Italian Mag names Ghy Archbishop who led the peace initiative during Hmar-Dimasa conflict for Nobel Peace Prize

Chennai, May. 31. A popular Italian magazine has published a four page lead story in its June 2011 issue entitled: ``A Bishop for Nobel Prize`` naming Archbishop Thomas Menamparampil of Guwahati for the prestigious peace prize.

``Il Bollettino Salesiano`` established in 1877 has wide circulation all over Italy. Archbishop of Guwahati for almost 20 years, Menamparampil was  earlier 11 years bishop of Dibrugarh.

Church people negotiating peace in a conflict situation may not be considered a ``politically correct act,`` especially when a Catholic archbishop takes the initiative. But when the Church leaders and eminent citizens from the warring factions join him in the conflict resolution process ``it is making the Word of God come alive in the lives of people,`` says Salesian Archbishop Menamparampil.

Last 15 years, the archbishop who will be 75 years old next October, has successfully led seven major peace initiatives. The Joint Peace Team (JPT) of Northeast India under his leadership intervened in the following conflicts: Bodo-Adivasi (1996), Kuki-Paite (1998), Dimasa-Hmar (2003) and Karbi-Kuki (2003), Dimasa-Karbi (2004), Bodo-Muslim at Udalguri (2010) and Rabha-Garo (2011).

It all started with a missionary Sister visiting relief camps where over 250,000 took shelter following conflict between Bodos and Adivasis-Santals in 1996.

``Most of the children are sick and all of them will die,`` she reported.

``These words hit me hard and roused me from my sense of helplessness before a massive problem,`` the soft spoken archbishop recalls.

Over 500 people died, hundreds of houses torched, and people rotted in 42 camps.

``I began by bringing into the field persons with little competence for offering relief, but a lot of good will: seminarians, candidates, novices. I kept informing the public what we were trying to do. Learning of our work, people came: nurses, doctors, university students and volunteers from all over India. We joined hands with the other Churches and sought help of non-governmental agencies.``

Over 400 volunteers worked in turn for half a year bringing relief to people in the camps.

Even the Chief Minister of Assam visited the camps and praised the work. That is how JPT came into existence bringing together sober, moderate, far-sighted local people. When they make an appeal for peace, everyone listens.

The 75 year old archbishop is not discouraged by heartbreaking moments in peace making in spite of much fatigue and enormous effort, sometimes ending in total failure.

He recalls a flicker of hope when a Muslim group said, ``we came only because Archbishop Thomas invited us to this peace meeting,`` or when some Presbyterian or Baptist friends quote from his writings on peace saying, ``as `our` Archbishop suggests.``

In recent years, JPT ventured beyond peace initiatives making a drive for a `corruption-free society`. Archbishop Menamparampil`s 78-page booklet entitled Probity in Public Life was used as a reference when ecumenical Church leaders in Mizoram passed norms for a corruption-free election recently.

The dramatic change of guard in that northeastern state owes much to this call for probity in public life. Archbishop adds, ``youth groups like Bodo Students` Union ask me to give talks on Peace and ``Ethical Awakening.`` They read my articles and booklets. Possibly Assam Students` Union will be next.``

Besides being a special invitee to the Synod of Bishops for Asia and on the Word of God, Menamparampil is currently president of northeast India bishops` conference; national chairman of Bishops commission for Education & Culture; and chairman of the Federation of Asian Bishops Conference commission for Evangelization.

A member of several Vatican Commissions archbishop Menamparampil is a recipient of the prestigious Mumbai based Maschio Humanitarian Award 1998.

The result of Higher Secondary Examination  2011  conducted by Council of Higher Secondary Education, Manipur was declared on 29/05/2011 at 7 pm.

A total of 17014 candidates out of a total of 22483 who appeared in the examination passed the Class XII examination accounting for 75.67 pass percentage. This is slightly lower than the 76.47 pass percentage recorded in 2010, but is much better than off than the results of 2007, 2008 and 2009, where the pass percentage was respectively 56.66, 65.70 and 67.54.

Interestingly, this year results sees many tribal candidates in the Top 20s in all the streams.

Bomb blast in Manipur, 3 injured

IMPHAL, May 28 : Coinci-ding with the controversial visit of Nagaland Chief Minister Neiphiu Rio to Se-napati, a powerful car bomb blast ripped through the Autonomous District Council office at Khuman Lampak at about 9.45 this morning.



Three people including two girls were injured in the blast, one critically.

The injured victims have been identified as Boinu Singson (45) w/o Lalboi Singson, Boinu’s daughters Lucy Singson (17) and Nichin Singson (10).

Boinu sustained injuries on the right side of the head while Lucy sustained minor injuries on the back.

Nichin was hit by shrap-nels on the back near the waist. She is undergoing treatment in critical condition at JNIMS.

The car (Maruti 800) fitted with the bomb has been totally devastated except for its engine. It was found blown to pieces near the compound wall of the ADC office complex. The explosion also created a huge hole on the ground.  Walls made by GI sheets of the houses built near the ADC office were also totally ripped apart.

The entrance gate of the office was also broken by the impact of the blast.

Small parts of the bomb-fitted car and gravels thrown up by the explosion were strewn within and beyond the ADC office complex.  Moments after the explosion, security forces deployed there and Imphal West District Police closed both the southern and northern gates of Khuman Lampak complex, and denied entry to all people.

A police source informed that an unidentified man who spoke Manipuri and wearing a white coloured checked T-shirt drove a Maruti 800 car into the ADC office at about 9.20 am today.

The man entered the house of the office chowkidar Jirene (19) and enquired about the ADC officials. The chowkidar replied that no official was present as today was a holiday. Then the man left the car and went away.  It was about ten minutes later that the car exploded with a thundering sound.

Bomb squad and forensic team have inspected the blast site. The police source claimed that they have certain suspects and that their identities will be established soon.

Nichin’s father Lalboi said that he was working as Assistant Cashier at Khuman Lampak PWD office. “My daughter Jirene is working as chowkidar in the ADC office. Later, IPR Minister TN Haokip, Works Minister K Ranjit and Health Minister L Jayantakumar came and inspected the blast site.

On the other hand, MPCC president Gaikha-ngam visited the injured victims at JNIMS.

IMPHAL, May 25: In the tripartite talk involving the State Government, Union Ministry of Home Affairs and United Naga Council (UNC) scheduled to be held at Senapati on May 30, the Union Home Ministry would be led by its secretary (Internal Security) UK Bansal.

According to an official source, besides Secretary (Internal Security) UK Bansal, who will lead the team of Union Home Ministry in the tripartite talk, Joint Secretary in-charge of North East of the Ministry, Sambhu will also participate in the talk.

The source said that the Union Home Ministry is still not clear on the exact nature of the demand of the UNC for ‘alternative arrangement’ and the same has been conveyed to the State Government as well.

It may be noted here that consequent to the recommendation of the State Cabinet to hold the tripartite talks, the State Government had approached the Union Home Ministry with the request for conveying what exactly is the demand of UNC.

UNC for mass prayer ahead of talk


Imphal, May 24 2011: Ahead of the third round of tripartite talk on the issues raised by the Nagas on Monday at Senapati district headquarters, the United Naga Council (UNC), which is a party to it, has appealed to all to hold mass prayers.

The UNC is intensifying its campaign for an alternative administrative arrangement in Naga areas of the State, severing all ties with the State Government.

The first round of talk involving representatives of the Centre, State and UNC was held in New Delhi in September last year while the second meeting was convened at Senapati district headquarters on December 3 last year.

Notwithstanding the UNC's core demand, the State Government had said that alternative arrangement was not on the talk agenda.

In a letter (sent to Church leaders) the UNC appealed to all hold special service, mass prayers in the Churches on Sunday, a day ahead of the talks "so that the same will take place with the blessings of the Almighty God and lead to fulfillment of our quest for self governance.

"After having submitted the demand for Government of India's intervention with an Alternative Arrangement for the Nagas, the process of dialogue through tripartite talk is being taken forward at the instance of the Union Government," said the letter jointly signed by the apex Naga body president Samson Remei and Sword Vashum, chairman of the 'committee for alternative arrangement' .

"After the two rounds of tripartite talk, we have now come to the crucial stage where we are to hold a dialogue for the Alternative Arrangement in more concrete terms.

Effort is being taken up to hold consultation involving cross section of the Naga civil society before the talk," it added.

On the other hand arrangements for the talks at the office complex of Deputy Commissioner (Senapati) are on, official sources said.

As resolved in a recent Cabinet meeting, Information Minister TN Haokip will lead the State Government delegation for the talks.

Other representatives include Flood Control Minister and Government's spokesman N Biren Singh, Education Minister DD Thaisii, Chief Secretary DS Poonia and senior officials of Planning and Tribal Development Departments.

During the second round of talk UK Bansal, Secretary MHA (internal security) and DS Poonia led the Central and State Governments respectively, while Sword Vashum headed the UNC delegation.

On May 11 UNC leaders met Union Home Minister P Chidambaram at Ukhrul district headquarters over the issue.

During the Naga People's Convention (NPC) held on July 1 last year, a decision to sever all political ties with the State Government was taken and a memorandum to this effect was consequently submitted to Prime Minister Manmohan Singh in September of the same year.

Maradona says there were no drug controls for the 1993 qualifier against Australia in Buenos Aires. He claims the team doctor put a banned stimulant in their coffee.

Argentina won 1-0 and advanced to the tournament in the United States, where Maradona was later expelled for a positive drug test and team lost in the quarterfinals.

Maradona said on Monday on television that Grondona had to know all about it. Grondona had no immediate comment.

Handique, union Minister of DoNER at New Delhi. “

It is heartening to learn that without waiting for physical infrastructure to come up, TISS has already chalked out a programme to begin two Masters Programmes from July-August, 2011 and 5 years integrated Masters Programme on Social Sciences from June, 2012,” he added.

According to an emailed statement of the Ministry of Development of North Eastern Region, when government of Assam, at the initiative of Tarun Gogoi, Chief Minister of Assam, proposed to the ministry of DoNER for allotting funds under NLCPR towards the infrastructure cost of the institute at Guwahati, B.K. Handique, Minister of DoNER readily agreed and approved, in principle, to release Rs.81 crore towards the project.

Assam Government has already identified the land required for the above purpose, it stated. Five years integrated Masters Programme on Social Sciences will have 120 students per year. Thus, there would be 600 students in five years. This programme is scheduled to start from June, 2012. During 4th and 5th year of the Course, there will be specialization in inter- disciplinary areas like Human Resource Management, Social Enterprises, Public Health Counselling, Education, Social Work and Sustainable Mountain Development. In addition to above programmes, TISS is also finalizing to take up several Certificate and Diploma Programmes from August, 2011, it added.

“Meanwhile, the University Grants Commission has already approved the proposed setting up of Guwahati campus by TISS” said the Minister of DoNER. He also said that out of the 220 total seats, (120 for Under Graduation and 100 for Post Graduate) per year, 2/3rd of the seats will be reserved for students from the NE States.

Thus, it makes 146 seats available for the students from the Region i.e. 80 for Under Graduation and 66 for Post Graduation, the Minister said. B.K. Handique has also stated that he would like TISS to start Campus in other States of North Eastern Region in phases over a period of time so that the required skills for the North Eastern students can be imparted over the development of the region, it maintained.

Northeast pre-paid mobiles allowed roaming facilities

Agartala, May 25: Pre-paid mobile phone users in India’s northeast have for the first time been allowed to use roaming facilities by the central government even as the ban will continue in Jammu and Kashmir, officials say.

‘The union home ministry has lifted the bar on roaming facilities in pre-paid mobile phones in the northeastern region. The decision was enforced Tuesday,’ Deb Kumar Chakraborty, general manager of the state-run Bharat Sanchar Nigam Limited, told IANS.

He said the decision would be applicable for BSNL and all private telephone operators and said it came in the wake of the improved security situation in the northeast region.

‘However, the ban on roaming facilities in pre-paid mobile phones in Jammu and Kashmir will continue,’ he said.

‘Like other parts of India, pre-paid mobile phone customers in northeast India, who have been facing severe hassles without roaming facilities, can now enjoy them,’ Chakraborty said.

He said the union home ministry took the decision following a proposal of BSNL and other telephone service providers after an improvement in the law and order situation and other pertinent aspects.

Mobile phones were introduced in the northeast in 2004. Post-paid mobile phones there have always had roaming facilities.

According to the official, there are more than 20 lakh BSNL pre-paid mobile phone customers in the northeast, besides lakhs of pre-paid mobile phone users of other private operators.

‘Referring to serious security concerns, earlier the union home and defence ministries were averse to providing roaming facilities to pre-paid mobile phones in the northeastern region and Jammu and Kashmir saying the scope of the facilities had been misutilised by terrorists and other unlawful elements,’ a top intelligence official told IANS.

‘With the Bangladesh government’s crackdown on northeast India’s separatist outfits and taming of militancy in most parts of the region, northeastern states have been asking the central government to remove the ban on roaming facilities in pre-paid mobile phones,’ the official said on condition of anonymity.

The State-owned telecom operator will strengthen its infrastructure and set up more mobile phone towers along the bordering areas of the northeast region to improve its network.

The officials said earlier there was a restriction by the union home ministry on setting up towers within 10 km of the international border. Now the restriction has been reduced to only 500 metres.

Only 250 km out of the northeast’s 5,000 km outer perimeter touches rest of India (with West Bengal). The remaining 4,750 km represents international boundaries with China, Myanmar, Bhutan, Bangladesh and Nepal.

Northeast woman murdered in New Delhi

A woman identified as Cecilia Chong belonging to the Kuki-Chin community was allegedly murdered by a Nigerian national in Uttam Nagar-II, New Delhi. The accused has been identified as Innocent Nwayo.

According to the police the accused and the deceased has been staying together in Uttam Nagar for the past several months. Both of them were said to occupy a rented room in the first floor.

Details of when the murder took place could not be ascertained. However, Chong’s body was found in a decomposed state four days ago only after the landlord complained to the police that a foul smell was emanating from the first floor. When the police broke opened the door, the decomposed body was found stuffed inside a travelling bag. A case of murder has been registered in Uttam Nagar Police Station.

The body of the deceased was buried at Dwarka Christian Cemetery Tuesday. The funeral service was jointly conducted by the Delhi Police (Uttam Nagar Police Station), Kuki Students Organisation, Delhi (KSOD), Kuki Students Democratic Front, Burma (KSDFB) and Tedim Chin Students Association, Delhi (TCSAD).
In a joint statement the Kuki Students Organisation, New Delhi (KSOD) said that Chong was married to Kam (name changed) from Churachandpur, Manipur who lives in Munirka, South Delhi. “We had separated our marriage in March 2010,” said Kam as stated in the statement.

Meanwhile, KSO Delhi general secretary Douminlian Zou said: “It is very unfortunate that even her husband did not care and did not know about the particulars of his wife. We are surprised and shocked to hear this news”.

“According to our tribal custom, a husband is responsible to take care of his wife in whatsoever circumstances. So the husband is not adherent to our tradition and culture. It is a shameful act”, Zou added. “We are conducting an investigation and we will soon nab the accused who has already been identified,” said Jai Kishan, SHO, Uttam Nagar Police Station.

KSOD has asked all the members of the Chin-Kuki community living in Delhi to register themselves in any Delhi-based Church/Fellowship or Students Union. This would lessen our burden in times of uncertainties like the present incident.
The Organisation also appealed to all the parents of Northeast to be vigilant with their children living in New Delhi, shrouded with crimes against women.

Govt boost to meritorious students

IMPHAL, May 23: In a major boost to the student community of the State, the Government of Manipur will select 228 students who excel in the Science stream in the class XII examination conducted by Council of Higher Secondary Educa-tion Manipur (COHSEM) for availing scholarship benefits under the Inspire Scheme.

The Scheme is informed to have been launched by the Government of India’s Department of Science and Technology to encourage students pursue Science courses in order to replenish strength of the country’s science teachers and scientists.

Under the Scheme a scholarship amount of Rs 80,000 will given to a student for pursuing the three- year graduation course in Science with a similar amount available in a year for those pursuing MSc course.

An informed source in COHSEM affirmed that result of the class XII examination would be declared within May 30.

Stating that a total of 22,776 candidates had appeared in the Council examination in Arts, Science and Commerce streams, the source said as per instruction of the Department of Science and Technology, which functions under the Ministry of Science and Technology (Govt of India) the financial assistance is to be given to one percent of the total class XII candidates.

Meritorious students (Science) frm both Government and private educa- tional institutions would be eligible for the scholarship with the condition that 75 percent aggregate should be the cut-off mark, the source informed while adding that failure to maintain the aggregate percent at graduation or MSc level would mean annulment of the financial assistance.

At the time of issuing mark-sheets after declaration of the class XII examination result 228 top ranking science students would be provided form for applying for the INSPIRE Scheme scholarship.

A total of 10,000 meritorious science students are to be covered under the Scheme out of which 2500 beneficiaries would be reserved for AIEEE, IIT-JEE, AIDMT, IIESR, NISER, KVPY, NTSE, International Olympiad medallists and JBNST students.

Haulianlal Guite, Manipur's rising star

Imphal, May 23 (ANI): Manipur, which has over the years produced many talented persons, has added another feather to its cap through Haulianlal Guite, who cleared the 2010 Union Public Service Commission examination.

Born on September 9, 1987, Guite secured the 33rd position in the final list of the successful UPSC candidates.

Guite now wishes to work on preserving forests and ensuring that ecological balance is maintained.

" I feel that we have devastated, may be unconsciously, our forest resources, especially in term of plantation, jhum cultivation and, unless we can protect our environment, take measures towards this direction," said Guite.

" I feel that much of the problem including insurgency activities in Manipur is especially because people do not have work to do. So, if we can find means to start employment, to create jobs like for example through NREGS scheme, then, I feel much of the problem will be solved," he added.

A passionate writer by heart, Guite loves to write on philosophical topics and play badminton and tennis.

Guite failed in his first attempt to crack the examination, but was successful in his second attempt.

    ITANAGAR: Arunachalee mountaineer Anshu Jamsenpa will find her name etched in golden letters in mountaineering history as the 32-year-old talent came up yesterday with a world record feat of scaling the Mt Everest twice in the same season when she climbed atop the world for a record second time in 10 days flat.



    Anshu unfurled the national flag and Arunachal logo at the summit at an altitude of 29035 ft on the morning of May 21 at 5.05 AM local time and offered a short prayer of thanks-giving to Lord Buddha, according to sources at the Arunachal Mountaineering & Adventure Sports Association (AMASA).

    Anshu, the mother of two children, has become the first married woman in the world to make it to the summit of Mt Everest twice in one climbing season. Her second successful summit was preceded by the first Everest success on 12 May last at 7 am. There is a Nepali unmarried girl who also climbed Mt Everest twice in a single season this year.



    Anshu Jamsenpa has also become the first Indian to climb Everest twice in one season. To make this record, she took her climbing endurance to the highest limit. She started her second ascent from Base Camp (17500 ft) on 18th May and climbed upto Camp 2 (21450 ft.) skipping a night halt at Camp 1. Next day she climbed upto Camp 3 (23700 ft.). On May 20, she reached Camp 1V (26000 ft) also known as South Col Without resting for the night, she started her final summit push around 11 pm as the weather was predictably clear and  favourable. Normally, on the Everest expeditions, climbers spend at least one night at each camp and then attempt the summit.

    Anshu was the leader of International Everest Expedition team consisting of 10 members from six countries. This was a rare honor for a young female mountaineer from the remote state of Arunachal Pradesh. A record five climbing members from her team has also made it to the summit, including two Indians - Ganesh Chandra Jena and herself, a Canadian - Marie Christine Dube, a Swedish - Alf Robin Trygg and Churim Sherpa from Nepal. In spite of too much risk involved in the Everest expedition, Anshu has still taken up the challenge of leading her 2nd climbing group to the summit of Mt Everest.

    The Deputy Chief of Mission, Embassy of India in Kathmandu, Ministry of Tourism & Civil Aviation, Govt of Nepal, Arun Trek & Expeditions Kathmandu, State Sports & Youth Affairs Department and AMASA has been involved with coordinating in this record breaking attempt since the time Anshu and Tine Mena, the first woman Everester from North East, were flagged off by State Governor Gen J J Singh on 1st April 2011 from the State capital.

    In the past two weeks, three mountaineers died while on the Everest expedition. An American mountaineer Rich Hitch died near Camp 3. He had earlier climbed all the six highest peaks in six continents and this was his final attempt to create world record by climbing Mt Everest. Second was Sailendra Kumar Upadhyaya, former Foreign Minister of Nepal, who died while trying to create a history by becoming senior most citizen on the top of Everest. Besides, a seasoned Japanese climber - Takashi Ozaki died while attempting to scale Everest just a few hundred feet from the summit.

    While conveying its deep condolences over the tragic deaths, AMASA said, our thoughts and prayers are with the bereaved family members.

    Veteran rapper Eminem and teen pop sensation Justin Bieber dominated the 2011's Billboard Music Awards, each taking home a total of six official awards. There was a six-way tie for second place between Rihanna, Lady Gaga, Usher, Taylor Swift, Mumford & Sons and Taio Cruz, who each won three trophies.



    Eminem won awards in the following categories: Top Artist, Top Male Artist, Top Billboard 200 Album, Top Rap Artist, Top Rap Song and Top Rap Album. He previously won two Billboard Music Awards in 2002 for Best Album of the Year and Best R&B/Hip Hop Album Of The Year, giving him a total of eight career Billboard Music Awards. His awards were not given out during the ceremony.

    The Bharat Petroleum Scholarships for Higher Studies has been designed with a view to help Indian students who have demonstrated all round brilliance and have a passion to achieve excellence in their chosen field. They should have obtained admission for Post Graduate Programmes Abroad.

    The scheme is open to

    • Indian nationals.

    • Students pursuing Post Graduate Degree Course Abroad.

    • Students up to the age of 25 years (born on or after 1.05.1986), who have secured at least 60% at Graduate level.

    • Students with confirmed admission to any full time Post Graduate Degree Course (in any field of education other than fine arts), for a duration upto two years, at any recognized University/Institute of repute abroad.

    • Students pursuing higher studies in Universities/Institutes abroad for which firm admissions have been obtained for sessions starting between July 2011 and November 2011.

    • Please note that the last date for submitting applications is 31st May 2011.

    • Candidates awaiting results for graduation final year can also apply by mentioning the aggregate percentage obtained so far.

    Manipur shines in 58th National Film Awards

    In the 58th National Film Awards, three filmmakers from Manipur made their mark, winning the best Science & Technology, Best Ethnographic and Special mention Awards in the non-feature categories. Manipur filmmakers are making their marks in the national film scenario with three Manipuri filmmakers, barging their way through.

    Heart to Heart by Bachaspatimayum Sunzu based on a project by the Rotary Club of Imphal of treating children from poor economic background with Congenital Heart Defects won the Best documentary in the Science and Technology category.

    Songs of Mashangva by Oinam Doren on the Tangkhul Folk singer of Manipur fighting to keep alive the dying Tangkhul folk tradition won the Best ethnographic film.

    Haobam Ronel’s documentary The Zeliangrongs won a Special mention category.

    Heart to Heart is based a real life drama of a child born with two holes in his heart and how his health problem prevented him a normal child until the Heart to Heart Project by Rotary Club of Imphal. Produced by the Rotary Club of Imphal, this Award bestowed on Heart to Heart means a lot for CHD awareness says its executive Producer and Director.     LONDON: Spanish football giants Real Madrid are ready to stun the football world by putting star striker Cristiano Ronaldo up for sale for a staggering 150-million-pounds.

    The Daily Mail reports that news of the possible transfer has emerged after Ronaldo had a training ground row with Madrid manager Jose Mourinho.

    Club president Florentino Perez is reluctantly willing to listen to offers.

    Madrid paid a world-record fee of 80 million pounds to Manchester United in 2009 and Perez has said he would want to make a significant profit to appease the supporters for the sale of their best player.

    Ronaldo, after all, was seen as Madrid's answer to the dominance of Barcelona.

    While there would be numerous suitors for his signature, even top clubs will balk at the astronomical fee and the player's wages.

    At Madrid he commands a salary of 20m euros a year, leaving him with 12m euros net - more than 200,000 pounds a week.

    The two Portuguese are said to have clashed over tactics used in the Champions League semifinal.

    India's powerful indigenous communications satellite GSAT-8 will be put in orbit by an Ariane 5 launcher on Friday. It will vastly augment television broadcasting, especially Direct To Home (DTH) services, radio networking and other satellite-based services.

    The launcher is scheduled to blast off at 17.38 hours local time (0208 a.m.-IST) from here.

    GSAT-8, weighing nearly 3,100 kg with 24 transponders in the Ku band, (the portion of the electromagnetic spectrum in the microwave range of frequencies) could not be launched from India because the country's Geosynchronous Satellite Launch Vehicle (GSLV) Mark III, capable of carrying payloads of over 2,000 kg satellites, is still under development.

    The lift-off and placing in orbit of the satellite will last 46 minutes – from zero hour when the cryogenic main stage engine is ignited to the final moment when the launcher's main stage falls back off the coast of Africa into the Atlantic Ocean, the ignition of the upper cryogenic stage and the separation of the satellite.

    GSAT-8 will separate from the launcher 31 minutes and 17 seconds into the flight. At the time of lift-off, the Ariane 5 will develop a thrust of 13,000kN (Kilo Newton per square metre) or the equivalent of the combined thrust of four Airbus 380 superjumbo jets, in order to break free of the earth's gravitational pull. GSAT-8 will first reach a perigee of 249 km over the equator and be placed in a geostationary orbit at an altitude of 35,947 km with an inclination of 2.5 degrees.

    Ariane 5 will also carry ST-2, also a communications satellite that is jointly owned by the Singapore Telecommunications and the Taiwanese Chunghwa Telecom Company. The total payload will be 9,013 kg, including the weight of the two satellites amounting to 8,190 kg.

    “It's a complex process that gives all the scientists and engineers involved in the mission a knot in the stomach until the launch is successfully completed and the satellites are safely placed in orbit,” Jacques Denavaut, Arianespace Vice President for Corporate Communications, told The Hindu.

    The countdown includes all final preparatory steps for the launcher itself, the satellites as well as the launch site. If all goes according to plan the first step is the ignition of the main stage engine, then the two booster rockets latched to the sides of the main launch vehicle.

    The countdown culminates in a synchronised sequence beginning at seven minutes (T-7) before zero hour (T-0). If an interruption in the countdown edges T-0 outside the launch window, then the mission can be postponed by one or more days depending on the problem and its solution. The control station and onboard computers manage the highly complex operation of the countdown. The mission can also be delayed if there are high velocity winds or the possibility of a thunderstorm.

    The start of the final countdown begins at T-11 hours and consists of a series of checks as well as operations like the filling of the main cryogenic stage engine with liquid oxygen and hydrogen. At T- 4 minutes, the tanks are pressurised for flight. The “all systems go” report given at T-7 seconds allows the start of the synchronised process. At T-05.5 seconds the cryogenic arms that hold the launcher upright are opened.

    At T-4 seconds, the onboard systems take over and at T-3 seconds the guidance systems to flight mode are unlocked.

    At 7.05 seconds after the ignition of the main stage cryogenic engine at T-0, the two solid-propellant boosters are ignited enabling lift-off. With a mighty roar and a long orange-red tail flame, the launcher climbs vertically for six seconds then rotates towards the east. The fairing protecting the two satellites is jettisoned shortly after the boosters are jettisoned at an altitude of about 200 km.

    At the orbital stage, when the satellites are released, the launcher will attain a velocity of approximately 9,350 metres a second and will be at an altitude of 658 km. The entire process will take 189 seconds from T-0.

    Designed, assembled and integrated by the Indian Space Research Organisation (ISRO), GSAT-8 has a design life exceeding 12 years. Other than television and radio networking it will vastly increase the country's capability in fields such as tele-medicine, tele-education, High Definition television (HDTV), the Internet, Research and Rescue, Disaster Management, etc. It will cover the entire country, including the Andaman and Nicobar islands. The satellite also has a two channel GPS Aided Geo Augmented Navigation or GAGAN payload.

    “Over 500 scientists and engineers worked for almost four years to build this satellite. Our partners on this project other than the ISRO's own centres, include the Hindustan Aeronautics (HAL), Avasarala Technologies, Larsen and Toubro, SAMEER, the Bharat Heavy Electricals Limited (BHEL) and the National Aerospace Laboratory. The satellite costs Rs. 675 crore, including the launch services,” scientist T.K. Alex, Director of the ISRO Satellite Centre, told The Hindu.

    At present, India has seven communications satellites — from INSAT-2E to INSAT-4CR, which provide 151 transponders in S, C, Ext-C and Ku bands.

    This will be India's 14th satellite launch from Kourou and Ariane 5's 58th mission, its third launch this year.

    Christian Council Welcomes India’s Decision to Conform to UN Palermo Protocols


    New Delhi, May 20, 2011: The All India Christian Council welcomes India’s decision to conform to the United Nation’s Palermo Protocols which supplement a convention against organised crime and enhances anti-human trafficking efforts. The Christian Council also welcomes a new policy adopted by the Indian Government and police to fight the challenges of slavery within Indian states and territories.

    On May 13, India’s Ministry of External Affairs announced the government of India had ratified all three Palermo Protocols and two UN conventions. The UN protocol on human trafficking is linked with a convention against organised crime.

    India did not ratify the Palermo Protocols for eleven years as highlighted by the U.S. Department of State’s annual Trafficking in Persons Report. Many campaigners were concerned that India lacked a clear and full definition of human trafficking for Indian states and territories to use in legislation and enforcement. Trafficking has not historically been regarded as an organised crime in India, so comprehensive laws relating to organised crime weren’t used in enforcement.

    In 2011, the government of India launched a scheme to educate police about trafficking, and New Delhi police started established anti-human trafficking cells. On 12 January 2011, the Ministry of Home Affairs informed state police about the registration for a web-based certificate course on human trafficking offered in partnership with Indira Gandhi National Open University. Also, with United Nations Office on Drugs and Crime support, the MHA is in the midst of a two-year project of training law enforcement officers in Maharashtra, Goa, West Bengal, and Andhra Pradesh about trafficking. “The Christian Council welcomes India’s practical steps toward stopping modern-day slavery but encourages authorities to expand the programs to more vulnerable places like New Delhi, Bihar, and North East states,” said Mr. Madhu Chandra, aicc Regional Secretary and an anti-human trafficking campaigner.

    The Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, was adopted by the UN at Palermo, Italy, in 2000, and it supported the United Nations Convention against Transnational Organized Crime (http://www.unodc.org/unodc/en/treaties/CTOC/index.html). This was signed by India in December 2002, but not ratified until May 13, 2011 (http://www.mea.gov.in/mystart.php?id=530217625). The Protocol is important since it gives a comprehensive definition of human trafficking, requires countries to criminalise slavery, and instructs governments to adopt legislation to translate the protocol’s obligations into an act.

    Chandra, said, “The experts we know in child issues agree the government’s ratification of the UN protocol is good news because now anti-trafficking efforts can be made stronger through comprehensive laws and policies that protect victims and bring perpetrators – often criminal gangs – to justice. It should especially help efforts to stop bonded labour. The vast majority of victims are Dalits and we hope this helps them find freedom. The ideals of policies and laws must translate into practical realities on the ground as soon as possible.”
