreements were signed in 1993 and 2003, but both the agreements failed to achieve Bodoland on the pretext that the Central government did not have policy to create new states during that period. Irony of the fact, ABSU quotes, was that the nation created three more new states, namely, Jharkhand, Uttarakhand and Chhattisgarh in 2000 and now the case of Telangana is under consideration.

ABSU feels that the smaller states are only answer to the problem of militancy and insurgency. The organization has sent memorandum to the Prime Minister of India, demanding solution to Bodo problems. It has mentioned that Bodo is a distinct tribe in the country with distinct language, culture and tradition. They have the history of independent living since the period of their kings and kingdom in Maibang-Cachar of present North Cachar Hills and undivided district of Darrang, Kamrup, Goalpara and also Cooch-Behar of present Paschim Banga.

The language and cultural conflict between present dominant group of people and Bodos resulted physical confrontation and movement in many times in the past. In 1828, before the Simon Commission the then leaders of the plains tribal, mainly Bodos had demanded for separate electorate to maintain their political entity separately from the dominant ruling group of the people in Assam. Even now, there is cumulative impact of this conflict in the entire social and political life. The successive ruling powers in Assam always fail to treat other languages and culture with equal respect and status. During the first part of the 20th Century the process of cultural alienation of Bodos to Assamese began, but now, every tribal  group of Assam are on the process of alienation to the so-called Assamese. The concept of and spirit of co-existence could not work due to suppressive and oppressive mindset of the ruling clique in the past and at present too.  in the present democratic milieu, which is more possessive than the inclusive. The discrimination and deprivation from the ruling party have pushed all ethnic groups to seek for autonomy for their existence. The political hegemony of ruling community had divided the composite society of the Assam on the line of ethnicity, community and cultural affinity, ABSU has alleged.

The Indian Army is reported to have issued orders asking all its men, officers and other ranks, who had joined social networking sites like Facebook or Orkut earlier to immediately quit them. Those who have not joined such social networking sites have also been directed not to be available in such sites in future.

As per sources, Indian Army had been monitoring their officers if they were posting any pictures of themselves or their units in uniform or their weaponry. However it has now been decided that none of their men would be allowed to join such sites, so that there is no possibility of information leakage.

Strict actions are expected if any violations to this directive are done, sources stated.

Melbourne, Jan 29 (Agencies): Novak Djokovic confirmed his place at the top of men's tennis by outlasting Rafael Nadal in a five-set epic to retain his Australian Open title.

The world number one edged an gripping battle against with the second seed 5-7 6-4 6-2 6-4 6-7 (5-7) 7-5 in five hours 53 minutes to win his fifth Grand Slam.

It was the longest final in Grand Slam history, finishing at 0137 local time.
Djokovic, who also beat the Spaniard in their previous six meetings, has now triumphed at the last three majors.
But this might be the sweetest of the all for so many reasons.

His semi-final against Britain's Andy Murray was played a day later than Nadal's with Roger Federer, and lasted four hours 50 minutes.
The Serbian also fought down from break down in the final set as Nadal did everything he could to reverse the balance on their recent rivalry.

Djokovic fell to the floor after planting the winning forehand, tore his shirt off and celebrated with his team in the stands.
"Rafa is one of best players ever and one of the most respected guys on tour," said Djokovic, who will hold all four Grand Slam trophies if he wins the French Open in June.

"Unfortunately there couldn't be two winners and I hope we have many more matches like this."
Nadal knew he needed to play more aggressively to halt his losing sequence against Djokovic and the plan initially worked as he opened with two service holds and then broke for 3-2.

He was attacking Djokovic with ferocious pace and accuracy and, although the top seed pulled level at 4-4, Nadal upped the ante when it mattered.

A huge off-forehand helped him break for 6-5, and he served out the first set with a roar of delight.
But Djokovic gathered himself to register break points in Nadal's first two service games of the second set, striking for 3-1 with a forehand volley to the baseline.

Djokovic's service statistics were vastly improved and although a rare double-fault made it 5-4, Nadal returned the favour in the following game to level the contest.

The momentum had shifted and Djokovic was unwilling to let go, a poor Nadal forehand putting Djokovic 3-1 ahead in set three.
Djokovic dropped only two points on serve and broke again in game eight with a crushing forehand to lead for the first time.

Tension was palpable in a 88-minute fourth set as the crowd feasted on the latest thrilling encounter between two greats of the sport.
Neither man showed any vulnerability until game eight, when Nadal faced 0-40 but brilliantly saved all three break points to level at 4-4.
He was suddenly buzzing and twice successfully served to stay in the set before overturning a 5-3 deficit to edge the tie-break.

Nadal dropped to his knees with joy and it was he who made the first move in the decider, going 4-2 in front when Djokovic fired long.
However, Nadal then missed a routine backhand at at 30-15 in game seven, throwing the momentum away and helping Djokovic hit back.

The right-hander could not take an opportunity in game nine but made no mistake in game 11 when Djokovic netted a backhand.
He finally brought proceedings to a close by wrong-footing Nadal - but only after saving the 26th break point of the match.

"Congratulations to Novak and his team, they deserve it, they are doing something fantastic," stated Nadal.
"I've had a fantastic two weeks. Thanks to my team for their support - without them it would be impossible for me to be here."

Subject: Justice for raped victim.
Dear Madam,

We, the Hmar Students' Association, Joint Headquarters, Delhi would like to bring to your notice that one of our female member was physically beaten, tortured and raped by one Mr. Anuj Saini on the night of 18th of January, 2012 at Dwarka, Delhi.

The raped victim aged 20 years, Miss Ruth <name changed>, who is a Tribal Christian and working in a Spa company in Gurgaon was offered a lift in a car by the rapist on the night of 18th Janaury, 2012 on her way back to her rented place in Mahipalpur, New Delhi. Instead of dropping her to her place, the rapist Mr. Anuj Saini drove her to an unknown and isolated location somewhere in Bamnoli area of Dwarka Sector 28 and physically abused, tortured and raped her.
After escaping from the rapist, the raped victim returned to her place and an FIR was filed at the Police Station, Dwarka Sector 28, Delhi on 19th January, 2012 against the rapist (FIR No. 11 Dated 19/01/2012) and the case against the rapist registered under IPC 365 and 376 and her statement taken by the concerned Police. The Police, who promised to arrest the rapist after 2 hours of filing of the report, arrested the rapist only after 5 days after the incident.

Considering the seriousness of this case and similar incidents that happened at the National Capital Region (NCR) and the unprecedented racial/gender-based violence meted to the people of North East India living in NCR, we, the Hmar Students' Association, Delhi demands the following to be taken up by your good office at the earliest so that justice be delivered to the victim, who is physically and mentally disturbed by the trauma she went through:

  1. That, the rapist be punished appropriately without fail as per the law of the country.

  2. That, the rapist in the case be further booked under suitable sections of the Scheduled Castes and Tribes (Prevention ofAtrocitiesAct, 1989.

  3. That, the victim be compensated as per the Scheduled Castes and Tribes (Prevention of AtrocitiesAct, 1989 and any other prevailing laws that cover this nature of crime.

  4. That, a special cell headed by an IPS officer from North East India be established within the Delhi Police to pro-actively deal with the issues and problems regularly faced by people from the North East India in NCR.

  5. That, justice be delivered fairly to the raped victim at the earliest.

Guwahati: From guns to roses, life for close to 700 militants from nine separatist groups in Assam turned full circle Tuesday when they laid down arms to join the mainstream in the presence of union Home Minister P Chidambaram.

In one of northeast India's biggest surrender ceremonies in Assam's main city of Guwahati, a total of 676 militants laid down weapons and in return received roses from the Home Minister.

"Leave the past behind and look at the future positively. We assure that each one of you would be treated equally and be able to lead a life of dignity and honour," Chidambaram said.

The nine groups are part of two major ethnic groups - the tribal Kukis in eastern Assam and the Adivasis inhabiting the northern and western parts of Assam.

Among the major groups that surrendered were the Kuki Revolutionary Army, the Hmar People's Convention, the Birsa Commando Force, and the Adivasi Cobra Militant of Assam.



All the nine militant groups are already observing ceasefires with the government, although formal peace talks are yet to begin. Most of these groups were either fighting for secession, or some for greater autonomy.

"We have realised the futility of an armed struggle and decided to join the mainstream with the sincere hope that our grievances could be resolved through negotiations with the government," Javerez Khaka, chairman of the Adivasi Cobra Militant of Assam, told a news agency soon after laying down arms.

Donning camouflage fatigues and bandanas, most of the militants recounted the hard life in the jungles and their acts of violence.

"Life was hard in the jungles and at times we regret when our attacks leads to loss of lives of innocent civilians," a battle hardened Kuki rebel said requesting not to be named.

Assam Chief Minister Tarun Gogoi, senior army, police, and civil officials, were also present at the surrender ceremony.

"This could be the beginning of a new dawn of peace and hope in Assam. Surely today is a historic day for Assam and we hope a few more factions opposed to the peace process also realise the futility of an armed struggle and join the mainstream," the chief minister told the agency.

Barring the anti-talk faction of the outlawed United Liberation Front of Asom (ULFA) led by the elusive commander-in-chief Paresh Baruah, almost all the influential rebel groups in Assam are now either holding talks with the government or in peace mode.

"Now almost all the militant groups operating in Assam have joined the mainstream and just a few factions are only active," Khagen Sharma, chief of the Assam police Special Branch, said.

According to plans, the government would lodge these militants in designated camps until peace accords are signed with the government following formal talks.

Kuki UGs to cast vote

IMPHAL, Jan 23: In a historic move initiated by the Government, cadres of different SoO signatory Kuki underground outfits will be allowed for the first time to practise the universal adult franchise in the coming State Assembly election.

The Govt has made necessary arrangements for the Kuki UG cadres of SoO signatory outfits to cast their votes in the polls, said State Chief Election Commissi-oner (CEO) PC Lawmkunga.

The State Government has issued a notification in this regard on January 21 last, he added.

Different Kuki UG outfits are into a tripartite suspension of operation agreement involving State and Central govts since 2007.

Informing that postal ballots would be issued to 197 cadres, who are valid voters, the CEO added that the arrangement has been made in order to enable the underground cadres to take in the democratic process of the country.

There are 16 designated camps of these UG outfits in Senapati, Chandel and Churachandpur districts, including one camp at 7th Manipur Rifles, Khabeisoi.

One Nodal Officer each with subordinate staff would be deputed at all the 16 camps to assist the cadres in electing their candidates, the CEO said.

He added that all the cadres of SoO signatory outfits must not move out from their respective designated camps on the election day.

Nagaland tense NSCN factional feud intensifies

DIMAPUR, Jan 23: Nagaland continues to be tense with the factional feud between NSCN (Khaplang) and NSCN (Khole-Kitovi) intensifying during the past few days.

The turf war which start-ed in Dimapur in December last year shifted to Zunhe-boto, the hometown of Ki- tovi Zhimomi, the general secretary of NSCN (Khole-Kitovi), and then to Athi- bung where NSCN (Khaplang) over-ran the de-signated camp of its rival faction last week.

In a renewed spate of violence, the two rival NSCN groups clashed at Zunheboto where one ca-dre of the Khole-Kitovi group was critically injured, while in another skirmish in Kohima, an NSCN(K) commander and his son were injured.

In Zunheboto, NSCN (K) cadres reportedly attacked the residence of Kitovi Zhi-momi, Ato Kilonser of NSCN (Khole-Kitovi), at Amiphoto Colony in the wee hours of Sunday and also later in the afternoon. Hokugha, political organi-zer (PO) of the group, hai- ling from Melahumi village in Sumi region was critically injured in the attack.

According to the Khole-Kitovi group, four armed ca- dres of NSCN (K) attacked Hokugha while he was alighting from his vehicle near Shotomi village. He was critically injured in the gunfire.

In another incident at Kohima Saturday evening, the town commander of NSCN (K), ‘SS’ Maj Kive-khu and his son, Tovito, were injured when suspec-ted armed cadres of NSCN (Khole-Kitovi) fired at them near the Community Hall of Forest Colony at around 6:00 pm. The firing continued for nearly 10 minutes. While Tovito sustained injuries on his shoulder, Kive- khu has been admitted to the ICU with stomach injuries.

Sources said Kivekhu’s daughter, who was also in the vehicle, escaped unhar-med.

Security has been beef-ed up across the state to prevent further escalation of factional clashes, police sources said. Police and the Assam Rifles have been pressed into service to prevent movement of armed cadres and to ensure that the Ceasefire Ground Rules are adhered to, sources said. AR personnel are to be deployed near NSCN-designated camps.

Meanwhile, with the increase in inter-factional rivalry in the state resulting in firing and disturbing the peace of populated areas, the IGAR (N) has assured the general populace that security forces would be deployed around the designated camps of the two fac- tions to deter unauthorized movement of armed cadres to and from the camps.

A press release issued by IGAR (N) said the security forces would carry out spot-checking in the region to protect innocent civilians. The aim of the security forces is to defer the unauthorized move of armed ca- dres from the designated camps, the release said. The IGAR (N) sought the cooperation of the common peo- ple and also appealed to all NGOs, civil societies, Naga Hohos and the Church to ensure that good sense prevails among the Nagas.

A North East India Delegation Met National Commission for Women , Memorandum Submitted with Six Point Demands

New Delhi, January 23, 2012: After a delegation led by North East Support Centre & Helpline team to National Commission Women and Joint Commission Police (Southern Delhi Range, Mr. Amulya Patnaik, the Delhi police has arrested the rapist of Manipur girl this evening after five days. The suspected rapist's name is Anuj Saini as printed in the Bank ATM card recovered from the spot where rape took place.

The delegation was led by Mrs. Jarjum Ete - General Secretary of National Alliance for Women, Ms June Rose Vaiphei - member of Manipur State Commission for Women and General Secretary of Manipur Pradesh Mahila Congress Committee, and North East Support Centre & Helpline's Spokesperson Mr. Madhu Chandra and Secretary Rev. Ambika Hongsha.

The 20-years-old Manipur girl was raped by the man who came in a car and offered lift from Gurgaon to Mahipalpur while she was waiting for public bus at around 8.45. The man forcefully drove to an isolated area in Dwarka sector 20 and raped her inside car. The man attempted to murder her after rape. The matter was reported to Dwarka Sector 23 police station and a Bank ATM card belonging to the man who committed the crime was discovered by Delhi police from the spot.

The North East Support Centre & Helpline has sought help from National Commission Women. The delegation has also submitted memorandums to National Commission for Scheduled Tribes, National Commission for Minorities copies to Manipur State Women Commission, Delhi Commission of Police and Director General Police of Manipur. Madam,

We are writing to you with deep distress about the plight of tribal women, especially those from the North Eastern States who are living and working in National Capital Region and Delhi. Thousands of educated girls from North East India, who had come to work in Call Centres and IT sectors in these cities, are facing racial discrimination and sexual assault. They live in small groups, and are often alone, which becomes a soft target for harassment in their residence and workplace. The North East Support Centre & Helpline was founded in New Delhi six years ago by concerned groups to assist such girls who are in distress and in danger of physical and psychological harm.

We seek your urgent attention on the recent shocking incident of a Gurgaon based Spa Centre employee, a 20-years-old girl, Ms. Sonia (name changed) from District Churachandpur, Manipur, who is a member of Christian community. She was offered lift by an unknown person from Gurgaon, pretext
to drop her at Mahilapalpur at around 8.45 PM on January 18, 2012. Instead of taking her to Mahipalpur road, she was taken forcefully toward as isolated area in Dwarka sector 20 and raped her in the vehicle. The culprit attempted to kill her after rape. This is not the first incident nor will be last when such incidents are continuously ignored and left without proper investigation.

Considering this case and the similar incidents happened at Daula Kuan in 2005 and 2010 and Murnika in 2009 and the unprecedented racial/gender-based violence meted to the people of North East India living in Delhi, we the delegation and the North East Support Centre & Helpline sees the need that serious and concrete steps should be taken up by the law enforcing agencies. Therefore, we the undersigned and the North East Support Centre & Helpline seek help from your office to ensure the following demands:

1. Dwarka Sector 23 Police officials claimed that they have recovered bank ATM card belong to the rapist from the spot. They have also claimed that they have identified the culprit within two hours of the case was reported. This message was communicated to fact finding team of North East Support Centre & Helpline. It is five days passed that the law enforcing agency has failed to nab the culprit in spite of the fact that they have identified the culprit.

2. We, the delegation and the North East Support Centre & Helpline which has been helping the victims of sexual violence and racial discrimination from North East India, seriously doubt over the inability of
the Delhi police to nab the culprit till today.

3. The Spa centre at Gurgaon where Ms Sonia was working must be booked for failing to follow 9 point safety guidelines provided by the Delhi Police.

4. Ms Sonia belongs to a tribal community of Mizoram and therefore, the culprits should be booked under suitable sections of IPC and SC/ST Atrocity Prevention Act 1995.

5. The victim, Ms Sonia should be compensated as per SC/ST Atrocity Prevention Act or any other prevailing law that cover this nature of crime.

6. Numbers of FIR are registered in various Police stations in Delhi and NCR and they are not taken up to give justice victims of sexual violence and racial discrimination from North East India. We, the delegation and the North East Support Centre & Helpline request your office to take up with the Delhi and the NCR police to produce a white paper on how the cases are taken up.

12 NE ultra outfits give boycott call

GUWAHATI, Jan 21 – Twelve militant outfits of the North East region have given a call to the people to boycott the Republic Day celebrations as a mark of “resistance against Indian occupation of the region.”

The militant outfits have also called upon the people to observe general shut down from 1 am to 5.30 pm on January 26. The release said that during the hours, all trade and commercial activities, all forms of public entertainment and all forms of public and private transportation should not operate in the region. However, emergency services, essential services, media and religious activities have been exempted from the strike.

The joint statement said that the Republic Day celebration legitimizes the colonialoppression of the North East region by India. As the people of the North East are not Indians, there is no reason for celebration of the Republic Day. “We have every right andreason to fight against and overthrow the Indian colonial regime to regain our lost sovereignty and independence,” the statement added.

The statement further said that a spontaneous boycott of the Republic day would force India to realize the truth and withdraw itself from the North East.

The joint statement has been issued by the hard line faction of the United Liberation Front of Asom (ULFA), Coordination Committee of Manipur’s seven parties (CorCom), HNLC of Meghalaya, Kamatapur Liberation Organization (KLO), National Liberation Front of Twipra (NLFT) and Tripura People’s Democratic Front (TPDF).

The statement also proved that the Manipur based militant groups have joined hands to form a coordination committee and efforts are also on by the militant groups of the NorthEast to come into a common platform. In the joint statement, the militant groups also made it clear that united struggle is the key to their success. They further said that they would unite to overthrow the Indian colonial rule.

North East Girls Become Easy Target and Panic spread across Delhi and NCR


New Delhi, January 2, 2012 (midnight)

The Delhi Police failed to nab the rapist of the 20-years-old girl from Manipur after claiming the identified of the culprit. The delay tactic will allow the culprit to come up with a well cooked idea to escape from being arrested. The North East girls living in Delhi and NCR are panic after failure to provide safety.

The Delhi Police found a bank ATM card belonging to the rapist from the spot and claimed that they have identified him and gave assurance to North East Support Centre & Helpline team to arrest the culprit within two hour after lodging the complaint. It has been more than 48 hours and the Delhi police is not able to nab the culprit.

Having seen the inability of the Delhi police to nab the culprit, the North East Support Centre & Helpline is worried. The Helpline has been taking update on Delhi police action on the case through reliable sources.

A delegation will submit a memorandum to the National Commission for Women to take up the case. The delegation will demand the followings:

1. The FIR No 11/2012 registered at the Dwarka Sector 23 Police station against the rape case must include the SC/ST Prevention of Atrocity Act 1995. The victim belongs to a tribal community.

2. Delhi Police to take action on the Spa Company where the victim was working for failure to follow the Delhi Police’s 9 Points Safety Guidelines for Night Working women to BPO companies.

3. The victim should be given justice as per SC/ST POA 1995.

North East Support Centre & Helpline once again appeal to Delhi police to be alert as promise after the issue was raised at national level on safety concern about working women. BPO companies must be ensured to follow strictly the Delhi Police 9 Points Guide Lines. Defaulter must be prosecuted according to the law.

The girl was raped by a man who offered a lift from Gurgaon to Mahipalpur and took to isolated place at Dwarka sector 20 and committed the crime. The culprit attempted to murder her after raping repeatedly.

Victim hailed from Churachandpur district in Manipur. She came to Delhi in 2010 and working in a spa centre at Gurgaon for last few months.

78 lakh trees to be chhoped down for Tipaimukh Dam

Guwahati, Jan. 19: Seventy-eight lakh trees will be chopped as part of the forest clearance process for the 1,500MW Tipaimukh hydroelectric project in Manipur, an exercise that Prime Minister Manmohan Singh says will be taken up for “national interest”.


The project, which has been in the eye of controversies following opposition from Bangladesh, has received support from the Centre, which has promised not to take any steps that would adversely affect the neighbouring country.


The project near the Manipur-Mizoram border, 500 metres downstream of the confluence of river Barak and the Tuivai in Churachandpur district of Manipur, received environmental clearance in 2008.


Alarmed by the diversion of a very large area of forest land and felling of more than 78 lakh trees, the forest advisory committee, under the ministry of environment and forests, has recommended that a sub-committee, along with domain experts in the field of ecology, wildlife, hydrology and others, visit the project site to make an on-the-spot assessment of impacts.


The committee, which met on January 11-12 in New Delhi, also recommended that the sub-committee may suggest appropriate measures on further reduction in dam height to minimise forest land requirement.


The committee said the forest land proposed for diversion contains 78,16,931 trees and 27,000 bamboo columns.


Principal chief conservator of forests, Manipur, has been quoted in the report as saying “no compensatory measure would help in mitigating the loss caused by felling of such large number of trees as also the diverse impact on the habitat, flora, fauna, bio-diversity and environment, unless additional non-forest areas in affected districts or adjoining districts are taken up for compensatory afforestation”.


The per megawatt requirement of forest land at 16.22 hectares is also substantially high, the committee said.


Manipur had initially submitted a proposal to obtain approval of the Centre under the Forest (Conservation) Act, 1980, for diversion of 20,464 hectares of forest land, which was later revised to 25,822.14 hectares.


Later, according to the consideration of recommendations made by the northeastern regional office of the ministry of environment and forests, the area of forest land proposed for diversion was further revised to 22,777.50 hectares.


Mizoram also sent a proposal for diversion of 1551.60 hectares of forest land, which is being processed separately.


The total diversion is 24,329 hectares of forest land, of which 22,777.50 hectares is in Manipur and 1551.60 hectares is in Mizoram.


The project is being executed as a joint venture of the NHPC (69 per cent), Satluj Jal Vidyut Nigam Limited (26 per cent) and the Manipur government (5 per cent). It was initially proposed to be executed by the North Eastern Electric Power Corporation Limited.


The Tipaimukh project is expected to take 87 months for completion and will come up during the 12th Five Year Plan. The total cost of the project is estimated at Rs 9,211 crore at September 2008 price level.


Many project proponents, including government departments have been urging the Centre to expedite the process of granting environment and forest clearances as otherwise the projects were getting delayed.


Though the environmental clearance given in 2008 had said downstream impacts of the project in Assam should be studied because of construction of the dam, sources said nothing had been done till now.


The clearance letter had also said since the Tipaimukh project involved large submergence, a comprehensive study of the possible greenhouse emissions from the project should be carried out.


Sources, however, said this also had not been done. “How shall we kill ourselves in an age of climate change...let us count the ways. Instead of investing money in enhancing efficiency and making existing hydroelectric power projects deliver on failed promises, myopic planners in the Prime Minister’s Office and Planning Commission are laying out a silken trap for the Indian people...promising power and delivering a slow death from ecological instability instead,” wildlife expert Bittu Sahgal told The Telegraph.


“This is going to be an ecological disaster. There is great impact in the upstream area and one can very well imagine what may happen downstream, which has still not been studied,” Firoz Ahmed, wildlife conservationist from Assam, said.


“This will be transformed into a desert. This is an exceptionally rich biodiverse area,” R.K. Ranjan Singh, an environmentalist and adviser to the Manipur-based NGO Citizens’ Concern for Dams and Development, said.


“No project in the country, howsoever necessary, should be cleared by any authority if it involves large-scale cutting of trees. Such action is a disaster for the future of a nation and the country requires a strict land use policy urgently,” Valmik Thapar, eminent wildlife conservationist, said.

IMPHAL, Jan 19 : Thangneikim Fimate, wife of Trinamool Congress candidate in Tipaimukh AC Dr Larlukhum Fimate was apprehended by troops of 22 Assam Rifles along with Rs 10,27,450 from Patbung near Jiri at about 10.30 pm yesterday.

Notably, Dr L Fimate was former Director of RIMS and his wife was allegedly taking the money to distribute it to voters.

It is reported that Thangneikim Fimate and the seized money have been handed over to Jiribam police station. This is the third such seizure of huge amount of money ahead of the upcoming election.

On January 17, a Flying Squad team of Income Tax Department seized Rs 36,50,000 lakhs from the Thangal Bazar residence of one SK Jain during the course of an operation.

Citizens Uniting for Change (CU4Change)


One undeniable fact stands out when Churachandpur is looked at through the lens of governance, development and policy: the dismal lack of it. In fact, this is a no-brainer, shocking to none and not appealing to most to make some change. Decades old experience of RULING, and not GOVERNING, in a ‘hijacked democracy’ ‘blockaded’ our voices and make us accustomed to our condition or fate. Worst of all, it emits a strong cynical vibes forcing us to believe that it’s abnormal to swim against the tide. Thanlon, Singngat or Tipaimukh, all have the same-sad-old story to tell. We relentlessly play blame games which only yield impotent effect. We all are baffled as to whether cribbing should be our last resort or first and dare not think beyond. We can definitely do better than just make our lips do all the talking. All this while our so-called representatives and their political clowns remain aloft in a parallel universe completely cut out from the agonies of reality.

Why are things the way they are? We never give a try to bring about change is one thing. Digging deeper, is it because we are afraid of failure? Or is it that we expect someone else to stand up because we do not garner enough courage to succeed or get the required support? We can escape out of the mess we are stuck in on a condition that WE (You and I) join hands together in solidarity. And this is where a BOLD initiative called Citizens Uniting for Change (CU4CHANGE) comes in.

CU4CHANGE is an independent, non-partisan, non-communal district-wide Facebook based initiative solely devoted as a platform for concern people from every community in Churachandpur to unite and fight for common issues that matters most to us. It is a platform for US (You & Me), the ‘repressed majority’ from every walks of life to amplify our voices, a platform where WE ACT in cohesion to Talk The Talk and Walk The Walk.

Two Bold Objectives:

  • To ensure a free and fair assembly election 2012 and foster a healthy post election environment in Churachandpur District through mobilization and raising political consciousness among the public for an informed decision and responsibility

  • To hold elected representatives & political parties accountable to ALL the people they represent by engaging with them in a post-poll dialogue for effective governance, public transparency and deliver people’s mandate


Nothing will change unless we attempt what looks like next-to-impossible. This is a bold initiative because it is WE, the common public making change. This is a bold idea because it relies primarily on the power of social networks and online interactions. It is a bold idea also because this is about ALL community encompassing all over the district. Most of all, this is a bold idea because it calls for solidarity among all community living within and outside the district, an endeavor that will easily excite skeptics to forecast our doom or frailty of a collective effort.

  1. This is not about which candidates/political parties/manifestoes is evil or the best. It is about WE The People and OUR common issues that impact Us.

  2. This is not a tribe-based or a constituency-based initiative. This is an issue-based initiative of like-minded individuals for the whole district

  3. This is not about political class talking TO the people about their agenda. It is about all key stakeholders in the district involved in planning and sharing WITH each other about our pending needs.

  4. This is not a movement funded by an institution: government or an organization. It is a movement spearheaded, supported and fuelled by the people.


Many ways you can be part of this bold initiative:

1.      Be The Change You Want to See: (for those residing in the district):

i.  Come out and vote for a candidate that you feel will best represent you.

ii. Not accepting ‘Cash for Vote’, refraining from casting other than yours, not resorting to violence and uphold democracy for a just election

iii. Attend the 1st offline meeting and volunteer as a Core Group or Sub Committee member (if you are between 18-30 years)

iv.   Nominate a friend (18-30 yrs) who you feel will be committed as a core group/sub-committee member

v.   Invite friends to the offline meeting on Saturday (23rd Jan, Monday@11:30 AM at Lamka Public Ground)

vi.  Volunteer to conduct a small group meeting (alone or with a couple of friends) in your community/locality (material will be provided) and share the photo on our page

vii. Participate in all or at least one of the offline activities and spread the message to friends who do not have a facebook profile.

III. If you are an artist/music group, volunteer to perform on the mobile awareness concert at one or all locations of your choice

IV. If you feel like something important and realistic is missing or some areas excessively overstressed, feel free to share. We don’t deny imperfections.

5. Empower: Pray for the success of the initiative. Support the cause by donating in cash or in-kind (details on donations after approval of action plan & budget by Core Group)

CU4CHANGE is not the best of ideas and strategies to bring about some change. We may stumble. We may falter. But one thing is certain: it is the only movement we have so far that defy odds and obstacles that comes our way. If 6 people and their avid clowns are prepared to RULE over us for 5 full years, the remaining majority can do something to make sure that they deliver their ‘noble’ promises. We may not win the battle but we can never lose the war. For, this movement can be a catalyst to unleashing the Gandhi or the Che Guevera in many souls. If at all we paused, these young souls will someday take off from where we left; better, braver, stronger and wiser to awaken the 2.71 lakhs strong district population who are induced to sleep and disabled to stand up for themselves by the impact of decades old ‘camouflaged dictatorship’. Change is painful but rewarding. Change isn’t easy but not IMPOSSIBLE. And Change, my friend, “begins with YOU”.

A Girl from Manipur Raped in Delhi

New Delhi, January 19, 2012: A 20-years-old girl from Manipur was raped last night. Complaint lodged, no action taken by people to arrest the culprit.

North East Support Centre sent a fact finding team after the matter was reported to its office. According to fact finding team, the incident happened between 10 and 11 last night. She was waiting for public transport after she finished her office work at around 8.45 PM at Gurgaon. A man offered her lift to her resident in Mahipalpur. Instead of taking her to Mahipalpur road, the man forcefully took toward Dwarka. She screamed inside the car but man took her to an isolated area in Dwarka sector 20, beaten her, bite on face and raped her repeatedly.  She was left in the place the man run away. She remained unconscious till 11 PM and called her friends and her friends rushed to the spot and found her laying in cold, wounded.

The matter was reported to Dwarka Sector 23 Police early morning today, complaint lodged, not converted in FIR. The Debit Card of the rapist was found from the place, where crime took place. Police informed the victim and her friends that the rapist will be arrested within two minutes. Unfortunately, FIR is not registered and no action to nab the culprit taken by the concern police station until filing of this report.

The crime against women, particularly North East Indian girls and women is not controlled. North East Support Centre & Helpline appeals to Delhi Police Commissioner to take action against police officers responsible for delay in taking action to nab the culprit.

Victim hailed from Churachandpur district in Manipur. She came to Delhi in 2010 and working in a spa centre at Gurgaon.
