Job seekers in Manipur reach 6,87,533

Imphal: The numbers of literate job seekers in the state registered in the state employment exchange has reached 6,87,533. However the actual number may vary by around two lakhs since the state Employment Directorate is not checking multiple registrations and not updating data of those who have got jobs.

According to a source from the directorate, the total literate job seekers in the state registered up to February 2011 is 6,87,533 out of which 1,90,223 are females and 4,97,315 are males.

Imphal West alone has a total figure of 2,22,303.The figures of job seekers in other districts are 1,01,924 in Imphal East, 1,05,072 in Thoubal, 63,354 in Bishnupur, 61,956 in Churachandpur, 27,397 in Ukhrul, 51,011 in Senapati, 21,036 in Tamenglong and 25,350 in Chandel.

Out of these 2,387 are Physically handicapped persons while 5,748 are bracketed as 'UI and GB' .

Meanwhile many job seekers are found to have registered in all the nine districts.

Moreover many persons have multiple registrations in case of lost and non renewal of registration card, according to a highly reliable source.

After the government relaxed the recruitment ban enforced in 1997 many job seekers have got jobs in either contract or permanent posts through the directorates of many government departments.

Home Department, Health Department, Social Welfare Department, State Institute of Rural Development, Manipur Police Housing Corporation, Directorate of Industries, Board of Secondary Education Manipur, Directorate of Economics and Statistics, IG Prison, District Session Judge, MPSC, JNIMS and Relief and Disaster Management are some departments who have recruited many job seekers in the past decade through their directorates, the source said.

It is mandatory to delete the record of those who have got jobs.

But many departments do not send the employment directorate the list of job seekers who have got jobs in their departments.

The negligence from the part of various departments has become the prime cause for not deleting such records which has resulted in causing a high difference between the actual figure and the recorded figure.

While employment notifications in valley districts are issued through the employment exchanges, many government offices in the hill districts are not informing their concerned exchanges in any employment notifications and recruitments.

Such negligence and irresponsible manner of the various departments and government offices are the main cause of the huge variation in the figures, the source maintained.

In accordance with the provisions of Sub-Section (1) of section 23 of the RTE Act, the National Council for Teacher Education (NCTE) had vide notification dated 23rd August, 2010 laid down the minimum qualification for a person to be eligible for appointment as a teacher in teacher in any of the schools referred to in Clause (n) of Section 2 of the RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate govt in accordance with the guideline framed by the NCTE

The Ministry of Human Resource Development, Govt of India has entrusted the responsibility of conducting the central teacher eligibility test (CTET) to the central board of secondary education Delhi which will be held on 26th June, 2011

Application Fee: Rs 500/- for SC/ST/differently abled candidates Rs 250/-

Talks with Hmar rebels under cloud

Silchar, April 26, 2011: The maiden round of peace talks with the Hmar militant group, HPC (Democratic), slated to be held next month, is under the cloud with the Mizoram government firm on its stand that it will not accept an American missionary of Hmar origin as part of the group’s delegation.

Mizoram chief minister Lalthanhawla had made it clear in the Assembly on March 28 that the presence of an American citizen in the official-level peace talks was “simply unacceptable”. The announcement followed reports that Reverend Rochunga Pudaite, an American citizen based in Wheaton, Illinois, had been nominated as a member of the HPC (D) delegation for the proposed peace talks.

Mizoram’s additional home secretary Lalmingthanga today said over phone from Aizawl that his government was firm in its belief that no breakthrough in the talks could be achieved if the HPC (D) included a foreigner in its delegation and, hence, no such talks could be scheduled at present.

The HPC (D), in a statement issued by its publicity and information secretary John F. Hmar last week, said it was yet to constitute a team of delegates for the peace talks and hence the reports of the presence of a US citizen was “a product of demonic calculations”. It alleged that the government was “trying to sow divisive designs” in the talks.

The group has, however, not submitted any official statement to the government in this regard.

The HPC (D), a breakaway group of the Hmar People’s Convention (HPC), came to the fore in the Hmar-dominated areas of northeast Mizoram and adjacent Manipur in 1996 for demanding an autonomous district council for the Hmar areas under the Sixth Schedule.

The HPC (D) broke away from HPC, the first insurgent group of the Christian Hmar community, under the leadership of Lalmingthanga, a college dropout, after the HPC agreed to a development council for the Hmars in Mizoram in 1995. The HPC’s armed cadres came overground after the group signed a truce with the then chief secretary of Mizoram, Lalkhama, in 1994.

The HPC (D) signed a truce with the Lalthanhawla-led Congress government in the state on November 11 last year to pave the path for talks on carving out an Hmar autonomous district council in northeast Mizoram, bordering Assam and Manipur.

A six-month suspension of operations by the insurgent group and the security forces and police in Mizoram came into being from that date.

In the meantime, Lalmalsawma Darngawn, the chairman of Sinlung Hills Development Council, which came into being after the surrender of HPC militants in 1994, has submitted the resignation of all the 18 members of the council. He said the council members, under his leadership, had decided to resign en masse to show their solidarity with the HPC (D).

The move is being seen as a ploy to put pressure on the state government to hold talks with the HPC (D) soon.

The government is yet to accept the resignations of the members of the council which were forwarded to the chief minister last month with a copy to Governor Lt Gen. (retd) M.M. Lakhera.

Mizoram student killed during Football match

PHAGWARA: A Mizoram student was killed by a group of Sudanese and a Tanzanian student in Lovely Professional University.

The scuffle took place on Tuesday night late evening over some trivial issue during a football match between Mizo and Sudanese students and the student died around midnight.

Two Sudanese students and one Tanzanian have been named in the FIR registered on the statement of university official and they have been arrested by the police.

Deceased Johny F Lalhmangaih Zuala (22) student of B Tech (Civil) Second year, was badly thrashed and he succumbed to his internal injuries in a hospital around midnight following which Indian students went on a ransacking spree inside the University and police had to be called. It is learnt that the ransacking took place around the hostel where Mizo students were staying as the latter vent out their ire after death of their friend.

According to an eyewitness, who was part of the Mizo team during a semifinal football match between the Mizo team and Sudan Eagle Team, in the late evening on Tuesday, Johny had scored a goal and their team was ahead of Sudan with one goal. "We wanted to replace a team mate while a free kick was given to the Sudanese team and suddenly a few infuriated members of the Sudanese team pounced upon Johny. Even before we could rush to save him they had already rained blows and kicks on him and Johny fell unconscious," the Mizo player, who did not want to be identified told TOI. "We did try to save him and finally, with the help of university officials who were present there, managed to separate them but the damage had already been done in 2-3 minutes as apart from the Sudanese team some of their supporters had also surrounded the victim," he said.

The victim was then rushed to Gandhi Hospital Phagwara where he died around midnight. As the news of his death spread angry Mizo and other Indian students went on a ransacking spree. Apart from damaging some kiosks they also targeted some vehicles belonging to the University. The university authorities then called police on whom also stones were pelted by the angry students and an ASI Ramandeep Singh sustained injuries while a couple of other got gashes. While sources revealed that police also fired in the air to control the mob on rampage but SHO Sadar Phagwara Ravinder Singh denied it.

Case against two Sudanese students Hashim Idriss, Ahmad Aigaly and one Tanzanian student Saeed Fesial has been registered under sections 302 and 34 of IPC on the basis of the statement of LPU Security Officer Surinder Khurana.

Meanwhile, heavy deployment of police was made in the University. Sources said that international students, especially those from African counties, were sent outside the university campus to avoid any backlash attack on them.

A leader of Jalandhar Mizo Students Union told that Johny's father was working as SDO in Mizoram PWD and was posted in a remote area and could not be informed about the death of his son till noon.

Meanwhile, LPU authorities have made arrangements to transport his body to Mizoram. Mizo students converged at Civil Hospital Phagwara where postmortem was conducted.

Before Gaddafi bombed his own people, IAF fighters in March 1966 dropped incendiary bombs on Aizawl, now Mizoram’s capital, to crush the Mizo insurgency. The bombing, which marked the beginning of atrocities by the IAF, was never reported in the media and isn’t acknowledged by New Delhi. But the wounds still fester

New Delhi’s first reaction to insurgency breaking out in Mizoram on the night of February 28, 1966, was stupefying. Even as the Mizo National Front (MNF) rebels started attacking Army and para-military posts all over the Lushai Hills, which was then a district in Assam and is now the state of Mizoram, Indian Air Force (IAF) fighters were dispatched to bomb civilian areas in Aizawl (the then district headquarters) and nine other major villages. On March 5 and 6, 1966, hundreds of incendiary bombs reduced houses, schools, churches and even hospitals to ashes. Miraculously, just 15 people died in Aizawl, but that was because most of the 10,000-odd residents of the hill town had fled when fighting between the rebels and Indian security forces broke out. The IAF fighters Toofanis and Hunters flew low over Aizawl and strafed many areas before bombing and devastating the town. The bombings continued with greater vengeance the next day.

Forty-five years hasn’t been long enough to dim the memories of those who witnessed the nation deploying fighter aircraft against its own people. “We were numbed with shock. Even in our wildest dreams we couldn’t imagine that fighter aircraft would be sent to bomb Aizawl. It was a scary sight, those planes buzzing overhead and dropping bombs that would explode in huge balls of fire and devastate every cluster of houses,” recalls Zosiami, who was 21 then. Zosiami left her house in Aizawl’s Khaatla area with her parents, four siblings and grandparents once the Mizo rebels launched their attacks, witnessed the bombings from a forest in the nearby Lawipu hill where many had taken shelter. “We returned on March 11 to find our houses totally gutted,” she told TOICrest.

“Being a Mizo was a crime in those days. We were all suspects,” says JV Hluna, who teaches history at Aizawl’s Pachhunga University College and has extensively researched and documented the bombings. Hluna was a high school student in Aizawl in 1966. “On the night of February 28, MNF rebels attacked the district treasury at Aizawl and camps of police and security forces at Lunglei and Champai. These two places were captured by the MNF. The rebels ambushed the Assam Rifles (a para military force commanded by Indian Army officers) battalion headquarters at Aizawl and an Assam Rifles patrol was ambushed at Chanmari area (of Aizawl) on the night of March 3 where five jawans were killed. And then the bombings started on March 5 and 6. We fled Aizawl on March 4 and took shelter at Zokhawsang village five kilometres away. I saw the fighter planes flying in at about 10 am on March 5 and bombing Aizawl. The fighters made about eight sorties that day and many more the next day. From Zokhawsang, we heard huge explosions and saw huge plumes of smoke rising. We knew that Aizawl was being destroyed. The feeling was terrible and we were paralysed by fear and shock.”

Many government installations, including the Circuit House, were destroyed in the attack. Apart from Aizawl, IAF fighters bombed Khawzawl on March 6, Hnahlan the next day, Sangau on March 8, Tlabung on March 9, Pukpui village on March 13, Bunghmun on March 23, Mualthuam and Tuipui (the native village of Laldenga) on September 6 and Hmuntlang village on January 31, 1967.

New Delhi denied the bombings. “All news of the bombing was blacked out, that is why the rest of the country and the world never got to know of the atrocities,” Denghnuna, who was the government’s information and public relations officer at Aizawl then, says. But word of this ‘war crime’ did leak out and was raised in the Assam Assembly. The Assam government deputed two MLAs, Stanley DD Nichols Roy and Hoover H Hynniewta, both from Assam’s then Khasi Hills district, and Lok Sabha MP from Shillong GG Swell on a fact finding mission to Aizawl on March 30. “This team collected a lot of evidence about the bombings and their report is part of Assam Assembly proceedings. Swell, responding to (Prime Minister) Indira Gandhi’s statement that only rations were airdropped for besieged Assam Rifles soldiers in Aizawl, produced shell casings in the Lok Sabha,” says Hluna. He claims that Rajesh Pilot and Suresh Kalmadi were among the IAF pilots who dropped the bombs, a claim endorsed by Denghnuna, who was nominated to the IAS and retired a senior bureaucrat.

Apart from innumerable witness accounts of the bombings and reports submitted by the Assam Assembly team, a large body of evidence of the bombings also exists. Many families have preserved the brass and copper shell casings they recovered after their return to Aizawl.

Many wonder why New Delhi responded so harshly to the ‘Mizo uprising’. “After Lunglei and Champai fell to the MNF and the Assam Rifles camp in Aizawl was attacked, the government must have panicked and wanted to nip the insurgency in the bud. It must have wanted to inflict exemplary punishment,” says Hluna. “New Delhi had little knowledge, or sympathy, for the North East and as home minister Gulzarilal Nanda had said, India wanted to ‘crush’ the Mizos. Hence excessive force was applied and the civilian population punished,” says Denghnuna, who also fled Aizawl on March 4 and witnessed the bombings. He returned on March 8 to find his house, located near the Assam Rifles camp, intact but its walls pockmarked by bullets.

R Zamawia, who joined the MNF while in college in 1963 and was the commander of the MNF Volunteer Force in March 1966, says the bombings were followed by largescale entry of Indian troops into the Lushai Hills. “They ordered evacuation of hundreds of villages which they burnt down. The villagers were resettled in new areas. Thousands were arrested arbitrarily and unspeakable atrocities were committed by them,” says Zamawia, who rose to become the ‘defence minister’ of the MNF. C Zama, who has penned 14 books on the Mizo insurgency, including one on the bombing of Aizawl, says the demand for an apology from New Delhi for the bombings is gaining ground in Mizoram. “I saw the bombings since I was in the ‘Mizo National Army’ (the MNF’s fighting force) and was fighting in Aizawl. Nothing similar has occured anywhere in India,” he says.

“The wounds suffered by the Mizos are yet to heal. They’re festering even though Mizoram is the most peaceful state in the North East today. The government of India has done nothing for the emotional rehabilitation of the Mizos. This bothers me a lot. The process of reconciliation has to start with an acknowledgement of the atrocities that were committed,” says Denghnuna.

Hluna points out that while PM Manmohan Singh has apologised for Operation Bluestar, that magnanimity has been lacking when it comes to the Mizos. Since 2007, March 5 is observed as ‘Zoram ni’ (or Zoram Day) by the powerful Mizo Zirlai Pawl, a civil society group. Prayers are held all over the state and the people are urged to forgive the perpetrators of the crimes committed on them during the two decades of Mizo insurgency from 1966. The Mizos are willing to forgive, but India has to ask for it first.

THE UPRISING

A terrible famine in the Mizo Hills was the trigger for the insurgency that wracked Mizo Hills for two decades. In 1959, bamboo started flowering in Mizoram (it does so every 40 to 50 years). The flowers draw rodents, who feed on it and multiply in huge numbers. The rats then started feeding on standing crops, causing acute food shortages and a famine. The Assam government’s handling of the famine (called ‘Mautam’ in Mizo) and providing relief was extremely poor and hundreds died of starvation. The Mizo Cultural Society, formed with Pu Laldenga as its secretary in 1955, converted itself into ‘Mautam Front’ to provide relief to the starving rural population in March 1960 and renamed itself Mizo National Famine Front that September.

A year later, it became the MNF when, capitalizing on the immense goodwill it had earned for its relief works, it started taking up political issues like integrating Mizo-inhabited areas of Manipur, Tripura and the Cachar Hills of Assam contiguous with the Mizo Hills into one administrative unit. A series of ill-advised moves, like making Assamese the official language in the Mizo Hills and the Assam government’s consistent refusal to grant more autonomy to the Mizo Hills Autonomous District Council or grant statehood to the Mizo Hills district led to the outbreak of insurgency. Laldenga established contact with East Pakistan sometime in 1961 and was promised material and moral support. The MNF started raising the Mizo National Army (MNA) and sending recruits to East Pakistan for training. When the MNA’s strength rose to eight battalions, a secret plan codemaned ‘Operation Jericho’ was launched to take control of the Mizo Hills. The plan involved surprise attacks on treasuries, fuel stations, communications facilities, neutralising the police force, taking all senior non-Mizo government officials captive and overpowering camps and bases of Indian security forces all over the Mizo Hills.


After gaining control, the flag of independent Mizoram was to be raised in Aizawl on March 1 and if the flag could be kept flying for 48 hours, Pakistan and other countries would grant diplomatic recognition to Mizoram and get the UN to grant recognition to the new country.

The plan was put into operation on 28 Feb.1966 and many important places in the Mizo Hills fell to the rebels . Aizawl was also nearly captured by the rebels, but the 1st Assam Rifles battalion held out and foiled the MNF’s plans.

Google launches 'GigaPan Time Machine'

WASHINGTON: Google has created a time machine with which one can simultaneously explore space and time at extremely high resolutions.
Researchers at Carnegie Mellon University's Robotics Institute have leveraged the latest browser technology to create GigaPan Time Machine, a system that enables viewers to explore gigapixel-scale, high-resolution videos and image sequences by panning or zooming in and out of the images while simultaneously moving back and forth through time.

Viewers, for instance, can use the system to focus in on the details of a booth within a panorama of a carnival midway, but also reverse time to see how the booth was constructed. Or they can watch a group of plants sprout, grow and flower, shifting perspective to watch some plants move wildly as they grow while others get eaten by caterpillars. Or, they can view a computer simulation of the early universe, watching as gravity works across 600 million light-years to condense matter into filaments and finally into stars that can be seen by zooming in for a close up.

"With GigaPan Time Machine, you can simultaneously explore space and time at extremely high resolutions," said Illah Nourbakhsh, associate professor of robotics and head of the CREATE Lab.

"Science has always been about narrowing your point of view - selecting a particular experiment or observation that you think might provide insight. But this system enables what we call exhaustive science, capturing huge amounts of data that can then be explored in amazing ways," added Nourbakhsh.

An enabling technology for time-lapse GigaPans is a feature of the HTML5 language that has been incorporated into such browsers as Google's Chrome and Apple's Safari. HTML5, the latest revision of the HyperText Markup Language (HTML) standard that is at the core of the Internet, makes browsers capable of presenting video content without use of plug-ins such as Adobe Flash or Quicktime.

Once a Time Machine GigaPan has been created, viewers can annotate and save their explorations of it in the form of video "Time Warps."

Ex-Sony chief Ohga, 'Father of the CD', dies

Tokyo: Former Sony President and Chairman Norio Ohga, who gave up a career as an opera singer to join the fledgling consumer electronics maker in the 1950s and later led its expansion into movies and video games, died on Saturday, the company said. He was 81.


Ohga was Sony's president from 1982 to 1995, overseeing the $3.4 billion purchase of Columbia Pictures in 1989 at the height of Japan's economic bubble when many Japanese firms dominated their industries globally and were buying up iconic assets abroad.

Ohga remained a senior adviser to the company at the time of his death.


He was credited with spearheading Sony's development of the compact disc and its push into music, playing a central role in the acquisition of a major record label, CBS Records.


Ohga also presided over Sony's entry into the home video game business, which it came to dominate with the PlayStation.

The acquisition of the movie studio, now known as Sony Pictures, remained controversial and speculation periodically surfaced of a possible sell-off as analysts questioned whether Sony would ever achieve returns to justify the cost.

Ohga, a graduate of the Tokyo National University of Fine Arts and Music and the Berlin University of the Arts, served as president of the Tokyo Philharmonic Orchestra as well as a vice chairman of an influential business lobby, the Japan Federation of Economic Organisations.

Ohga stepped down as president in 1995, succeeded by Nobuyuki Idei, and continued to serve as chairman and representative director until 2000.

Sony's competitiveness has waned considerably in recent years. It lost the lead in video games to Nintendo and has been outmanoeuvred by Apple in portable music and by South Korea's Samsung Electronics in flat-screen TVs.

"It is no exaggeration to attribute Sony's evolution beyond audio and video products into music, movies and games, and subsequent transformation into a global entertainment leader to Ohga-san's foresight and vision," Howard Stinger, who took the helm at Sony in 2005, said in a statement.

The cause of Ohga's death was multiple organ failure, Sony said.

India ranks 14th on list of 37 in internet freedom

NEW DELHI: In its latest report on the state of internet, Freedom House — a US-based organization monitoring democratic changes, human rights and freedom of speech — ranked India 14th among 37 countries that were assessed on the basis of free and unrestricted access to the web. Estonia topped the list. 

According to the report, the internet is only "partly free" in India — even though there is no substantial political censorship, bloggers and online users have been arrested in the last two years.

Among Asian countries, India ranks second. The country scored 36 on a scale of 100. South Korea (32) topped in the continent. In 2009, India's score was 34.

"The Indian blogosphere is quite active and eloquent, complementing the rise in internet use by different interest groups and civil society actors. Bloggers are rarely forced by the government or private individuals to take down their writings, but there have been a few instances in which this has occurred," the report says.

It specifically makes an example out of Lakshmana Kailash K. "He was jailed for 50 days for allegedly defaming an Indian historical figure online. It later emerged that another person had posted the material, and Kailash was arrested based on the (basis of a) wrong IP address," it cites.

"In the past, instances of the central government seeking to control communication technologies were relatively rare. However, following the November 2008 terrorist attacks in Mumbai and with an expanding Maoist insurgency, the need, desire, and ability of the Indian government to control the communications sector have grown," the report states. "Pressure has also increased on private intermediaries to remove certain information. Though most requests have targeted comments that might incite communal violence, some observers have raised concerns of certain removals being unnecessary."

As far as global trends are concerned, in democratic countries like Brazil, India, Indonesia, South Korea, Turkey, and the UK, internet freedom is increasingly undermined by legal harassment, opaque censorship procedures, or expanding surveillance.

"The new internet restrictions around the globe are partly a response to the explosion in the popularity of advanced applications like Facebook, YouTube, and Twitter, through which ordinary users can easily post their own content, share information, and connect with large audiences," the report says. "While mostly serving as a form of entertainment, over the last two years these tools have also played a significant role in political and social activism," it explains.

The report talks about wide gulf between urban and rural areas when it comes to internet penetration in India. "There is a pronounced urban-rural divide, with an approximate rural user base of just 6.46 million, and only 4.18 million active users. It indicates there are approximately 10 times more urban internet users than rural internet users in India," it adds.
