NCHISF leaders held for extortion charges

SILCHAR: Police on Tuesday arrested two North Cachar Hills Indigenous Students' Forum (NCHISF) leaders on the charge of carrying out extortion in Dima Hasao district on Tuesday. They were accused of serving "demand notes" to a number of government departments in the hill district.

Acting on the basis of complaints filed by officials of several government departments and cases filed by police, a team of security forces, led by additional superintendent of police (Dima Hasao) Surjit Singh Panisar, raided the houses of NCHISF president L Lima Kevom and general secretary Seimingthang Thangew in Haflong and arrested them around 4 am.

A police officer in Haflong, the headquarters of Dima Hasao district, said the two student leaders were being interrogated in the Haflong police station.

The officer added that the NCHISF leaders were accused of slapping demand notes on the offices of various government departments.

In their demand notes, Kevom and Thangew had sought amounts ranging between Rs 10,000 and Rs 20,000 "to carry on their agitation for the bifurcation of Dima Hasao district". The NCHISF leaders urged the government departments "to hand over the amounts within July 31.

Following the receiving of the demand notes, officials of the government departments including DDK, Haflong, fisheries, PHE brought the matter to the notice of the police. On basis of the complaints police registered a case against the student leaders.

NCHISF and some other tribal organizations have been agitating for past more than one year in the form of bandhs, rallies, dharna, rail and road blockade seeking bifurcation of Dima Hasao district between the Dimasas and the non-Dimasa tribal communities.

NCHISF demands that Dimasa-dominated Maibang sub-division should be made a separate district as Dima Hasao, and there should be another district comprising of Haflong sub-division and it should be known as North Cachar Hills. The demand was raised after Assam government on April 1 last year changed the name of NC Hills to Dima Hasao against the will of the non-Dimasa tribal communities living in the district.

WHO CAN APPLY


For M.Phil/Ph.D. Programme: Candidates with at least 55% marks or with minimum of ‘B’ grade (CGPA) in the 7-point UGC Scale at the  Master’s Degree level or equivalent will be eligible for admission to M.Phil/Ph.D. Programme in the same or cognate subject. However, in cases of candidates belonging to ST/SC categories, the minimum percentage/CGPA may be relaxed to the extent provided by Government of India policy on such matters. Further, subject to availability of vacancies, candidates from disciplines/subjects other than those dealt by the concerned Departments/Centres may be admitted, provided they belong to cognate subjects and/or expertise in such subjects are available in the department/centre. 

For Diploma/Certificate Course :  P.G. Diploma in Statistics: Any one who has passed the B.A/B.Sc./B.Com. examination of this University or any other University with Mathematics as a subject at + 2 level.
P.G. Despite its repeated demarches and expressions of its seriousness for the “Hmar–Government of Mizoram Talks” to find a political solution to the Hmar issues in Mizoram, the Government of Mizoram has severely failed to uphold its commitment as it has not taken any perceptible step (a) to extend the Suspension of Operation (SoO) agreement and (b) to convey the date and venue for the talks as requested in writing by the HPC(D). While maintaining a stony silence on the official communique, some local, regional and as well as national newspapers, however, carried baseless and irresponsible statements from responsible authorities which were not only propagandistic but contained no element of truth.


The wayward attitude of the Government of Mizoram has given the impression that it is keener in derailing the peace process than opening honourable democratic platform to work out a solution to the legitimate demands of the Hmar people as enshrined in the Constitution. This attitude is in complete contrast with the stand of the HPC(D) which strongly believes in securing the constitutional rights of the Hmars in Mizoram and is committed to do the same by all means. The HPC(D) hereby reiterates that it will never allow anyone to extinguish or compromise the political aspirations of the Hmar people.

In the absence of any proactive interests on the part of the Government of Mizoram in extending the SoO period as well as in the progress of the “Hmar-Government of Mizoram Talks”, the HPC(D), hereby, declares that the “Suspension of Operation” between the Government of Mizoram and the HPC(D) has no longer existed.

If, however, the Government of Mizoram, realizing the need to uphold its constitutional responsibility, is willing to renew its commitment for talks, the HPC(D) stands to its commitment in finding a peaceful solution and will not stand on the way to the extension and redefining of the period of SoO. The HPC(D) wants people to know that while preparation for talks has been going on, talks have yet to start and the ball is in the court of the Government of Mizoram.

The deplorable plights of the Hmar people in Mizoram will remain the legitimate concern of the HPC(D). The blank accord of 1994 is deceptive and some of the provisions are outside the jurisdiction of the Indian Constitution. The Accord is an insult to the Government of Mizoram as well as the affected people. The Government of Mizoram should immediately stop inflicting injustices through this sham accord. The 1994 Accord cannot define or fulfill the political aspirations of the Hmar people. That blank accord should be declared null and void.

The HPC(D) will not stand silent in the face of (a) institutional injustices ceaselessly unleashed to murder Hmar culture, language and literature; (b) exploitation by people in power that marginalized their land, rivers and natural resources and deprived them of everything basic to their lives and existence; (c) sinister designs to displace them from their ancestral land by damming their rivers and submerging their ancestral homes with offers of dirty compensation for their extinction; and (d) any attempt to wipe them off from the face of the earth.

The collective leadership of the Sinlung Hills Development Council (SHDC) have resigned from March 4, 2011 in protest against the role of Mizoram Government (a) in forcing them to function as an interim Council for 15 long years (b) in exploiting the Council to create division among the Hmar people and (c) and for its failure to implement the provisions of the 1994 Accord, which, inter alia, provides for upgradation of the status of the Council to that of Autonomous District Council. It is a sad commentary that the Government of Mizoram has, knowingly and willfully, allowed itself to be a party to discriminate and exploit the Hmar people. Enough is enough. The Government of Mizoram should immediately stop using SHDC to blind and brand the Hmar people with all its manufactured negatives.

The HPC(D) desires that no member of the Hmar tribe, or anyone, in any capacity, should, hereon, quest for the chair of the SHDC. Any individual or group(s) not heeding the wishes of HPC(D) shall be responsible for the damage and consequences that their misdeeds will cause to their own people and to themselves. It is time to learn to denounce the grave insult slung on the face of the people in SHDC.

Despite the interplay of narrow and myopic interests in the run up of the talks, the HPC(D) firmly upholds the need for a democratic resolution to the Hmar political issues in Mizoram. At this critical juncture, the HPC(D) expects that, in the interest of the people of Mizoram in general and the people of SHDC in particular, the Government of Mizoram ought to bear its moral and political responsibilities to resolve the Hmar issues in Mizoram once and for all.

Two arrested in Mizoram girls' trafficking case

AIZAWAL(TNN): A Mizoram Police team led by Joseph Lalchhuana, SP, CID (crime) rescued two Mizoram girls who were being forced into prostitution inMumbai and also arrested two accused in the case, the police said on Wednesday. TOI had reported the rescue of one of these girls on June 21, Tuesday.

Police said, we were trying to rescue four girls, but the whereabouts of two of them are still not known. The two accused who were arrested also claimed, they do not know about the other two girls.

Police said one of the girls hailed from Mizoram-Assam border town of Vairengte and the other three from southern Mizoram's Lunglei district. All four were lured into going to Mumbai by a Mizo girl who called herself Zodingliani (27) and her non-tribal accomplice, Shodit Hasta Thapa (28). The duo promised the girls jobs in massage and beauty parlours; the four girls were brought to Mumbai in the last part of April this year.

Once they reached there, the girls realized they had been duped. Instead of getting them jobs at parlours, Zodingliani sold them as commercial sex workers, police said, adding the matter came to their notice after one of the victims managed to communicate her situation to her parents who, in turn, sought help from the authorities.

A criminal case was registered in the Vairengte police station and the state government, acknowledging the urgency of the situation, constituted a four-member rescue team led by Joseph Lalchhuana, who reached Mumbai on June 19 and launched a search operation in the city.

Two girls, the one from Vairengte and one of the three from Lunglei, were rescued from Jung Santacruz area in Mumbai the next day (June 20) at around 11:30pm. The police team also arrested Zodingliani and her accomplice, Thapa, in Mumbai the same night.

The police team, along with the rescued girls and the two accused persons, will arrive at Mizoram's Lengpui airport on Thursday, a senior police officer said.

This is the second time Mizo girls were rescued from the clutches of flesh traders by the state police outside the state, the first time being the rescue of two Mizo girls from Goa last year.

Jeje and Dika: Tom & Jerry of Indian Football

“Sir, Please may I come in,” someone politely asks from behind the half-shut door. It’s Jeje Lalpeklua standing on the other side. He hands over a Pen-drive. “Could I have the Match Recording and the pictures? Please, if you can give it to me.” His humility is bound to strike you.

A couple of hours later when you knock at his room, Jeje, Lalrindika Ralte and Lalrozama stayed engrossed in the Video Recording of India’s Pre-Olympic first-leg match against Qatar. Some animated discussions in local Mizo dialect go on; I prefer watching from the stands. And after the final whistle, it’s just silence.


I rewind back to Jeje’s goal. “I should have scored another. I should have converted my second chance,” stays his apology. You begin to ponder. Here you are, lauding him for his strike in an away-match and he apologises for not scoring another!

“That’s Jeje Lalpeklua. He’s never satisfied. He always wants more,” Dika adds. Lalrozama follows: “That’s’ why he is already a star — the next Bhaichung Bhutia.”

Jeje interferes. “I have miles to go. Don’t compare Bhaichung with me. He is a Great Player. But I haven’t been able to speak to him as yet. He is my idol.”

Coach Desmond Bulpin adds: “I don’t believe in comparisons. All I can tell you, this kid is a special one. We need to take care of him.”
The bonding between Dika and Jeje goes back to their childhood as both hail from Hnahthial in Mizoram, almost a five-hour drive from Aizawl. Together they make quite a pair. They are lovable; at times they are naughty but are inseparable. All call them the ‘Tom and Jerry.’

Ask them as to who’s Tom and who’s Jerry, you won’t find an answer. All they do is smile, look at each other and smile again.

“The off-field bonding helps,” Jeje informs. “He’s a midfielder, I’m a striker. Our understanding reflects on the field.” Dika goes on: “Even with my head down, I know where’s he on the field. We connect to each other well.”

“You can attribute it to our society. We love to stay together. We make friends easily,” Rozama completes the triangle.
Back in Mizoram, the boys enjoy a huge fan following, especially among the girls. Jeje smiles hesitantly. “That’s his sex-appeal,” Dika winks.

Jeje blushed and went after Dika – I remember ‘Tom and Jerry.’

“Everyday Dika speaks about a new ex-girlfriend,” Jeje puts Dika on the wrong foot. On a serious note, he puts it straight: “We stay in the Camp for most of the year. We go back only for a fortnight. Won’t our girlfriends curse us?” You stay stumped.

“Back home in Mizoram, football stays the sole sport. People were happy over India’s triumph in the Cricket World Cup. But next day, all went to the football match,” Lalrozama switches flanks. “The support from the Government has helped us to have an artificial turf in Mizoram.”

The three Indian Arrows boys have set their eyes abroad. Jeje has already signed up with an agent; the other two are supposed to do it soon. “It’s hard to get a Work-Permit in Europe. I’m keeping my options open,” Jeje expresses.

The trio goes numb for a moment. They try reflecting on their chances of playing abroad. “We need to have more agents,” Raju Gaikwad’s voice echoed in Jeje’s.

Is the 2022 World Cup a realistic dream? “Why not?” Jeje comes back to life. “We all would love to be a part of that team. Even if we can’t, let the others take us there. It ought to happen someday.”

Dika, by then had started replaying the Recording of the Match. Jeje and Lalrozama asked me to join in. They speak in their local Mizo dialect, I understand little. All I understand is that they speak football. Isn’t that the priority?

Cops free Aizawl girl from sex trade racket in Mumbai

AIZAWL: A Mizo girl, who was forced into flesh trade after being promised a job, has been rescued by Mizoram Police in Mumbai.

The girl was promised a job with a handsome salary by a person whose identity is yet to be ascertained, police said. "She called her parents in Aizawl as soon as she escaped. They in turn notified CID officials of Mizoram Police," an officer said.

After getting the news, the officials rushed to Mumbai and took the girl in their custody on Monday. The person, who took the girl to Mumbai, is suspected to be involved in a flesh trade racket for quite some time. Efforts are on to arrest him.

Last year, two girls were brought to Goa from Mizoram with promises that they would work as beauticians. But when they reached there, they were asked to have sex with their customers and were beaten up when they refused to comply. They were rescued by a Mizo boy working in Goa who contacted a journalist in Aizawl. Later, police, in coordination with NGOs, brought them back.

Scarcity of jobs in the state is compelling many boys and girls to look for work outside. While doing so, they become easy target of flesh trade racketeers. This has forced the state government to set up an anti-human trafficking squad recently.

Cases of human trafficking have been on the rise in Mizoram of late. "t is suspected that several such incidents might have gone unreported. Many victims failed to report the crime while in many cases the victims and the perpetrators of the crime reached agreements and compromises," said Joseph Lalchhuana, SP, CID (Crime) recently.

Jimmy Laltlanmawia, programme coordinator of Aizawl-based Community Health Action Network (Chan), the salvation Army-sponsored NGO, said Chan began its campaign against human trafficking from 2005 when the awareness about crime was extremely low among people of Mizoram. The awareness level about the issue has now increased, he said.

In September last year, police had arrested a Mizo man, Vanlalruati, the main contact person of a Goa-based beauty parlour owner, who allegedly trafficked girls from Mizoram to Goa for sexual exploitation.

Vanlalruati alias Vli Ramhlun, had hired the three Mizo girls, including a minor, to work in the beauty parlour at Porvorim, where they were forced to do sex work.

In their complaint to Mizoram police, relatives of the trafficked girls revealed that Vanlalruati had hired the girls to work in the beauty parlour and they were brought to Goa by one Alex of Manipur.
